Step guide for processing of the proposal for framing and amendment of Recruitment Rules

Sub: Step guide for processing of the proposal for framing / amendment of Recruitment Rules.

The undersigned is directed to state that this Department has issued guidelines on framing/amendment/relaxation of Recruitment Rules vide OM No. AB -14 017/48/2010-Estt.(RR) dated 31.12.2010 which inter-alia provides thirteen column Schedule (Annexure-I) to be annexed with the notification of the Recruitment Rules. A detailed step guide (column-wise) for processing of the proposal for framing / amendment of Recruitment Rules is enclosed. The step guide material may be used for filling up thirteen columns Schedule (Annexure-I) to be annexed with notification part of the recruitment rules for various posts under Ministries / Departments.

Step guide for processing of the Proposal for framing / amendment of Recruitment Rules

Column 1: Name of post

The name of the post is to be kept as per the model RRs issued by this Department for common categories of posts. In case of the post where model RRs are not issued the name of the post is to be kept as approved in the creation order of the post.

Column 2: Number of post

The number of post is to be filled in as per the existing RRs and taking into account the number of the posts created/abolished/upgraded thereafter. Copy of the orders needs to be placed on file while referring the RRs on file to DOPT to substantiate the numbers of the post.

Column 3: Classification of the post

Classification of the post is to be made as per the existing instructions.

Column 4: Pay Band and Grade Pay/Pay Scale

The entry Pay Band… (Rs……. ) and Grade Pay Rs………… /Pay Scale is to be made as per the CCS (RP Rules), 2008.

Column 5: Selection post or Non-Selection post

The entry Selection or non-Selection will come only where promotion is either the sole method of recruitment or one of the methods.

The method will be selection in the following circumstances:

(i)When promotion is from a lower Group to a higher Group (e.g. promotion from Group C to Group B post, or from Group B to Group A post)
(ii)Promotions within Group B and Group A except where it is to a Non-functional Grade:,
The method will be non-Selection in the rest of the promotion cases.
For Non–functional selection grade, entry will be placement on Seniority basis subject to suitability/fitness.

Column 6: Age limit for Direct recruits

Group C posts — between 18 years and 25 years*

* In case of post being filled up by all-India Open Competition, it would be — between 18 year and 27 years.
Posts in Grade pay Rs.4200, Rs.4600 and Rs.4800 – 30 years
Posts in Grade pay Rs.5400 – 35 years
Posts in Grade pay Rs.6600 – 40 years
Posts in Grade pay Rs.7600 – 50 years
Posts in Grade pay above the Grade of Rs.7600 — Preferably below 50 years**

**Ministry/ Department may examine the age limit requirement at the time of framing of RRs and incorporate specific age limit higher than 50 years.

NOTE: Apart from the age concessions admissible to the SC/ST/OBC category (which is covered under the Saving clause of the notification of the RRs), the following age concessions applicable for Government Servants need to be incorporated:

For Group C posts —

(The upper age-limit is relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government)

For Group A & B posts — (Relaxable for Government servant upto 5 years in accordance with the instructions or orders issued by the Central Government)

The following entry to be incorporated in all the RRs (where recruitment is made other than UPSC/ SSC) in the form of a Note:

Note: The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of J&K State, Lahaul & Spiti District and Pangi Sub-division of Himachal Pradesh, Andaman & Nicobar Islands or Lakshadweep.

The following entry to be incorporated in the RRs (where recruitment is made by UPSC/ SSC) in the form of a Note:Note: The crucial date for determining the age limit shall be as advertised by UPSC/SSC.

Yoga can help Government Servants in managing the stress

The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh said that Yoga is the best way to keep ourselves healthy. He was addressing a workshop on “Self-Management of Excessive Tension” for the officers of different Ministries and their families, organized by the Department of Personnel and Training, Government of India in association with Vivekananda Yoga Anusandhana Samsthana, here today. About 40 officers from various Ministries have attended the programme.

Talking about Yoga and stress management, Dr. Jitendra Singh said that Yoga can help in managing the stress which is very much prevalent in present day working of the people in general and government servants in particular. This should not be one time activity rather it should be a part of life so that one can lead their life in a better way, he added.

