Consumer Price Index Numbers for Industrial Workers (CPI-IW) November 2013

According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for November, 2013 rose by 2 points and pegged at 243(two hundred and forty three). On 1-month percentage change, it increased by 0.83 per cent between October and Novembert compared with 0.46 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food group contributing 2.23 percentage points to the total change. At item level, Rice, Wheat, Wheat Atta Milk, Pure Ghee, Garlic, Potato, Tomato and other vegetable items, Tea Readymade etc. are responsible for the rise in index. However, this was compensated to some extent by Groundnut Oil, Fish Fresh, Poultry, Onion, Ginger, Electric Charges, Medicine (Allopathic), Petrol, putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 11.47 per cent for November, 2013, as compared to 11.06 per cent for the previous month and 9.55 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 16.17 per cent against 15.02 per cent of the previous month and 10.85 per cent during the corresponding month of the previous year.

At centre level, Bokaro recorded the highest increase of 11 points each followed by Giridih, Kodarma and Angul-Talcher (9 points each), Munger-Jamalpur (8 points) and Rourkela, Sholapurand Raniganj (7 points each). Among others, 6 points rise was registered in 5 centres, 5 points in 5 centres, 4 points in 8 centres, 3 points in 15 centres, 2 points in 14 centres and 1 point in 12 centres. On the contrary, Surat centre reported a decline of 6 points followed by Amritsar, Bhavnagar and Vadodara (4 points each), Coonoor and Nagpur (2 points each) and Ahmedabad centre I point. Rest of the 4 centres’ indices remained stationary.

The indices of 40 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Tiruchirapally centre remained at par with all-India index.

The next index of CPI-IW for the month of December, 2013 will be released on Thursday, 31 January, 2014. The same will also be available on the office website www.labourbureau.gov.in

Consumer Price Index Numbers for Industrial Workers (CPI-IW) February 2013

According to a press release issued today by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for February, 2013 rose by 2 points and pegged at 223 (two hundred and twentythree). On 1-month percentage change, it increased by 0.90 per cent between January and February compared with 0.51 per cent between the same two months a year ago.

The largest upward contribution to the change in current index came from Food group which increased by 1.28 per cent, contributing 1.40 percentage points to the total change. This was followed by Miscellaneous and Fuel & Light groups with 0.62 and 0.80 per cent increase respectively contributing 0.27 and 0.11 percentage points to the change. At item level, largest upward pressure came from Rice, Wheat & Wheat Atta, Fish Fresh, Goat Meat, Poultry (Chicken), Milk, Onion, Tea (Readymade), Electricity Charges, Rail Fare, Petrol, etc. However, this was compensated by Root Vegetables and Sugar, putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 12.06 per cent for February, 2013 as compared to 11.62 per cent for the previous month and 7.57 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 14.98 per cent against 14.08 per cent of the previous month and 5.08 per cent during the corresponding month of the previous year.

At centre level, Belgaum and Munger-Jamalpur centres recorded the largest increase of 7 points each followed by Vijaywada, Tiruchirapally and Jharia (6 points each). Among others, 5 points rise was registered in 5 centres, 4 points in 6 centre, 3 points in 9 centres, 2 points in 14 centres and 1 point in 15 centres. On the contrary, 4 points decline was reported in Coimbatore, followed by Tirpura and Guwahati (3 points each) and 1 point in 7 centres. Rest of the 14 centres’ indices remained stationary.

The indices of 41 centres are above All-India Index and other 36 centres’ indices are below national average. The index of Haldia centre was at par with all-India index.

The next index of CPI-IW for the month of March, 2013 will be released on Tuesday, 30 April, 2013. The same will also be available on the office website www.labourbureau.nic.in.

Expected Dearness Allowance from January 2013 vs AICPIN-IW


The rate of dearness allowance payable to central government employees might be enhanced from 72% to 80% with effect from January 2013

All India Consumer Price Index Number for Industrial Workers is the only Index watched keenly by each and every Central Government Employees now. Because the rate of Dearness allowance granted twice in a year for cg employees is determined by this Index only. It is irony that no one is happy to see the hike in prices of essential commodity, but all the government servants are eagerly awaiting to know how much the rate of Dearness allowance will be increased at the end of every 12 months from the month of January and July. The interesting thing to be noted in dearness allowance vs AICPIN_IW is that the AICPIN-IW reflects the increase in the prices of basket of essential commodities, whereas, the rate of dearness allowance reflects the increase or decrease in AICPIN-IW. It is quite obvious that the AICPIN – IW is always in the trend of increasing mode due to the price rise, so as the rate of dearness allowance is also increasing twice in a year.

