“it has been decided to declare Tuesday, the 14rn April 2015, as a Closed Holiday on account of the birthday of Dr. B. R. Ambedkar, for all Central Government Offices including Industrial Establishments throughout India.

2. The above holiday is also being notified in exercise of the powers conferred by Section 25 of the Negotiable Instruments Act, 1881(26 of 1881).

3. All Ministries/Departments of Government of India may bring the above decision to the notice of all concerned.”

The above may be noted for information and necessary action.

It is worthwhile to mention here that the VI CPC had given us sufficient time to represent

136 categories and 13 lakh Railwaymen, spread throughout the Indian Railways as well as to other Central Government Organizations.

We do hope, the VII CPC will appreciate our viewpoint and allot sufficient time to represent the views of the Central Government employees of different categories

Payment of Dearness Allowance to Railway employees — Revised rates effective from 01.01.2013

Sub: Payment of Dearness Allowance to Railway employees — Revised rates effective from 01.01.2013.

Please refer to this Ministry’s letter of even number dated 03.10.2012 (S.No PC-VI/303, RBE No.112/2012) on the subject mentioned above. The President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 72% to 80% with effect from 1st January, 2013.

2. The provisions contained in Paras 3, 4 & 5 of this Ministry’s letter of even number dated 09.09.2008 (S.No.PC-VI/3, RBE No 106/2008) shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all railway employees. The arrears may be charged to the salary bill and no honorarium is payable for preparing separate bill for this purpose.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Sub: Recruitment against Physically Handicapped Quota from open market — disability certificate regarding.

A number of references have been received from various sources regarding non-acceptance of the applications/candidatures of persons with disabilities for not producing certificate of disability in a particular format for appointment on the Railways.

2 The issue has been examined, pursuant to the order dated 18.10.12 of the Court of Chief Commissioner for Persons with Disabilities In- Case Nos. 46,52-55,59/1121/12-13 and it has accordingly been decided that recruiting agencies should not insist on a particular format of disability certificate at the time of accepting the application/considering the candidature of the applicant, as the medical authority In different states are using different formats. Stipulation made vide Para 4 (I) of Board’s letter No. E(NG)II/2006/RC-2/13 dated 17.09.2007, accordingly, is reiterated which state that Disability Certificate issued by Medical Board constituted either by Central or State Government Is acceptable.•

Payment of Dearness Allowance to Central Government Employees and Pensioners - AIRF to Finance Minister


DA from Jan 2013 : Two decades before, the trade unions are used to protest and demonstrate struggles to pressurize the government to declare the dearness allowance. Now we are back to the same old bad days. The same old days are coming back now. The trade union federations gave enough time to the government and waited patiently. Since the announcement for the payment of Dearness Allowance is being delayed ,the All India Railwaymen’s Federation writes to Finance Minister and demanded to declare it immediately. Sub: Payment of Dearness Allowance to Central Government Employees and Pensioners

It is very unfortunate that the announcement for the payment of Dearness Allowance is being delayed badly and is creating lots of frustration among the Central Government Employees as well as Pensioners. Particularly Railway Employees, who are the prime mover of the wheel of the development and growth of the nation, they also feel frustrated because of inordinate delay in the announcement for the payment of Dearness by the Government of India (Ministry of Finance).

In this connection, it is worth-mentioning that, it has never happened ¡n the past so many years when payment of Dearness Allowance has not been announced before 31st March.

All India Railwaymen’s Federation, representing more than 13 lakh Railwaymen as well lakhs of Central Government Employees and Pensioners (through the NC/JCM), strongly protests against the delay in announcement of Dearness Allowance and demands that it should be announced immediately to avoid any confrontation.

Written Result of Special Class Railway Apprentice’s Examination, 2012

The written of Result SCRA Examination, 2012 has been declared by the Union public service Commission and the same is available on the Commission’s Website, http://www.upsc.gov.in. It is informed that all the written qualified candidates are required to fill up and submit the Detailed Application Form (DAF) ONLINE followed by sending of ink signed copy of the printout of DAF along with their photograph and all relevant documents to the Commission. The DAF shall be available on the Commission’s Website till 29-05-2012 till 11.59 P.M. Important Instruction for filling up and submitting the ONLINE DAF are also available on the Website along with the Rules of SCRA Examination, 2012. The last date for the receipt of printed copy of DAF (ink signed) along with relevant documents is-01-06-2012. In the event of non-receipt of ink signed copy of  DAF, the candidature will be cancelled without any further notice. The candidates shall be informed for their Personality Test which are tentatively scheduled to commence from 18-06-2012 through e-mail followed by speed post. The details of Personality Test shall also be available on the Commission’s Website in due course

Railways ‘Go-India’ smart Card on Pilot Basis

The introduction of a p an-India, multi-purpose “Go-India” smart card on a pilot basis was announced in the Railway Budget presented for the financial year 2011-12. 