Dr. Jitendra Singh said that the government will organize Yoga Training Sessions from April 01, 2015 for the benefit of Central Government Employees and their dependents at Grih Kalyan Kendra Smaj Sadans in association with Morarji Desai National Institute of Yoga, New Delhi. The government has selected 26 GKKs from Delhi and 14 from other parts of India for the same, he added.

Clarification on crucial date of determination of age of 56 years for induction into AIS

Subject: Clarification on crucial date of determination of age of 56 years for induction into AIS and its applicability with reference to the year of select list-regarding

The undersigned is directed to refer to the subject cited above and to say that on the direction of Hon’ble Supreme Court, and in consultation with Ministry of Home Affairs, Ministry of home affairs, ministry of environment and forest, UPSC and the state Governments, the central government has decided to raise maximum age limit from 54 years to 56 years for promotion/induction from state service/Non-state Civil Service to All India Service with effect from the Select List of 2015 with crucial date of determination of age as 01.01.2015. In order to implement this decision, this Department has issued four notifications dated 17.03.2015 amending the following date of their publication in the official gazette:-

(i) Regulation 5 (3) of Indian Administrative Service (Appointment by Promotion) Regulations, 1955;
(ii) Regulation 5 (3) of Indian police service (Appointment by Promotion) Regulations, 1955;
(iii) Regulation 5 (3) of Indian Forest Service (Appointment by Promotion) Regulations, 1966; and
(iv) Proviso 1 below Regulation 4(1)(iii) of Indian Administrative Service (Appointment by Selection) Regulation, 1997

2. Further, as decided by the Government, anomaly in Non-SCS Select List vis-à-vis SCS Select List for the vacancies arising during the same year has been removed through OM dated 17.3.2015. As per this OM, for the Vacancies arising during the period 1.1.2014 to 31.12.2014, the select list of Non-SCS officers will be styled as Selected List-2014-A instead of Selected List 2015. The select list of SCS officers had already been styled coinciding with the year of the vacancies from the year 2010, after the clarificatory OM dated 25.08.2010. Thus, for the vacancies arising during the year 2015 (between 1.1.2015 to 31.12.2015), the Select List for both SCS officers as well as Non-SCS officers will be styled as Select List-2015.

3. Now, for the benefit of all stakeholders, it is clarified that the above amendments are applicable for the Select Lists of 2015 (vacancies arising between 01.01.2015 to 31.12.2015) and onwards with crucial date for determination of age as 1 st January of that Select List year. For example, for the Select List of 2015, the upper age limit for consideration will be 56 years with crucial date for determination of age as 01.01.2015.

4 In so far as the Select Lists of State Service/Non-State Civil Service officers of 2014/2014-A to be prepared for the vacancies arisen between 1.1.2014 to 31.12.2014 are concerned, the same would be prepared in accordance with the regulations existing in 2014. In other words, up-to the Select Lists of 2014/2014-A, the maximum age limit for consideration for induction into AIS would be 54 years and the same would be reckoned as on 1st January of the respective Select List year.

5(i). For further clarity, for example, 10 and 2 vacancies arose during 01.01 .2014 to 31.12 2014 in West Bengal cadre in the SCS and Non-SCS category respectively. The Select List for SCS officers would be styled as Select List 2014 and for Non-SCS officers, it would be styled as Select List 2014-A. The Selection Committee Meetings would be held in 2015 and the upper age limit will be 54 years with crucial date of determination as 01.01.2014 for both the category of officers.

(ii) Similarly, if 6 and 2 vacancies arise during 01.01.2015 to 31.12.2015 in Odisha cadre in the SCS and Non-SCS category respectively the Select Lists would be styled as Select List 2015 for both the category of officers. The Selection Committee Meetings for Select List 2015 would be held in 2016 and the upper age limit will be 56 years with crucial date of determination as 01.01.2015 for both SCs and Non-SCs officers.