Whatever the impact on the exchequer of the government on account of releasing additional installment of dearness allowance and dearness relief is inevitable. The additional installment of dearness allowance and dearness relief to central government employees and pensioners is released particularly to compensate for price rise. The increase is determined in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.

To determine the exact rate of dearness allowance to be increased, we need the AICPIN – IW for the month of December 2012. Although, as per the past eleven month’s Consumer price Index number for Industrial workers, it is expected that the rate of dearness allowance payable to central government employees might be enhanced from 72% to 80% with effect from January 2013

All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of June 2012

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of June, 2012 increased by 2 points and stood at 208 (two hundred eight).

During June, 2012, the index recorded maximum increase of 8 points each in Mercara and Godavarikhani centres, 7 points in Puducherry centre, 5 points in Madurai, Howrah, Chennai, Lucknow and Warrangal centres, 4 points in 7 centres, 3 points in 13 centres, 2 points in 11 centres, 1 point in 18 centres. The index decreased by 2 points each in Ludhiana and Mysore centres and 1 point in 5 centres, while in the remaining 14 centres the index remained stationary.

The maximum increase of 8 points in Mercara centre is mainly due to increase in the prices of Rice, Poultry (Chicken), Tea (Readymade), Coffee (Readymade), Bidi, Refined Liquor, Firewood, Cinema Charges, Bus Fare, etc. In Godawarikhani centre this increase of 8 points is mainly due to increase in the prices of Rice, Arhar Dal, Moong Dal, Groundnut Oil, Vegetable & Fruit items, Firewood, Petrol, Toilet Soap, etc. The increase of 7 points in Puducherry centre is due to increase in the prices of Rice, Arhar Dal, Poultry (Chicken), Fish Fresh, Fish Dry, Eggs (Hen), Vegetable & Fruit items, Cigarette, Cinema Charges, Petrol, Tailoring Charges, etc. The increase of 5 points in Madurai, Howrah, Chennai, Lucknow and Warrangal centres is due to increase in the prices of Rice, Arhar Dal, Poultry (Chicken), Fish Fresh, Eggs (Hen), Vegetable & Fruit items, Petrol, Tailoring Charges, etc. The decrease of 2 points in Ludhiana centres is mainly due to decrease in the prices of Onion, Vegetable & Fruit items, Firewood, etc. and the decrease of 2 points in Mysore is due to decrease in the prices of Rice, Vegetable & Fruit items, etc.
The indices in respect of the six major centres are as follows :

5. Kolkata        200
6. Mumbai      212

The point to point rate of inflation based on CPI-IW(General) for the month of June, 2012 is 10.05% as compared to 10.16% in May, 2012. Inflation based on Food Index declined to 10.45% in June, 2012 from 10.61% in May, 2012.

The CPI-IW for July, 2012 will be released on the last working day of the next month, i.e. 31st August, 2012.

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of May, 2012 increased by 1 point and stood at 206 (two hundred six).

During May, 2012, the index recorded maximum increase of 6 points each in Belgaum, Jharia and Coonoor centres, 5 points in Guwahati centre, 4 points in 8 centres, 3 points in 9 centres, 2 points in 17 centres, 1 points in 15 centres. The index decreased by 4 points each in Bhilwara and Guntur centres, 2 points in 4 centres and 1 point in 5 centres, while in the remaining 14 centres the index remained stationary.

            The maximum increase of 6 points in Belgaum centre is mainly due to increase in the prices of Rice, Groundnut Oil, Fish Fresh, Vegetable & Fruit items, Snack Sweet, Bidi, Cigarette, Refined Liquor, Pan Leaf, Toilet Soap, etc. In Jharia centre the increase of 6 points is due to increase in the prices of Masur Dal, Vegetable & Fruit items, Sugar, Snack Saltish, Snack Sweet, Country Liquor, Firewood, Clothing items, Doctor’s Fee, Cycle Rickshaw Charges, Repair Charges, Petrol, Toilet Soap, Washing Soap, etc. and the increase of 6 points in Coonoor centre is due to increase in the prices of Rice, Poultry (Chicken), Eggs (Hen), Vegetable & Fruit items, Tea (Readymade), Cigarette, Tailoring Charges, etc. The increase of 5 points in Guwahati centre is due to increase in the prices of Wheat Atta, Pork, Fish Fresh, Vegetable items, Snack Sweet, Tea Leaf, Tea (Readymade), Private Tuition Fee, etc. The decrease of 4 points in Bhilwara centre is due to decrease in the prices of Wheat, Vegetable & Fruit items, etc. and in Guntur the decrease of 4 points is mainly due to decrease in the prices of Eggs (Hen), Tamarind, Vegetable & Fruit items, Soap Nut, etc.
The indices in respect of the six major centres are as follows :
1. Ahmedabad 205

