MEETING OF NFPE LEADERS WITH 7th CENTRAL PAY COMISSION

A meeting of NFPE Leaders consisting Coms. R.N. Parashar Secretary General , Giriraj Singh , General Secretary-R-III, N. Subramainan General Secretary P-III, R. Seethalaxmi General Secretary P-IV, P. Suresh General Secretary R-IV , Pranab Bhattacharya General Secretary Admn., T. Satyanarayana General Secretary Postal Accounts, Virendra Tiwari General Secretary AIPSBCOEA, Pandu Ranga Rao General Secretary GDS(NFPE), R. Shivanarayana President P-III, S.K. Bardhan President R-III, S.P. Kulkarni President AIPSBCOEA, Balwinder Singh Treasurer P-III, Manohar Lal Vice President P-IV, was held with Chairman of 7th CPC Justice A.K. Mathur alongwith Smt. Meena Agrawal , Secretary, Shri Jayanyt Sinha Jt. Secretary , Shri Vivek Rae Member, Shri Y. Shukla, Director, Shri Rajeev Mishra Advisor, Shri Mudit Mittal Director, at 7th CPC Office Chhatrapati Shivaji Bhawan Qutab Institutional Area , New Delhi.

Com. R.N. Parashar, Secretary General NFPE after welcoming Chairman & other members initiated oral evidence on memorandum submitted by NFPE. He narrated all important points related to Postal, RMS, MMS, Admn, Offices, Postal Accounts, SBCO and GDS issues alongwith Casual Labourers issues. All General Secretaries of NFPE affiliated unions presented their sectional issues very nicely.

The most important thing of this meeting was that Chairman gave a patient hearing on GDS issues. Com. P. Panduranga Rao General Secretary, GDS (NFPE) presented the case of GDS in perfect manner and again submitted a copy of memorandum to Chairman, Hon!ble Chairman also gave positive assurances on most of the issues.

Meeting was ended in a very cordial environment.

Modernisation of Post Offices

The Government plans to set up 1000 Automated Teller Machines (ATMs) and carry out computerization of Post Offices in the country as part of its ongoing modernization and upgradation drive. 

The Minister of State for Communications and Information Technology Shri Sachin Pilot informed the Lok Sabha today that the Department of Posts proposes to set up 1000 ATMs. 820 Head Post Offices have been identified for setting up ATMs across the country. Shri Pilot said that remaining 180 Post Offices will be identified during implementation phase. Of these a maximum 100 ATMs would be set up in Andhra Pradesh. 

The Minister said nearly 25000 Departmental Post Offices have been computerized. The Department offers a number of premium services like Speed Post, Express Parcel Post, Logistics Post etc. to generate additional revenue for the Department, he added.

RECOGNITION OF NATIONAL FEDERATION OF POSTAL EMPLOYEES AND FEDERATION OF NATIONAL POSTAL ORGANIZATIONS IN THE DEPARTMENT OF POSTS

.RECOGNITION OF NATIONAL FEDERATION OF POSTAL EMPLOYEES AND FEDERATION OF NATIONAL POSTAL ORGANIZATIONS IN THE DEPARTMENT OF POSTS

D.G. Posts No. 6/2/2002-SR (Vol.-II) dated 1st March, 2012.

            The undersigned is directed to convey the approval of the Competent Authority to the recognition of federations namely, (i) National Federation of Postal Employees and (ii) Federation of National Postal Organizations, in the Department of Posts, in terms of instructions contained in O.M. No. 2/14/98-JCA dated 3rd July 2002 of the Ministry of Personnel, Public Grievances and Pension, Department of Personnel and Training.

2.         The recognition so granted to the Federations is on the basis of membership of their affiliated but recognized associations of regular employees, secured during the verification of membership carried out by the Department, in the wake of the judgment dated 06.01.2009 of Madras High Court given in WP No. 4704-4707/1999. The Department's Office Order No. 17/9/2007-SR dated 27.03.2008. vide which the federations were recognized on provisional basis,  stands withdrawn.