The pilot project is at the development stage. There is no such problem at this stage. 

Delhi-Mumbai and the Delhi-Howrah sectors have been identified for the implementation of “Go-India” smart card on a pilot basis. Allahabad Railway station falls in the Delhi-Howrah sector and is therefore covered under the pilot project. 

This information was given by the Minister of State for Railways, Shri K. H. Muniyappa in reply to a written question in Lok Sabha today.


The card will be a single-window package for passengers and will help pay for tickets for long distance, suburban, metro rail journeys. Passengers can use the card at booking counters, vending machines and Internet

Children Education Allowance/Hostel Subsidy- clarifications thereon

Sub: Children Education Allowance/Hostel Subsidy- clarifications thereon.

In terms of Railway Board’s letter No. E(W)/2008/ED-2/4 dated 01-10-2008 revised instructions were issued on Grant of Children Education Allowance to Railway employees based on the recommendations of Sixth Central Pay Commission. These instructions provide that Children Education Allowance shall be admissible to Railway servants up to a maximum of two children at the maximum rate of Rs.12,000 (since revised to Rs.15,000/-) per annum per child to cover expenses on education of children under various heads of fee as mentioned in the said letter. In respect of aforesaid policy it was further clarified under Board’s letter No. E(W)2008/ED-2/4 dated 10/06/2009 based on the advice received from Department of Personnel and Training and adopted by Railway Board, that reimbursement of Children Education Allowance is admissible for eldest two surviving children studying in schools affiliated to Board of Education.


2. It has come to the notice of Railway Board that reimbursement of Children Education Allowance has been allowed in certain cases prior to 10-06-2009 in respect of any two children of the Railway employees. Clarifications have been sought from Railway Board as to whether the Children Education Allowance paid prior to issue of Board’s guidelines dated 10-06-2009 in respect of any two children other than the eldest two children may be recovered. This issue has been examined in consultation with associate finance in Railway Board and it has been decided that no recovery need be made from such Railway employees where Children Education Allowance has been paid in respect of any two children other than eldest two surviving children prior to 10/06/2009.

3. This issues with the concurrence of Finance Directorate of Ministry of Railways.

4. This also disposes of North ‘Central Railway’s letter No.613/NCR/HQ/A/Cs/Admin/CEA dated 31-05-2010.

Grant of Transport Allowance to the Running Staff only taking into account pay plus 30% of pay

It is clarified by railway Board that 30% of the Pay element is not to be counted for paying Transport Allowance for the running Staff as it was not agreed by the Government when it was raised by representatives of the Staff side.The copy of the order is given below

One of the Zonal Railways had sought clarification whether 30% pay element is to be reckoned for the purpose of payment of Transport Allowance to Running Staff or otherwise.

2. The issue has already been considered and also discussed with the representatives of the Staff Side after the implementation of the Fifth CPC recommendations but was not agreed to. Therefore, it is clarified that 30% pay elements, is not to be reckoned for the purpose of payment of Transport Allowance to Running Staff.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Upgradation and Strengthening of Railway Protection Force

Upgradation and Strengthening of Railway Protection Force 

Upgradation and strengthening of the Railway Protection Force (RPF) is being done by way of provision of funds for procurement of latest security equipment, creation of additional manpower, upgradation of training centers, specialized training in training centers of other Forces etc. 

Prevention and detection of crime and maintenance of law & order in station premises and trains is the responsibility of respective State Governments which they discharge through Government Railway Police (GRP). RPF supplements the efforts of GRP. On an average, 1275 important Mail/Express trains are escorted by the RPF personnel and 2200 Mail/Express trains are escorted by the GRP personnel daily. Based on crime trend analysis and availability of man power, escorts are provided after consultation between the RPF and the GRP. A total number of 14189 posts in various ranks are presently vacant in the RPF. These vacancies include 5134 newly created non-gazetted posts. Recruitment process for filling up of these vacancies has already commenced. During last three years, recruitment was completed for filling up vacancies of 1393 posts of Constables and 65 posts of Public Prosecutors and Assistant Public Prosecutors. 