3. Chennai  192
4. Delhi   189 
5. Kolkata  197
6. Mumbai  208

            The point to point rate of inflation based on CPI-IW(General) for the month of May, 2012 is 10.16% as compared to 10.22% in April, 2012. Inflation based on Food Index declined marginally to 10.61% in May, 2012 from 10.66% in April, 2012.

            The CPI-IW for June, 2012 will be released on the last working day of the next month, i.e. 31st July, 2012

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of April, 2012 increased by 4 points and stood at 205 (two hundred five).

During April, 2012, the index recorded maximum increase of 9 points in Amritsar centre, 8 points each in Jaipur, Madurai and Vadodara centres, 7 points each in Mundakkayam, Bhilwara and Faridabad centres, 6 points in 7 centres, 5 points in 11 centres, 4 points in 15 centres, 3 points in 16 centres, 2 points in 7 centres and 1 point in 10 centres. The index decreased by 2 points in Belgaum centre and 1 point in Munger Jamalpur centre, while in the remaining 3 centres the index remained stationary.

The maximum increase of 9 points in Amritsar centre is mainly due to increase in the prices of Wheat Atta, Rajmah, Vanaspati Ghee, Fresh Milk, Vegetable & Fruit items, Firewood, Washing Soap, etc. The increase of 8 points each in Jaipur, Madurai and Vadodara centres is due to increase in the prices of Rice, Wheat, Arhar Dal, Groundnut Oil, Milk (Cow), Vegetable & Fruit items, Tea (Readymade), Cigarette, Electricity Charges, Barber Charges, Toilet Soap, Washing Soap, Tailoring Charges, etc. The increase of 7 points each in Mundakkayam, Bhilwara and Faridabad centres is due to increase in the prices of Rice, Groundnut Oil, Vanaspati Ghee, Fish Fresh, Vegetable & Fruit items, Tea (Readymade), Bidi, Firewood, Toilet Soap, Washing Soap, Tailoring Charges, etc. The decrease of 2 points in Belgaum centre is due to decrease in the prices of Rice, Jowar, Chillies Dry, Pan Leaf, etc.

The CPI-IW for May, 2012 will be released on the last working day of the next month, i.e. 29th June, 2012.

Consumer Price Index Numbers for Industrial Workers - FAQ

Q .1   What we mean by base year?

Ans.  The index reference period is usually called the base year, it often differs both from the weight-reference period and the price reference period. This is just a matter of re scaling the whole time-series to make the value for the index reference-period equal to 100.

Q . 2   Why we need to change the base year?

Ans.  In compiling index numbers the older the weights the greater is the divergence between the Current expenditure pattern and that of the weight reference-period. Annually revised weights are desirable but being expensive feature of an index, the base year is usually changed after a few years. Normally a year during which the family budget inquiry is conducted or a period not very distant from the survey period for which reliable price data are available is adopted as the base year. A period affected by developments of serious nature such as war is not adopted as the base year because it cannot be treated as a normal year economically.

Q .3 What is the current base year used by Labour Bureau for compilation of Consumer Price Index Numbers for Industrial Workers?

Ans.  Presently, CPI-IW numbers are being complied with base year 2001=100.

Q .4  How many times the base year of CPI-IW has been revised in the CPI-IW in past?

Ans.  The compilation of Consumer Price Index Numbers for Industrial Workers on uniform and scientific lines was started on base 1960=100 which was revised to 1982=100 and the existing series i.e. on base 2001=100.

Q .5    Is there any plan in immediate future to revise the base year?

Ans.   An exercise/proposal of Base updation of CPI-IW from the existing period 2001=100 to a more recent period is likely to be started soon.