6. All State Governments/Cadre Controlling Authorities and UPSC are, therefore, requested to implement the aforementioned amendments ¡n accordance with the above clarifications,

(a) whether in a move akin to the corporate sector practices, Government would soon kick-start stress-management and efficiency improvement classes for its employees, conducted by the National Council for Training and Social Research;

(b) whether this programme is designed for office staff including personal staff, middle level officers and senior staff members in Government departments and PSUs; and

(c) whether the cost of training during a three-day programme, ranging from Rs.20,000/- to Rs.45,000/- per employee would be borne by Government?

STATEMENT AS REFERRED TO IN REPLY TO PARTS (a) TO (c) OF RAJYA SABHA STARRED QUESTION NO. *230 ASKED BY SHRIMATI WANSUK SYIEM REGARDING STRESS MANAGEMENT CLASSES FOR GOVERNMENT EMPLOYEES FOR ANSWER ON 19.03.2015.

(a): Department of Personnel and Training (DoPT) is the nodal department for coordinating the implementation of National Training Policy (NTP). The departments/ ministries are required to conduct training for their cadres/ employees through various training programmes as per their need, under this Policy. At present, there is no proposal under consideration of Department of Personnel & Training (DoPT) for organizing any programme on stress management and efficiency improvement through National Council for Training and Social Research, New Delhi.
However, Ministry of Labour and Employment has sought nominations from its officials, including the office of Director General Labour Welfare, Jaisalmer House for a three days technical workshop on “Stress & Stress Management & Staff Development In Improving Enhancing Efficiency and Behavioural Skills” to be organised by National Council for Training & Social Research, New Delhi from 9th to 11th April, 2015.
So far no nomination has been received in the Ministry of Labour.

(b) & (c): Yes Sir, as per the letter received from National Council for Training & Social Research, New Delhi, this programme is designed for the office staff including personal staff, middle level officers and senior staff members working in Administration, Personnel Management Divisions of the Government Departments and Public Sector Undertakings / Autonomous Organisation. The cost indicated by the organisation is ranging from Rs. 19600.00 to Rs. 39600.00 per candidate.

After receiving nominations, the Ministry of Labour would examine financial implications and take appropriate decision.

Formats for filing returns under declaration of Assets and Liabilities – Clarification

Subject : Declaration of Assets and Liabilities by public servants under section 44 of the Lokpal and Lokayuktas Act, 2013 – Clarification regarding formats to be used for filing returns under the Act.

The undersigned is directed to refer to this Department’s DO letter of even No. dated 29th December, 2014 and the O.M. of even No. dated it January, 2015 regarding furnishing of information relating to assets and liabilities by public servants under section 44 of the Lokpal and Lokayuktas Act, 2013, forwarding therewith copies of the Central Government’s notifications dated 26th December, 2014 containing :-

(a) Amendment to the Lokpal & Lokayuktas (Removal of Difficulties) Order, 2014, for the purpose of extending the time limit for carrying out necessary changes in the relevant rules relating to different services from “three hundred and sixty days” to “eighteen months” , from the date on which the Act came into force, i.e., 16 th January, 2014; and

(b) The Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Amendment Rules, 2014, extending the time limit for filing of revised returns (pl see proviso under sub- rule 2 of rule 3 of the principal rules) by all public servants from 31st December 2014 to 30th April, 2015.

2. In this regard, it is clarified that:-

(i) The first return (as on l at August, 2014) under the Lokpal Act should be filed on or before the 30th April, 2015;
(ii) The next annual return under the the Lokpal and Lokayuktas Act, 2013 for the year ending 3lst March, 2015 should be filed on or before 31 st July, 2015; and
(iii) The annual return for subsequent years as on 31st March every year should be filed on or before 31 6t July of that year.

3. The following Assets & Liabilities Return forms (both in English and Hindi) are enclosed herewith as indicated below:

A. Declaration to be filed with Return of Assets and Liabilities on First Appointment or as on the 31st March, 20…….. (Under Sec 44 of the Lokpal and Lokayuktas Act, 2013.) [Appendix-I of the notification dated 14.07.2014].

DOPT Plans to Bring helicopter rides under the LTC scheme -ET

NEW DELHI: The government is discussing a proposal to allow its employees to claim leave travel concession for domestic helicopter flights, a move seen boosting the helicopter-ferrying business.