Security has been identified as one of the priority areas of Indian Railways. Steps taken to strengthen/upgrade the RPF include procurement of modern security related equipment, creation of additional posts, establishment of new Railway Protection Special Force (RPSF) battalions, setting up of commando training centers, networking of security control rooms, setting up of all India Security Help Line etc.

Appointment on compassionate grounds in Grade Pay of ` 1800/-r

All India Railwaymen’s Federation in the PNM meeting with Railway Board held on 23/02/2012, have raised the issue of review of decision taken by the field units concerning compassionate appointment cases, which have been rejected on the basis of issuance of Board’s Instructions vide the letter under reference (i).

Accordingly, the matter has been considered and it has now been decided by the Ministry of Railways (Railway Board) that all those cases which have been rejected strictly in light of Board’s letter under reference (i), may be reconsidered by the field units in light of stipulation made vide letter issued under reference (ii).

The proposal for recognition of certificate / qualification imparted by Industrial Training Institutes (ITIs) upgraded as Centre of Excellence (COE) under the scheme envisaged by Directorate General of Employment & Training (DGET), Ministry of Labour & Employment and acceptance of the same for the purpose of employment on the railways has been under examination of this Ministry.

2. It has now been decided by the Board that apart from the list of trades obtained under Craftsman Training Scheme from Industrial Training Institutes (ITIs) circulated vide letter under reference (i)above, certificates of BBBT (Broad Based Basic Training) and Advance Modules obtained from ITIs upgraded as Centre of Excellence, in the trades contained in Gazette Notification referred to (ii) above, may be accepted for posts wherever ITIs has been prescribed as a direct recruitment qualification.

3. Cases of recruitment already finalized need not be reopened. However, in the cases where recruitment has not yet been finalized, instructions may appropriately be adhered to.

Setting up of a new Rail Coach Manufacturing unit at Palakkad in Kerala

The Union Cabinet today approved the setting up of a new Rail Coach Manufacturing unit at Palakkad in Kerala to manufacture 400 coaches per annum at an estimated cost of Rs.550 crore (excluding the cost of land) as a Joint Venture in which Railways shall contribute 26% of the equity. 

The new coach building plant will be set up at Palakkad in Kerala where land to the extent of about 239 acres is available for use which will be purchased by the Railways from the Government of Kerala. 

This will help Indian Railways in ensuring timely availability of passenger coaches to meet the increasing demands of passenger transportation. It shall also ensure induction of state of the art aluminium coaches on Indian Railways. 

The work on this project will commence during 2012-13 and will be completed within a period of 36 months.

      The issue of inclusion of some categories, dispensation of Physical Efficiency Test (PET), and relaxation of minimum educational qualification norms for recruitment under the LARSGESS has been consideration of Railway Board for some time.

2.    The matter has been considered by the Board, and in continuation of Board’s letters of even No. dated 28.06.11 and 15.07.11, following decisions are communicated :-


(i)    Trolleyman of Departments other than Civil Engineering may also be included in the list of Safety categories..

(ii)   To dispense with the requirement of PET for recruitment in the relevant categories under LARSGESS.

(iii)  To relax the prescribed minimum educational qualification for recruitment under the Scheme in line with the recommendations of VI CPC and accordingly instructions have already been issued vide Board’s letter No. E(NG)II-2011/RR-1/11 dated 09.12.2011 in this regard, giving (-1S) scale to non matriculates and Non ITIs.

Railway Employees Cadre Restructuring meeting is scheduled to be held on 20.9.2011 and 21.9.2011

After the implementation of 6 CPC  recommendations with effect from 01-01-2006, subsequently cadre re structuring proposals in all the Departments would have been worked out for implementation well before.If sources are to be believed,very few Departments only asked the Federations of unions to come out with cadre review proposals for discussion.As for as settling the issues related to government servants,the railway federations are doing well comparing to the other federations. Now the General Secretaries of AIRF and NFIR are invited by railway board to attend  the meeting of Cadre Restructuring Committee,which is scheduled to be held on 20.9.2011 and 21.9.2011

Minister promises for 78 days bonus for Railway employees


Railways is planning to give Productivity Linked Bonus (PLB) equivalent to 78 days' wages to its 12 lakh employees.

In this connection, Railway Minister Mr.Dinesh Trivedi assured in a meeting with federations that 78 days’ productivity-linked bonus (PLB) would be given to employees in the grade pay ranging from Rs 1,800 to Rs 4,600.

The sanction of Bonus would result in additional burden of Rs 600-700 crore for Railways.