All-India Consumer Price Index Numbersfor Industrial Workers on Base 2001=100 for the Month of March 2012

                           All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of March, 2012 increased by 2 points and stood at 201 (two hundred one).
                                During March, 2012, the index recorded maximum increase of 7 points each in Bhilwara, Vijaywada  and  Salem centres, 6 points each in Belgaum, Ajmer, Ghaziabad and Mundakkayam centres, 5 points in 3 centres, 4 points in 6 centres, 3 points in 12 centres, 2 points in 19 centres and 1 point in 19 centres. The index decreased by 2 points in Tripura centre and 1 point each in Darjeeling, Sholapur and Puducherry centres, while in the remaining 8 centres the index remained stationary.
            
                  The maximum increase of 7 points each in Bhilwara, Vijaywada  and  Salem centres is mainly due to increase in the prices of Rice, Wheat, Groundnut Oil, Poultry (Chicken), Vegetable & Fruit items, Bidi, Cigarette, Dhoti (Cotton), Saree (Synthetic), Shirting Cloth (Synthetic), Trouser Cloth (Synthetic), Medicine (Allopathic), Toilet Soap, Tailoring Charges, etc. The increase of 6 points each in Belgaum, Ajmer, Ghaziabad and Mundakkayam centres is due to increase in the prices of Rice, Wheat, Jowar, Groundnut Oil, Milk (Buffalo), Vegetable & Fruit items, Tea (Readymade), Snack (Sweet), Snack (Saltish), Firewood, Saree (Synthetic), Toilet Soap, Tailoring Charges, etc. The decrease of 2 points in Tripura centre is due to decrease in the prices of Rice, Wheat Atta, Fish Fresh, Onion, Vegetable items, Sweater, etc.
                  The indices in respect of the six major centres are as follows :

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of February, 2012 increased by 1 point and stood at 199 (one hundred & ninety nine).

During February, 2012, the index recorded maximum increase of 5 points in Puducherry centre, 4 points each in Ahmedabad, Bangalore and Mariani Jorhat centres, 3 points in 4 centres, 2 points in 10 centres and 1 point in 30 centres. The index decreased by 5 points in Quilon centre, 3 points each in Tiruchirapally and Salem centres, 2 points in 2 centres, 1 point in 8 centres, while in the remaining 17 centres the index remained stationary.

The maximum increase of 5 points in Puducherry centre is mainly on account of increase in the prices of Rice, Goat Meat, Poultry (Chicken), Curd, Snack Saltish, Country Liquor, Refined Liquor, Shirting Cloth (Synthetic), Bus Fare, Auto-rickshaw Fare, Barber Charges, Flower/Flower Garlands etc. The increase of 4 points each in Ahmedabad, Bangalore and Mariani Jorhat centres is mainly due to increase in the prices of Rice, Groundnut Oil, Mustard Oil, Goat Meat, Fish Fresh, Vegetable & Fruit items, Tea (Readymade), Electricity Charges, Flower/Flower Garlands, etc. The decrease of 5 points in Quilon centre is due to decrease in the prices of Coconut Oil, Fish Fresh, Onion, Vegetable & Fruit items, etc. The decrease of 3 points each in Tiruchirapally and Salem centres is due to decrease in the prices of Rice, Eggs (Hen), Onion, Garlic, Tamarind, Chillies Dry, Vegetable items, Flower/Flower Garlands, etc.
The indices in respect of the six major centres are as follows :

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of January, 2012 increased by 1 point and stood at 198 (one hundred & ninety eight). 
  
            During January, 2012, the index recorded maximum increase of 9 points each in Haldia and Bhilai centres, 7 points  in Jamshedpur centre, 6 points each in Tiruchirapally and Srinagar centres, 5 points  in 2 centres, 4 points in 7 centres, 3 points in 7 centres, 2 points in 11 centres and 1 point in 18 centres. The index decreased by 3 points each in Rangapara Tezpur and Godavarikhani centres, 2 points each in Madurai and Mercara centres, 1 point in 8 centres, while in the remaining 16 centres the index remained stationary. 
  
            The maximum increase of 9 points in Haldia and Bhillai centres is mainly on account of Housing Index and increase in the prices of Wheat, Mustard Oil, etc. The increase of 7 points in Jamshedpur centre is mainly due to Housing Index and increase in the prices of Mustard Oil, Goat Meat, Vegetable & Fruit items, Tea (Readymade), Firewood, Soft Coke, Barber Charges, etc. The increase of 6 points in Tiruchirapally and Srinagar centres is mainly on account of Housing Index and increase in the prices of Rice, Wheat Atta, Mustard Oil, Milk, Vegetable & Fruit items, Tea (Readymade), etc. The decrease of 3 points in Rangapara Tezpur and Godavarikhani centres is due to decrease in the prices of Rice, Onion, Chillies Green, Vegetable items, etc. The decrease of 2 points in Madurai and Mercara centres is due to decrease in the prices of Rice, Wheat, Fish Fresh, Poultry (Chicken), Onion, Vegetable & Fruit items, etc.