At present, central government employees can claim leave travel concession (LTC) only for using scheduled commercial airline flights, preferably Air India. According to a civil aviation ministry official, the Department of Personnel and Training (DoPT) had sought a cost analysis of helicopter rides in the country.

“We have sent our analysis to the DoPT on the cost of flying in a helicopter. They had asked for it since they plan to bring helicopter rides under the LTC scheme,” the official, who did not wish to be named, told ET. The helicopter industry has welcomed the proposal, which aims to extend the travel concession to some 3 million central government workers.

“It creates business for helicopter operators in the country. Currently, helicopter operations are available in areas that have difficult terrain and no other means of connectivity, as helicopter rides are expensive,” said Harsh Vardhan Sharma, treasurer at Business Aircraft Operators’ Association and owner of Himalayan Heli Services Ltd, a helicopter operator.

“The rides are expensive because there is less demand. A move like this would increase volumes that will bring down fares in the affordable category.” According to Sharma, helicopter fare for the Katra-Mata Vaishno Devi Shrine ride has come down by half mainly due to volumes.

“During peak season, helicopter operators ferry about 1,000 people a day that comes down to about 800 a day during non-peak season between Katra and Mata Vaishno Devi Shrine. This had led to a 50% fall in fares from its high fare days,” Sharma said.

It has been decided to declare Tuesday, the 14th April 2015, as a Closed Holiday on account of the birthday of Dr. B.R. Ambedkar, for all Central Government Offices including Industrial Establishments throughout India.

2. The above holiday is also being notified in exercise of the powers conferred by Section 25 of the Negotiable Instruments Act, 1881 (26 of 1881).

3. All Ministries/ Departments of Government of India may bring the above decision to the notice of all concerned.

Change in Training System Due to Terrorism and Naxalism

The changes carried out in the training system imparted by Sardar Vallabhbhai Patel National Police Academy (SVP NPA), Hyderabad to Indian Police Service Officers Trainees are as follows:

(i) Introduction of a new subject “Internal Security” since 2011.

(ii) Revision and updation of the subject of “Field Craft and tactics”, and increasing its marks from 50 to 200 since 2011 thus emphasizing the importance of application of knowledge and skills to counter and threat of terrorism/naxalism.

(iii) Establishment of Special Tactics Wing in the Academy since 2009 which imparts specialized practical training to the Officer Trainees to prepare them for the challenges related to countering terrorism/naxalism;

(iv) Fine-tuning of the syllabus at micro level on annual basis as per the challenges arising in the field.

The Central Government and its various agencies organize a number of training programmes for Indian Administrative Service officers, Indian Police Service Officers as well as State Police and Central Armed Police Force (CAPF) personnel on a continuous basis on various aspects of Left Wing Extremist/terrorist operations. Lal Bahadur Shastri National Academy of Administration, Mussoorie provides inputs on Law and Order, National Security and developmental challenges to the officers. Sardar Vallabhbhai Patel National Police Academy, Hyderabad provides training to senior police officers of various States and CAPFs to fight with the naxalites/terrorists and to face the challenges of Internal Security. North Eastern Police Academy, Meghalaya provides training on Counter-Insurgency and anti-Naxal operations to police officers. Most State Police Forces have set up their own training institutions also to impart comprehensive training to their forces.

Indian Police Service Officer Trainees are attached with Greyhound Training Centre, Hyderabad for Jungle Warfare Training and Central School of Weapons & Tactics (CSWT), Indore for getting advanced training in weapons as a part of their training. The SVP NPA has also taken the initiative of conducting tailor-made tactical courses for various State Police Academies.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri Harivansh in the Rajya Sabha today.

Shortages of Group C employees including erstwhile Group D employees

The number of sanctioned posts and number in position of Class-C employees including erstwhile Group D employees in various Ministries/Departments as available in the Brochure on Pay and Allowances of Central Government Civilian Employees 2012-13 as on 1.3.2012, published by Pay Research Unit, Department of Expenditure, Ministry of Finance, is 33,52,380 and 28,06,369 respectively.

The posts sanctioned in Government Departments are required to be filled as and when vacancies arise as per the Recruitment Rules. Instructions have been issued that requisitions for Multi-Tasking Staff (MTS) may be made to the recruiting agency.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri Ram Tahal Choudhary and Dr. Manoj Rajoria in the Lok Sabha today.

