Sub: House Rent Allowance (HRA) as per 6th CPC on Government Pattern.

Sir,

I am directed to invite your kind attention to this office letter of even no. dated 15.04.2010 on the subject cited above and to say that information is still awaited from meet of the Circles despite a series of reminders dated 01.06.2010, 29.07.2010, 22.06.2011,  22.07.2011 and 09.01.2012.

2. The information received from some circles has not been found in order. it is seen that HRA is, continuously being paid to BSNL employees as per rates admissible under Govt. rules prior to 2nd PRC or erroneously as per Govt. classification (i.e. X. Y & Z) prescribed under 6th CPC. It is informed that rates of HRA in respect of BSNL employees (absorbed and directly recruited) w.e.f. 27.02.2009 is on the basis of "Cities with Population" as classified under DPE guidelines communicated vide Para- 7 of this office order No.1-50/2008-PAT(BSNL) dated 05.03.2009 and Para-5 of office order No. 1-16/2010-PAT(BSNL) dated 07.05 2010.

3. It is further observed that unabsorbed employees working in BSNL have also been included for the purpose of working out financial implication by some units which is not in order. The un-absorbed employees are already paid HRA as per 6th CPC recommendation w. e.f. 01.09.2008. The financial implications for admissibility of HRA to BSNL absorbed and directly recruited employees as per classification prescribed under Govt. Rules after 6th CPC may be worked out on account of absorbed / directly recruited employees only.

4. The proposal for grant of HRA as per classification as available to Govt. employees under 6th CPC to BSNL absorbed / directly recruited employees which is under consideration with DOT, is getting delayed due to want of correct information.

5. The names of circles from where the information is still awaited or received information is not in order are even at Annexixe. In this regard information received from NE Circle which has been found in order is enclosed for your ready reference, It Is, therefore, requested that keeping in view of the observations as mentioned as Para (2) & (3) above, requisite information may please be furnished to this office within a week time from the date of issuance of this letter.

Charging of enhanced Rate of Licence fee in case of Out of Turn Allotment

Sub: Charging of enhanced Rate of Licence fee in case of Out of Turn Allotment.

The undersigned is directed to refer to this office O.M. of even No. dated 28/10/2010 on the subject noted above and to say that the matter of charging six times of normal licence fee in cases of Out of Turn Allotment till the day the allottee becomes eligible for in-turn allotment of Govt. residence, has been reviewed and it has been decided to propose three times of normal licence fee in all CCA Notes for out of turn allotment from the date of occupation of Govt. residence till the day allottees turn matures as per his/her seniority / priority in waiting list for allotment of that type of Govt. accommodation.

All allotment Sections are requested to submit proposals for out of turn allotment at three times of normal licence fee for consideration of CCA with immediate effect.

This issue with the approval of UDM.

Re-classification of Saharanpur as “Y” class city for the purpose of House Rent Allowance – regarding.

Subject:- Re-classification of Saharanpur as “Y” class city for the purpose of House Rent Allowance – regarding.

   The undersigned is directed to invite attention to this Ministry’s O.M. No.2(21)/E.II(B)/2004 dated 18.11.2004 & O.M. No.2(13)/2008-E.II(B) dated 29.08.2008 regarding re-classification of cities on the basis of the population figures of 2001 census for the purpose of HRA to the Central Government employees and to say that the Government of Uttar Pradesh vide their Notification No.2176/9-7-09-53J/1998 dated 01.10.2009 reconstituted the area of Saharanpur (M.B.) by adding certain areas within its Municipal limits and renamed it as Saharanpur Municipal Corporation, which resulted in an increase in population of ‘Saharanpur Municipal Corporation’ to qualify it for classification as ‘Y’ class city for the purpose of House Rent Allowance to the Central Government employees.

   2. The President is, accordingly, pleased to decide that Saharanpur city (within its Municipal limits) shall stand re-classified as “Y” class city for the purpose of grant of House Rent Allowance to the Central Government employees posted there.

    3. These orders shall be effective from 1st June, 2011.

   4. The orders will apply to all civilian employees of the Central Government. The orders will also be applicable to the civilian employees paid from the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and the Ministry of Railways, respectively.

   5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

Subject: Decision of the Government on the recommendations of the Sixth Central Pay Commission relating to re-classification of cities/towns for grant of House Rent Allowance (HRA) to Railway employees.

   Attention is invited to para 6 of Board’s letter of even number dated 12.9.2008 on the above mentioned subject, vide which the special dispensation for grant of HRA has been allowed to continue to (i) Faridabad, Ghaziabad, Noida & Gurgaon at "X” class city rates and (ii) Jalandhar Cantt. Shillong, Goa & Port Blair at "Y" class city rates and to state that the special dispensation allowed to Panchkula for grant of HRA at par with Chandigarh vide Board’s letter No. E(P&A)ll-2003/HRA-6 dated 19.8.2003, shall also continue.

   2. In this context, it is also clarified that any other similar special dispensation allowed by the Railway Board in the past in respect of other cities or grant of HRA at higher rates and not specifically mentioned in Board’s letter of even no. dated 12.9.2008. shall continue to apply, if the same has not been superceded/dispensed with or the existing classification of such city has not been revised to higher classification on account of the population criteria, vide Board’s letter of even no.dated 12.9.2008.

   3. These orders shall be effective from lst.September, 2008.

   4. All other conditions governing grant of HRA under existing orders shall continue to apply.

   5. This issues with the concurrence of the Finance Directorate of the Ministry of Raiways

Demand for city classification, wage fixation

The state government, despite repeated assurances including those given by CM, is yet to set up a wage committee for its employees. The committee has to go into issue of wage fixation including parity with and HRA drawn by central government employees based on city classification decided by union government. To draw attention of the government to this demand, the state government employees are holding district level conventions. The convention in DK will be held here on May 29. 

Interestingly, Mangalore City Corporation at its monthly meeting on September 30, 2008, had unanimously adopted a resolution urging the state government to change the city's status from C to B2. Mangalore presently enjoys B2 status on its city compensatory allowance (CCA), and C status on its house rent allowance (HRA) parameters and this was as per the revision carried out based on the results of the earlier census carried out in 2001. 

Status of Indian cities comprises of two ranking systems used by the Union government to allocate compensatory allowances to its employees in cities in the country. The list classifies cities based on two parameters CCA, further divided into categories A1, A, B1 and B2, and HRA further divided into A1, A, B1, B-2 and C categories. This classification was initially based on the recommendations of 5th Pay Commission of India (1997). 

At present, state government employees working in C category cities get 10% of basic salary as HRA if working in district headquarters and 6% HRA in the taluks. Central government employees in C category city on the other hand get 20% HRA in district HQ and 10% in taluks. The state government has upgraded city classification of Mysore and Hubli-Dharwad from C to B2 and is yet to do so for 14 major towns across Karnataka including Mangalore. 

H Sanjeeva, president of DK unit of Karnataka State Government Employees Association told TOI that central government employees in DK and other B2 cities in the state are getting revised HRA (20% and 10%) since 2007. They have received arrears as the revision was made applicable from January 1, 2006. "If the state government ratifies the status of 14 cities including that of Mangalore from C to B2, we too would get 20% as HRA," he noted.
