7th pay commission calculators give imaginary answers

There is lot of calculators available in blogs and social media to calculate pay and allowance of 7th pay commission. People who saw these calculators wonder ‘did the 7th pay commission submit its Recommendation to the Government?’. OMG… When did the 7th pay commission submit its report to the central government? The Bapus started enquire about these calculators from everybody who are in Federations and Associations. Even they don’t know how the pay scales would be recommended by 7th pay commission? How much percentage of increase the 7th pay commission would recommend in its report? But calculators do keep coming in day to day basis. Does it worth to calculate our basic pay through this so called 7th pay commission calculators?

Everybody should understand that to review and recommend the revised pay scales for 30 Lakhs Central Government employees is not a joke. It is just more than serious business. The 7th pay commission comprises many Bureaucrats and many officials headed by renowned Supreme Court Judge, require more than 18 months’ time to interview hundreds of officials from Departments / Ministries and Representatives of Unions /Federations to get their views. The whole team of the 7th pay commission has to handle huge volumes of data to analyse the Service Condition and Socio Economic Conditions of the government servants before it start to recommend Pay and Allowance to entire community of the central government employees. The pay commission while recommending revision in pay and allowances has to take into account various factors like the economic conditions in the country, the resources of the Central Government and the global economic scenario as well as the impact upon the finances of the States, if the recommendations are adopted by them.

To recommend revised pay scales for 30Lakhs Central Government Employees is indeed an arduous Journey to perform. The 7th Pay commission, since its constitution, is doing commendable job. The Commission issued a Questionnaire and invited comments for their questionnaire invariably from government organizations, unions/ federations and from the Public also. Federations and Unions and Govt organization have been asked by the pay commission to submit the Memorandum to the commission.

The Seventh pay commission engaged with a variety of stakeholders, on issues which it has been mandated to cover, through series of Meetings from 16-6-2014. The Commission so far held 235 Meetings in 38 days from the Month of June 2014 to February 2015 with various Association/ Federations/Unions and Representatives of Ministries/ Departments. They have to go through all the inputs received from the above sources. All the Federations and Associations have been meeting with the 7th pay commission for the past eight months submitted their views and proposals to the commission. Since the federations, who knew their service conditions and department issues very well, have come across many pay commission, they would have discussed about their service condition and their departmental specific issues with 7th pay commission and discussed about their expectation over pay and allowances. So the only reliable source to tell anything about the Pay commission’s perspective is Pay commission officials or those who met with them. But none of them come forward to say anything about the views of 7th pay commission and never disclosed anything about the Pay Structure since they are not supposed to do so.

But so many 7th pay commission calculators keep coming in blogs. Did the Calculators do anything said above before it was made? Have these so called 7th pay commission calculators taken all the above factors in to the account before it was made? The Principles Applied for revising pay scales in each pay commission was entirely different. But, as for as sixth pay commission is concerned, the pay Structure itself was entirely different from previous Pay Structures of last 5 pay commissions. All the Unions, Associations and Federations have insisted 7th Pay Commission, through their memorandum, that the Running Pay Band and Grade Pay system to be dropped and Pre Revised Pay scale system to be adopted. So until now nobody knows what would be the principle to be adopted for revising pay scales for 7th pay commission? And what is the pay structure that 7th pay commission would recommend? In this context, “is it wise to calculate our 7th CPC basic pay through these premature calculators?” Hope it is not.

We assure our readers, we will keep updating you all the latest news about 7th pay commission and service related issues of central government employees. The pay commission is yet to submit its report. The stipulated time to submit its report is August 2015. But it is expected that the time may be extended and 7th pay commission would submit its report by the month of October 2015. Immediately after the 7th pay commission’s report is published by the central government, our gservants team will come up with simple and reliable 7th pay commission calculator for our readers to calculate the 7th CPC pay and allowances.

7th Pay Commission Must Focus on Productivity, Work Ethics – The New Indian Express

7th Pay Commission Must Focus on Productivity, Work Ethics – The New Indian Express

The Manmohan Singh government’s announcement of a four-member Seventh Pay Commission for government employees headed by former Supreme Court judge Justice Ashok Kumar Mathur is clearly a sop for this huge vote bank on the eve of the next general elections. Considering that the sixth Pay Commission had been appointed in October 2006 the government could well have left it to the next government to appoint a new pay panel. The Eleventh Finance Commission had categorically said that pay commissions need not be set up routinely as their awards had a cascading effect on the finances of state governments. Evidently, however, the UPA wanted to earn some brownie points and thought it expedient not to leave it to the next government to set it up and walk away with the honours. It did not think a pay panel is a major drain on the exchequer. The commission is slated to submit its report in 19 months and recommendations will be effective from January 2016.

A key challenge before the commission would be to ensure that government salaries reflect productivity and performance within fiscal constraints. Implementation of the Sixth Pay Commission had increased salaries by 21 per cent resulting in an additional annual outgo of nearly `18,000 crore for the Union government, besides a payout of arrears of `30,000 crore. This had aggravated inflationary pressure on the economy. The seventh commission now has the unenviable task of addressing both the fiscal concern and the rising cost of living.