Cadre Management in the CSS

The Department of Personnel & Training has taken various measures to fill up the total vacancies of 2633 in Assistants’ Grade and 478 in Section Officers’ Grade in all the participating Ministries and Departments of Central Secretariat Service, existing as on 1st January, 2015.

Around 1250 of the 2633 vacancies in the Assistants’ Grade have been filled up on an adhoc basis in February, 2015 after successful conclusion of the litigation concerning seniority list of Upper Division Clerks in the High Court of Delhi on 21st January, 2015.

To fill up the vacancies in the Section Officers’ Grade (seniority quota), zones for promotion have been issued for Select Lists upto 2014. Limited Departmental Competitive Examination for Section Officers’ Grade for the year 2014 has also been held for which 333 vacancies have been reported to Union Public Service Commission.

The shortfall in the Assistants’ Grade occurred as the Combined Graduate Level Examination (CGLE) 2013 had to be re-conducted by Staff Selection Commission (SSC) on the directions of Hon’ble Central Administrative Tribunal, Principal Bench, New Delhi. 1267 direct recruitment quota vacancies for the year 2013 and 756 (tentative) vacancies for the year 2014 have been reported to SSC for filling up through CGLEs. Final results of CGLEs 2013 and 2014 have not yet been declared.

Instruction for employees submitting write-up under Anubhav

Anubhav : Showcasing outstanding work done during service:
Instructions for use of software application

Retiring employees, Administrative offices and individuals may log on to the facility by clicking on the “Anubhav” link available on the website http://persmin.gov.in/pension.asp. Employees would be able to submit personal details as well as a write-up by filling in appropriate details. Administrative offices can login and process the inputs so furnished. The heads of offices will ascertain that the employee is a valid employee under his control and the write up submitted does not violate the necessary conditions. If he is satisfied, he will forward the write up to the designated authority / Head of Department (HOD). o Enter suggestions, if any
o Upload documents, if any, in “.pdf” format, max file size 1 MB
o Carefully go through the declarations and click on “I Agree”

Instructions for Head of Offices/ (HOO) in case the retiring employee submits his write up manually

 Verify that the ‘Anubhav’ form has been filled up correctly and the declaration has been signed.
 Visit the website permin.gov.in/pension.asp and click on link Anubhav.
 Click ‘employee’ on the vertical bar.
 Fill up the Part I – Personal details of the employee.
 Click on the ‘Next’ button to move to Part II – commendable work.
 Choose the category of work.
 Select the option given by him for voluntary work.
 Scan and upload the write-up submitted by the employee.
 Type “outstanding work may be seen as the attached PDF document” in the text box provided for the outstanding work.
 Click ‘Accept’ for the declaration.
 Submit after entering the security code.

Backlog Vacancies in Central Government Departments

As per data collected till 31.12.2014, during the period 1.4.2012 to 31.12.2014, 19,676 backlog reserved vacancies of Scheduled Castes, Scheduled Tribes and Other Backward Classes were filled up in Central Government Departments/attached and subordinate offices, Banks etc.

Government constituted a Committee in July 2013 under the Chairmanship of Secretary, Ministry of Social Justice & Empowerment to make an in depth analysis of the reasons for backlog of filling up of reserved vacancies and suggest measures to enhance the employability of reserved category candidates. The Committee submitted its report in May, 2014. Subsequent to the receipt of the recommendations of the Committee, the matter has been examined by this Department. Time bound action has been finalized and intimated to all concerned Departments/ Ministries on 20.11.2014 for implementation. The Action Plan includes study of reasons for non-filling of backlog reserved vacancies; review of prescribed standards, if required; conducting Special Recruitment Drive and conducting pre-recruitment training programmes.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri Gajendra Singh Shekhawat, Shri Ravneet Singh, Shri Sankar Prasad Datta and Shri S.P. Muddahanume Gowda in the Lok Sabha today.