During previous year, Railway employees were granted bonus for 77 days. Out of total employees of 13.26 lakh railway employees, around 1.26 lakh employees will not be covered by productivity linked bonus on account of ceiling of pay received.

It is estimated that if PLB is granted as per the above calculations, the maximum amount of bonus an employee can get will be around Rs.8900 as the maxium bonus that can be sanctioned for 30 days is fixed at Rs.3500 in the bonus Act.

M Raghavaiah, General Secretary of National Federation of Indian Railwaymen, said, "We had demanded 80 days bonus this year because Railways have carried more loadings than last year. Loadings have gone up from the 876 million tonnes (MT) in 2010 to 924 MT till March 2011."

The union leader has also added that "It is true that Railways' financial position is not good. But its employees should not be deprived of their due because of that. We have suggested passenger fare hike to improve finances."

Improvement in Railways’ Catering Services

Due to intensive monitoring and supervision of Railways, the number of complaints reported in catering have reduced substantially by 48 per cent since September 2010 upto July 2011, in comparison to the corresponding period of last year after the transfer of catering activities to Zonal Railways from Indian Railways Catering and Tourism (IRCTC). During this period, about 24164 inspections have been carried out by Zonal Railways for the improvement of catering services. 

A system is in place on the Zonal Railways in which the Supervisors and officers periodically inspect the catering establishments, and also interact with the passengers on the trains to obtain a first hand knowledge of deficiencies observed with feed back from passengers. Zonal Railways proactively take corrective action on the deficiencies and irregularities found during inspections. For providing hot and fresh food in important trains like Rajdhani/Duronto Express train, a pantry car is attached to the train which has the facility to keep food fresh through deep freeze/refrigeration equipment, and to serve food hot they have food warmers and hot cases. This facility is also available in the pantry cars attached to a few important Mail/Express train. 

For other trains, Train Side Vending (TSV) facility is being gradually extended to provide satisfactory catering service to passengers. Policy guidelines for the arrangement for TSV to provide good quality hygienic food to passengers in the trains, in which pantry cars are not provided, have been issued to the Zonal Railways. Railways have also planned to construct and operate base kitchens at nominated points to provide hot and fresh food to the passengers. 

This information was given by the Minister of State for Railways Shri Bharatsinh Solanki in written reply to a question in Rajya Sabha today.

Railways take Steps to Prevent Misuse of Tatkal Scheme

With a view to reduce the scope for misuse of Tatkal scheme, the following steps have been taken:- 

i) Access to Tatkal booking on all days and normal booking on the opening g day of reservation through e-tickets by the Travel Agents/Web-service agents/Web Agents of Indian Railway Catering and Tourism Corporation (IRCTC) has been disabled between 0800 a.m. and 09.00 a.m. 

ii) It has been made mandatory to produce any one of the prescribed identity cards (in original) during the journey by any one of the passengers booked on a Tatkal ticket. 

iii) Instructions have also been issued that Senior Divisional Commercial Managers/Divisional Commercial Managers should conduct regular inspections of Reservation offices and also personally inspect passenger Reservation System (PRS) offices during the opening hours and take immediate steps to check the routing activities. 

In addition, the following two safeguards already exist in the Tatkal Scheme:- 

Tatkal Refund Rules are stringent to reduce chances of its misuse

. • Change of name facility is not available under the Scheme.

E-Ticket on Mobile Phone now Possible through new Web Portal Facilitating Travel by Merely Displaying SMS Without Ticket Printout

No Travel Agents Allowed to use New Web Portal to Facilitate Convenient Booking by Normal Passengers

In a milestone measure undertaken by Ministry of Railways for the benefit of rail users, a comprehensive Indian Railway Web Portal with the URL www.indianrailways.gov.in has been launched with a view to consolidate all the services and information onto a single window web-interface for the public. This comprehensive omnibus single window web interface will be for the entire Rail User community of India whether they are Passenger Service, Freight Service or Parcel Service Customers.

At an impressive programme jointly organized by Eastern Railway and Kolkata Metro Railway yesterday at Kolkata, former Union Railway Minister and presently the Chief Minister of West Bengal, Mamata Banerjee launched this unique public friendly facility. Minister of State for Railways, Shri Mukul Roy was among those specially present on this occasion. The other activities inaugurated at this function included Automatic Fare Collection & Passenger Control System (AFC & PC) gates at all Kolkata Metro Stations.