Besides the timing of the announcement of the Seventh Pay Commission being suspect it is of the same pattern as other liberal concessions to various sections of society on political grounds. The government should also introduce a hire and fire policy and pay its employees the best compensation like the private sector does. Having done that, it must sharpen the accountability in the government sector in contrast to the current pattern where there is too much security and lack of deterrent against indolence, sloth and lack of work ethics.

7cpc news : Central Minister support for VII Pay Commission

1:26 PM Posted by Unknown , No comments
Recently Central Trade Unions of Central Government employees conducted a Nation wide Two day Strike to settle their many demands.Though there were many demands including control the price rise of essential commodities and scrapping new pension scheme etc. But the main demand was Constituting seventh pay commission for central government employees , since the Dearness Allowance  now paid at the rate of 72 %  is heading to 100% level near future. In a move aimed at putting the demand for the 7th Pay Commission on the government’s drawing board, Union minister Ajay Maken has asked Prime Minister Manmohan Singh to set it up this year to neutralize the effect of soaring inflation.

His demand this week is the first voice in support of the panel from within Singh’s cabinet.

The content of Union minister Shri  Ajay Maken,s letter is given below

March14 2013

It is with a sense of pride that I seek to underline that about 3.2 million Central Government Employee and an equal number of pensioners inducting service personnel, hold you in high esteem and think of you as one amongst them. They look up to you as a leader who would not only empathize with their concerns but ensure deliverance as well. It was you who had constituted the Sixth Central Pay Commission (CPC) in 2005 which should have been set up in 2003 by the NDA Government.

2) Central Government Employee who are inducted in Government through a process of rigorous screening and testing as also stringent evaluation of a job performance are supposed to be the brightest. With golabalisation and multi-national corporation coming into the country, we have at hand a two fold challenge;

(a) do have a personnel pool with high acumen to deal with these MNCs,

(b) simultaneously a dress the challenge of high attrition on which in itself is a result of MNCs having come in. In order to attract as also retain the brightest minds in Government employrnenL it is but necessary that Central Pay Commission are set up regularly to look into and evaluate their pay structures and submit recommendations.

3) Ever since the selling up of the second Central Pay Commission all pay commissions have been set up In the 3 year of every decade baring the one tine when the NDA Government did not do so in the year 2003. The pay commissions are then required to submit their recommendations I reports in three years time. However, you had set up the sixth pay commission in 2005 and submitted its report in an year and hair, mud’ to the relief and succor of Govrrnent employees. We are again ‘ the ttrd year of the on-going decade and Central Gcverr.ment Employees are justifiabiy kokiig forward to the Seventh Pay Commission that would look into their needs.

The present wage structure of the Central Govt. Employees has been made on the basis of the Sixth Central Pay Commission’s recommendations, which were implemented with effect from 1.1.2006 in the case of Pay and in the case of allowances with effect from 1.9.2008. The erosion of real wages owing to the degree of inflation in the economy is hurting these employees very badly. The retail prices of those commodities, which go into the making of minimum wage, have risen by about 160% between 1.1.2006 to 1.1.2011, in comparison to D.A. compensation which on that date had been just 51%. II is also an acknowledged fact that the 6th CPC had computed the minimum wage by suppressing the retail price of these commodities In the market on the specious plea that official statistics of the retail prices of these commodities were not available. They therefore, computed the retail price by increasing the wholesale price by 20% for each of the commodity whereas the actual retail price in the market was 60% more than the wholesale price.

4) Broadly, one’s-emoluments should be adequate enough to commensurate with boundless and limitless assignments and to his duties and responsibilities in a better, effective and honest manner. The same has also to place, an employee to be in a position to fulfil his social and family obligations, such as education of children, their marriage, maintenance of a reasonable living standard for himself and his family members expected of Government servants and also to take care of his post retirement life.

5) The basis of fixing wages in the past was largely a consumer need related, which was considered at a bare minimum like the minimum nutritional level, minimum clothing, housing etc. But today life is more complex and living standards are not based on simple living and the same cannot be restricted to only for the working class. The producer of wealth being the consumer oriented also requires consumers, including the Central Government employees.

6) These employees are also placed in a disadvantageous situation vis-a-vis their counterparts in Central Public Sector undertakings in whose case, the wage revisions normally takes place after every five years through Collective bargaining. The wage revision of the Central Government employees if not after five years it must be after every ten years and the Government needs to consider setting up of the Seventh Central Pay Commission immediately. While conceding the fact that the Central Pay commission is formed only in every 10 years, howeer. with the coming  of the year 2011, prices of most of the products needed in day to day life is increasing.

In brief the following decision need to be taken on Priority so that a positive message goes among serving Central Government Employees Pensioners and Service and Para Military Personnel’s, the decision will also have bearing upon State Governments Employees:
A notification for constitution of 7th Central Pay Commission is the need of the hour, which is bound to have bearing upon about 20 million employees, which are opinion makers. Therefore the issues may please be considered by the concerned Ministries on Priority and appropriate decision is taken.
Sir, I will be extremely obliged if the above submission is considered favourably in larger interest of government employees as well as the party.