Reservation of Group D posts for Youths in Central Government Organisation

There is no proposal under consideration of the Government to reserve the ‘D’ category posts of Central Government organizations in different States for the respective State’s unemployed youths. The quantum of reservation for Scheduled Castes, Scheduled Tribes and Other Backward Classes in case of direct recruitment to Group ‘C’ and ‘D’ posts of Central Government services in various States/UTs has been fixed vide OM No.36017/1/ 2004-Estt.(Res.) dated 5/7/2005 in proportion to their population. Further, SC/ST/OBC candidates not belonging to the concerned locality / region /State/ Zone/ Circle shall also be eligible to get the benefit of reservation.

As per Public Enterprises Survey 2013-14 laid on the table of both Houses of Parliament on 26.02.2015, the number of Other Backward Class employees in Central Public Sector Enterprises(CPSEs) was 2,06,083 out of total employees of 13,49,493, details of which are given as below:-

 Government constituted a Committee in July, 2013 headed by Secretary, M/o Social Justice & Empowerment to make an in-depth analysis of the reasons for backlog of filling up of reserved vacancies and suggest measures to enhance the employability of reserved category candidates. The Committee in its report made the following major recommendations:-

(i) measures for upgrading the employment potential of SC, ST and OBC candidates in all groups;

(ii) to constitute expert committees comprising in –house officers to study the root cause of the problem and to initiate measures to remove such factors;

(iii) to improve pre-employment training or on-the-job preparatory training; and

(iv) schemes for educational empowerment, up-gradation of skills, vocational training etc.

Subsequent to the receipt of the recommendations of the Committee, the matter was examined by this Department and time bound action plan has been finalized and intimated to all concerned Ministries/ Departments on 20/11/2014 for implementation.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri Ramen Deka and Shri Dileep Singh Bhuria in the Lok Sabha today.

Sub: ‘Anubhav’ – showcasing outstanding work done during service – submission of details by a retiring Government employee – to be uploaded on Departmental website – reg.

The Department of Pension & Pensioners’ Welfare is in the process of providing a platform for the retiring Central Government employees to showcase commendable work done during service. It is envisaged that this would provide satisfaction to the retiring employee and also act as a motivator for serving employees. This would also be a wonderful opportunity to garner the resource of retiring employees for voluntary contribution to nation building post retirement. The retiring employee may submit a write-up, not more than 5000 words alongwith appropriate attachments where need be.

2. All Ministries/Departments are requested to inform retiring employees that they may, voluntarily, submit the details in the enclosed Form alongwith Form 5 of CCS (Pension) Rules, 1972.

3. It may be noted that –

(a) Since most successful ventures would have contributions of the entire team, retiring persons may indicate names of other members of the team in the writeup.

(b) Any work that has contributed to the efficiency, economy and effectiveness in government functioning or / and any innovation which led to improved work culture or any other contribution considered significant by the retiring employee may be submitted.

(c) Comments which are religious or political in nature (or gender based or based on caste and creed) will not be permitted. The content should not be such as to disturb communal harmony or be against national interest. There should not be any sensitive or secret information in the write-up.

4.The Head of Office shall check the contents to ensure that the submission is as per format and submit to the administrative head/ authority designated for approval., This exercise would be completed at least one month before retirement and the result uploaded on the concerned departmental website on the facility to be provided by Department of Pension & P.W.

5. The Department of Pension and Pensioners’ Welfare would coordinate and collate the data and information received from various departments.

6. (a) For the employee not belonging to AIS , the write-up would be uploaded on the website of the Department from where he retires and the website of the cadre controlling authority.

b) For employee of AIS, the write-up would, in addition, be uploaded on the website of the cadre controlling authority and the State cadre to which he belongs.

7. While an online system is being designed for this purpose, for which separate set of instructions would be issued, it would be possible for employees to submit hardcopies instead of going online.

8. The Departmental website while displaying the write-up will have a disclaimer that the contents and suggestions are as provided by the retiring employee and the department is not responsible for factual inaccuracies and the veracity of the claims.

To bring greater transparency and to allow the prospective government employees to have an informed decision regarding their career prospects, all the Ministries/Departments are requested to upload the notified Recruitment Rules of  various posts under their Ministry/Department by 15th March, 2015. They are also advised to issue suitable instructions to the Subordinate Offices and Attached Offices under their Administrative Control to upload the notified Recruitment Rules of various posts on their respective official websites.