            The indices in respect of the six major centres are as follows

            The point to point rate of inflation based on CPI-IW (General) for the month of January, 2012 is 5.32% as compared to 6.49% in December, 2011. Inflation based on Food Index dipped to the level of 0.49% in January, 2012 as compared to 1.97% in December, 2011.

All India Consumer Price index Numbers for Industrial Workers on base 2001=100 for the Month of March, 2011
                        All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of  March, 2011 remained stationary at 185 (one hundred and eighty five).
        During March, 2011, the index recorded decrease of 4 points in Chennai centre, 3 points each in Warrangal, Tiruchirapally, Vadodara and Quilon centres, 2 points in 12 centres and 1 point in 17 centres. The index increased by 6 points in Srinagar centre, 5 points in Hubli Dharwar centre, 3 points each in Bhilai, Sholapur and Mysore centres, 2 points in 5 centres, 1 point in 13 centres, while in the remaining 21 centres the index remained stationary.
                 The maximum decrease of 4 points  in  Chennai centre is mainly on account of decrease in the prices of Rice, Onion, Garlic, Vegetable items, Flower/Flower Garlands, etc. The decrease of 3 points each in Warrangal, Tiruchirapally, Vadodara and Quilon centres is due to decrease in the prices of Rice, Arhar Dal, Onion, Garlic, Vegetable items, etc. The increase of 6 points in Srinagar centre is the outcome of increase in the prices of Rice, Poultry (Chicken), Vegetable & Fruit items, Bus Fare, Tailoring Charges, Utensils Copper, etc. The increase of 5 points in Hubli Dharwar centre is due to increase in the prices of Rice, Goat Meat, Fish Fresh, Milk, Tea (Readymade), Pan Leaf, etc. whereas, the increase of 3 points each in Bhilai, Sholapur and Mysore centres  is due to increase in the prices of Rice, Wheat, Milk,  Coffee Powder, Firewood, etc.

            The indices in respect of the six major centres are as follows :

            The All-India (General) point to point rate of inflation for the month of March, 2011 remained static at 8.82% in comparison with the level of February, 2011. Inflation based on Food Index is 8.29% in March, 2011 as compared to 7.65% in February, 2011.

All india Consumer Price index Numbers for industrial workers on base 2001=100 for the month of January, 2010

            All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of  January, 2011 increased by 3 points and stood at 188 (one hundred and eighty eight).
            During January, 2011, the index recorded an increase of 11 points each in Bhopal and Jamshedpur centres, 10 points each in Amritsar, Bangalore and Chandigarh centres, 8 points in Haldia centre, 7 points each in Nasik, Kodarma and Ghaziabad centres, 6 points in 2 centres, 5 points in 4 centres, 4 points in 12 centres, 3 points in 15 centres, 2 points in 8 centres and 1 point in 7 centres. The index decreased by 4 points in Godavarikhani centre, 1 point in 9 centres, while in the remaining 11 centres the index remained stationary.
            The maximum increase of 11 points each in Bhopal and Jamshedpur centres is mainly on account of Housing Index and increase in the prices of Rice, Wheat Atta, Milk, Goat Meat, Onion, Vegetable & Fruit items, Petrol, etc. The increase of 10 points in Amritsar, Banglore and Chandigarh centres is due to Housing Index and increase in the prices of Rice, Wheat, Wheat Atta, Onion, Vegetable & Fruit items, Electricity Charges, Petrol, etc. The increase of 8 points in Haldia centre is due to Housing Index and increase in the prices of Eggs, Onion, etc. However, the decrease of 4 points in Godavarikhani centre is the outcome of decrease in the prices of Rice, Vegetable & Fruit items, etc.
            The indices in respect of the six major centres are as follows :

6. Mumbai 187

            The All-India (General) point to point rate of inflation for the month of January, 2011 is 9.30% as compared to 9.47% in December, 2010. Inflation based on Food Index is 10.22% in January, 2011 as compared to 7.98% in December, 2010.