Indian Railway Web Portal has following components:

1. Hosting the existing websites of Railway Board, all the Zonal Railways, Production Units onto the portal.
2. Creation of uniform Web address system of all the Railway Websites
3. Tracking facility for freight trains running and Parcels status by customers
4. Journey planner with user-friendly functionalities.
5. E-ticket functionality dedicated for normal passengers.
6. Facility to book retiring rooms for any station.
7. Mobile phone based ticket booking in which passenger need not print his/her ticket but carry the display ticket sent to his/her mobile phone through SMS.
8. Web and SMS based Complaints and Suggestions Management System for all Railway customers

The e-ticketing module of the Indian Railway Web Portal is expected be the most sought after facility by the normal passenger. The e-ticketing operations of IRCTC on its website shall also continue in parallel. In the additional facility of e-ticketing provided by IR Web Portal, no travel agents have been allowed so that normal passengers can have ease of booking during peak hours.

The Portal will broadly provide e-ticketing on the Internet (booking and cancellation) and e-ticketing on mobile phone (booking and cancellation).

Individual users choosing to use the e-ticketing facility shall be required to register himself/herself for the first time for this purpose after submitting the mandatory details and shall be provided a unique user ID. This registration will be free of charge. Thereafter he can avail the services of Booking and Cancellation of e-tickets. He can take a printout of the e-ticket which is known as Electronic Reservation Slip (ERS).

Individual users desirous of utilizing the facility of booking e-ticket on mobile phone ( which is being named as m-ticket), having requisite internet facility can do so by downloading the mobile ticketing application on the mobile phone from the IR Portal, using the URL sent in SMS. On completion of booking and payment formalities, a SMS containing the ticket details will be sent to user which is referred to as Mobile Reservation Message – (MRM). The cost of MRM from IR Web Portal shall be borne by Indian Railways. Such passengers need not require to carry a print out of the ticket and instead display the SMS (namely MRM). Similarly a Screen-shot of the e-ticket displayed through laptops/palmtops (referred as Virtual Reservation Message – VRM) will also be construed as e-ticket and such passenger also need not take a print out of the e-ticket and instead display the Screen-shot on their laptops/palmtops.

It is mandatory that at least one passenger booked on the e-ticket/m-ticket carry at least one of the following eight proofs of identity (in original ) :
Ø Voter Photo Identity Card issued by Election Commission of India.
Ø Passport.
Ø PAN Card issued by Income Tax Department.
Ø Driving License issued by RTO.
Ø Photo Identity card issued by Central/State Government.
Ø Student Identity Card with photograph issued by recognized school/college for their students.
Ø Nationalized Bank Passbook with photograph.
Ø Credit Cards issued by Banks with laminated photograph
ERS/MRM/VRM along with any one of the eight prescribed ID proofs in original and the indication of the passenger(s)’ name(s) in the Reservation Chart will entitle the passenger(s) to travel.

ERS/MRM/VRM along with one of the eight prescribed proofs of Identity in original will also authorize the passenger to enter the platform on the day of journey and he/she will not be required to purchase platform ticket. ERS/MRM along with original ID proof will be required to be produced on demand by Ticket Checking Staff on the platform.

The facility of booking e-tickets through IR Web Portal will be available from 00.30 hours to 23.30 hours daily. The booking for a particular train shall be permitted up to the time of preparation of reservation charts.

A maximum of eight PNRs per user ID per month shall be permissible. The passengers can book seats/berths on the e-ticket on the web portal against General quota/Tatkal quota/Ladies quota/Senior Citizen Quota. No concessions, except Senior Citizen concession, will be allowed on e-tickets. No Group Booking shall be permissible on e-ticketing through Indian Railway Web Portal.

The service charges levied by the Railways will be Rs. 5/- per ticket for Sleeper Class (SL) and Second Sitting (2S) classes and Rs. 10/- per ticket for all other Reserved Classes.

The detailed procedure of cancellation and refund has also been mentioned in the IR Web Portal.

As the Railway Administrations are aware, a comprehensive list of sensitive posts for the purpose of periodical transfers was drawn by the Ministry of Railways and circulated to the Railways under its letter No.E(NG)I/87/TR/34 (JCM/DC) dated 27-09-1989. The posts of Stock Verifiers (SVs) were also included in this list vide Board’s letter No.E(NG)I-94/TR/29 dated 28.03.2005.

2. The Ministry of Railways have reviewed the matter and have decided that nature of job of Assistant Stock Verifiers (ASVs) in Accounts Department is similar to that of SVs, hence the post of ASVs should also be included in the list of sensitive posts for the purpose of periodical transfers.