3.         The federations granted recognition vide this Office Order  will please note that it is subject  to fulfillment of all terms and conditions contained in O.M.  dated 3.7.2002 ibid and the observations of the Department of Personnel & Training conveyed vide Department's letter no 6-2/2002-SR (Vol-II) dated 24.04.2007 , and is liable to be withdrawn any time if the above guidelines are not satisfied . Further the recognition of NFPE will be subject to the final outcome of the W.P. No. 3299/2007 pending before High Court of Judicature at Jodhpur.

Postal employees threaten to go on indefinite strike 

Rourkela, Mar 29 (PTI) All India Postal Employees Union - postmen, MSE and group "D" staff- has threatened to go on an indefinite nationwide strike in support of their demands. 

The union has been demanding appointment of staffs, implementation of proper pension scheme, opposing the idea of one delivery point and one post office system of the government, Union General Secretary M Krishnan told reporters here today. 

The members of the union would launch a demonstration infront of the Dak Bhawan, New Delhi to apprise the demands, Krishnan said. 

Meanwhile, he said the union would also submit its memorandum to the government. 

"We have been demanding for years now but nobody is listening. The postal employees are worst sufferer in the present situation," he added. 

"The staff strength has been reduced considerably while the work load has been increasing day by day.

Modernisation of Post Offices

                 The Department of Posts has decided to improve the Look and Feel of its post offices through Project Arrow. The project has been launched with the objective of modernising departmental post offices across the country in a phased manner with an aim to make visible, tangible and noteworthy difference in post office operations. It aims at comprehensive improvement of the core operations of the post office as well as the ambience in which postal transactions are undertaken.

 The IT Modernization Project Phase II of India Post under XIth plan envisages computerization of all the non-computerized Post Offices in the country (Departmental single handed Post Offices) and all Extra departmental Post Offices phased over the financial years 2010-11, 2011-12 and 2012-13.

The number of Post Offices modernized in 2008-09 and 2009-10 are:

2008-09 -           45 post offices were computerized, computer hardware was upgraded in 1847 post offices and 500 post offices were modernized under Project Arrow.

2009-10 -           2920 post offices were computerized, computer hardware was upgraded in 92 post offices and 500 post offices were modernized under Project Arrow.

            Total investment to be made on modernization in 2010-2011 and 2011-12 are:

2010-11-            Rs. 209.76 crores has been allocated for computerization of post offices at the RE stage and `84 crores has been allocated for modernization of post offices under Project Arrow.

2011-12 -           Rs. 626.41 crores has been earmarked for computerisation of post offices             and Rs. 9 lakh for carrying out internal review of selected post offices already covered under Project Arrow.

The Department has diversified its activities to utilise its network by introducing services like selling of passport forms in identified post offices, accepting of utilities bills in the post offices, providing railway reservation facilities etc.

            The Department has also tied-up with various Government departments to provide social security services especially in rural areas and with financial institutions to sell their product through post offices like :



(i)   National Rural Employment Guarantee Scheme (NREGS)-for disbursement of wages to NREGS beneficiaries through Post Office Savings Bank accounts.

(ii)   Collection of Rural Price Index Data

(iii) Payment of Old age pension- through Post Office Savings accounts in Bihar, Chattisgarh, Delhi, Jharkhand, M.P., Maharashtra, North-East and Uttarakhand, Himachal Pradesh  and through money order in Karnataka, Kerala, M.P., Maharashtra, N.E., Rajasthan, Tamil Nadu , Uttarakhand, Gujarat and Himachal Pradesh.

(iv) Sale of gold coins by tying-up with Reliance Money Limited.

(v)   On Line Acceptance of RTI Applications.

(vi) Provision of New Pension Scheme through Post Offices.

This information was given by the Minister of State for Communications & Information Technology, Shri Sachin Pilot in written reply to a question in Lok Sabha today.