Subject: Reintroduction of direct recruitment in LDC in Central Secretariat – meeting to discuss to elicit views regarding

The undersigned is directed to say that on the recommendations of the Committee on the Cadre Restructuring of CSS(3rd) a proposal is under consideration of this Department for re-introduction of direct recruitment in the grade of LDC in the Central Secretariat.

2. In this regard, it has been desired to elicit views of stakeholders in this matter. Accordingly all Ministries/ Department, Service Associations and individual officers are requested to submit their views on the issue urgently, latest by 10th March 2015. The views may be furnished via e-mail at uscs-1@dopt@nic.in.

REINTRODUCTION OF DIRECT RECRUITMENT IN THE GRADE OF LDC

As a part of first cadre review of CSS in the year 2003, direct recruitment to the Lower Division Grade (LDC) of CSCS was stopped. Eighty Five percent of the posts of LDCs were then filled up through direct recruitment quota and accordingly, after implementation of the first cadre review, 85% of the posts of LDCs falling vacant every year are being abolished. The remaining posts are filled up by promotion from the erstwhile Group D employees (now MTS). Over the years, strength of LDCs in the Ministries/Departments has come down substantially from the original level of about 5300.

2. The Second Administrative Reforms Commission endorsed the decision of phasing out of direct recruitment in LDCs. The Core Group on Administrative Reforms (CGAR) also agreed with the recommendations of ARC. However, the Group of Ministers did not agree phasing out of LDCs and directed that the matter be reconsidered.

3. As the issue reintroduction of direct recruitment in the LDC has multifarious dimensions/implications like change in work culture in the Govt. of India, e-governance, impact on Multi-Tasking staff, UDC, Assistant cadre etc. it was referred to the 3rd cadre restructuring committee of CSS.

4. The pros and cons of reintroduction of direct recruitment in LDCs may be as under:

Pros

(i) More availability of manpower in the Sections. Presently, Central Secretariat is heavily top loaded with only 6700 Assistants feeding to 3200 SOs, 1600 USs, and 1200 DS/Dirs;

(ii) Salary of a LDC is much less comparing that of an Assistant;

(iii) More continuity and institutional memory as compared to outsourced staff;

(iv) If manpower is to be increased at lower level it could be either at Assistant level or at LDC level. Direct recruitment at LDC level with promotion to UDC and Assistant would create less problem of stagnation that increased direct recruitment at Assistant level;

(v) Quality of direct recruit LDCs is reasonable.

Cons

(i) We would be going back from the principles of officer oriented system in the Central Secretariat;

(ii) In the era of e-governance, paperless office and multi skilling, maintaining a large cadre of LDCs to carry out routing office jobs manually may be regressive;

(iii) The savings shown in the first cadre restructuring of CSS would disappear;

(iv) There could be conflict of promotional opportunities between direct recruit LDCs and Assistants.

5. However, in the absence of LDCs, a number of Ministries/Departments have resorted to engaging out-sourced staff to manage basic activities like diary/dispatch, movement of files/papers, typing etc. and there is functional need to strengthen the institutional memory and level of commitment cannot be expected from outsourced staff.

6. The 3rd CRC has recommended re-introduction DR in LDC in limited manner with simultaneous reduction in DR in Assistant grade.

7. However, in view of increased use of information technology tools and progressively more officer oriented system there is much less recruitment of ministerial staff than previously and therefore if direct recruitment in LDC is reintroduced it should be limited in number they should mostly be utilised in regulatory ministries where the volume of correspondence/dak/diarizing work is higher.

8. In the changed IT environment, the intake of 200-250 may be adequate to arrive at the substantial number of about 2000 LDCs and equal number of UDCs over the years with combined strength of 4000.

9. To provide adequate promotional avenues to the newly recruited LDCs, the percentage of intake of DR Assistant may be reduced to 60% (from the existing 75%) leaving 40% of vacancies in the Assistant grade to be filled up by seniority/LDCE quota from the UDC grade. Reduction in direct recruitment in Assistant would be in the long run reduce stagnation in senior grades of CSS.
