Children Education Allowance Scheme (CEA)- Consalideted FAQ

Many doubts and questions of central Government employees regarding Children Education Allowance Scheme (CEA) have been left un answered ,since the competent authority to clarify those doubts is DOPT. Now the DOPT itself came forward to clear all the doubts and issues regarding Children Education Allowance Scheme (CEA) by issuing consolidated clarifications and frequently asked questions and answers. It will be very useful for both the government servants and sanctioning authority.

1.Whether Reimbursement of Children Education Allowance (CEA) for 3rd child is permissible if CEA has not been claimed for 1st and or 2nd child?

As per OM dated 2.9.2008 CEA is admissible for two school going children does it mean any two school going children?
No. Reimbursement of CEA is not permissible for third child even if reimbursement has not been claimed in respect of first and/or second child. However, as per OM No.12011/03/2008- Estt.(AL) dated 11.11.2008, the Children Education Allowance would be admissible for more than two children where as a result of the second child birth results in birth of twins or multiple children. Further, reimbursement of CEA for the 3′ child is also admissible in case of failure of sterilization operation. Such reimbursement• is admissible only for the first child birth after failure of sterilization operation.
This point was further clarified vide O.M. No.12011/16/2009-Allowance) dated 13.11.2009.

2. What types of fee are reimbursable?

Whether Annual Charges and Transportation fees are reimbursable?

Whether reimbursement towards purchase of school bag, water bottle, uniform, shoes and stationery is admissible?

As per OM No.12011/03/2008-Estt.(AL) dated 2.9.2008, tuition fee, admission fee, laboratory fee, special fee charged for agriculture,electronics, music or any other subject, fee charged for practical work under the programme of work experience, fee paid for the use of any aid or appliances by the child, library fee, games/sports fee and fee for extra-curricular activities are reimbursable subject to the condition that the aforementioned fee are charged by the school directly from the student.
No reimbursement is permissible for Annual Charges and Transportation fees. Besides,reimbursement for purchase of one set of text books and notebooks, two sets of uniforms prescribed by the school in which the child is studying, one pair of shoes, in an academic year are reimbursable. Uniform include all items of clothing prescribed for a day, as uniform by the school, irrespective of colours/winter/summer/PT uniforms. Reimbursement of school bags, pens/pencils, water bottle, stationery etc., may not be allowed. O.M. No.12011/08/2010-Estt.(AL) dated 30.12.2010and O.M. 3.Whether CEA has been increased by 25% as a result of This Department’s OM No.12011/03 2008-Estt.(AL) dated 2.9.2008 clearly indicates that th enhancemt of Dearness Allowances beyond 50%?

limits “would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%”. There is no need for any separate order from this Department to effect enhancement of CEA as a result of increase in DA by 50%. However, O.M. No.12011/01/2011-Estt.(Allowance) dated 4th May, 2011,

4. Whether CEA can be claimed for the child for the same class twice?

The reimbursement of CEA is not linked to the performance of the child in his class. Even if achild fails in a particular class, the reimbursement is permissible. However, if the child is admitted in the same class in another school, although the child has passed out of the same class in previous school or in the mid-session, CEA shall not be reimbursable.

5.Whether CEA/Hostel Subsidy is allowed for initial two years of Diploma Courses?

Children Education Allowance/Hostel Subsidy is allowed for the initial two years of a diploma/ certificate course from Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the Government servant has not been granted CEA/Hostel Subsidy in respect of the child for studies in 11th and 12th standards. This is further subject to fulfillment of other conditions laid down in the O.M. No.12011/03/2008-Estt.(AL) dated 2.9.2008 and subsequent instructions issued from time to time.
6. What is hostel subsidy?

The term Hostel Subsidy would mean expenses incurred by the Government servant if he/she keeps his/her children in a hostel of a residential school/institution located beyond a distance of 50 kilometers from his/her residence.

7.Whether Hostel subsidy is reimbursable irrespective of transfer liability?

Hostel Subsidy is reimbursable to all Central Government Employees covered by the scheme,for keeping their ward in the Hostel of a residential school away from the station in which the employee is posted or residing irrespective of any transfer liability.

8. Whether Hostel subsidy can be reimbursed if the child is ‘ staying in a Hostel which is not part of residential schoolwhere he is studying?

No. Hostel subsidy is reimbursable only in case of child studying in a residential school and staying in hostel of the said residential school.

9. What are the components of hostel subsidy?

Hostel subsidy includes fee charged for boarding, lodging in addition to fee as mentioned in para 1(e) of OM No. 12011/03/ 2008-Estt.(AL) dated 2.9.2008.

10. Whether a Government servant is allowed to get 50% of the total amount subject to the overall annual ceiling in the first quarter and the remaining amount in third and/or fourth quarter?

Reimbursement of 50% of the entitled amount for the academic year can be allowed in the first and/or second quarter and the remaining amount can be reimbursed in the third and/or fourth quarter. The entire entitled amount can also be reimbursed in the last quarter. However, frontloading of the entire admissible amount is not permissible. O.M. 11. Whether any age limit has been prescribed for reimbursement of CEA in respect of children studying innursery classes?

There is no minimum age prescribed for reimbursement of CEA in respect of children admitted in nursery classes. However, with regard to physically challenged children the minimum age of 5 (five) years was prescribed for disabled children undergoing non formal/vocational education. With effect from 21st February, 2012, the minimum age stipulated as 5 years for disabled children stand removed. Hence, there is no minimum age of child for whom reimbursement is claimed irrespective of the fact whether the child is disabled or not.
The maximum age for normal child is 20 years and for physically challenged children the maximum age is 22 years. O.M. No.12011/07(ii)/2011-Estt.(AL) dated 21.02.2012 refers.

12. Whether the school/institution should be recognized?

The school/institution has to be recognized by the Central or State Government or UT administration or by University or a recognized educational authority having jurisdiction over the area where the institution is situated. This also applies in respect of children studying in two classes prior to Class-I, i.e., nursery/LKG/UKG, etc. OM No. 12011/03/ 2008-Estt.(AL) dated 23.11.2009.

13. Whether CEA is payable for The children of Central Government employees and studying abroad, including children of citizens of Nepal/Bhutan but working in Government of India, and their children are studying in the schools in their native place?

The CEA is payable for the children of all Central Government employees including citizens of Nepal and Bhutan, who are employees of Government of India, and whose children are studying in the native place. However, a certificate may be obtained from the concerned Indian Mission that the school is recognized by the educational authority having jurisdiction over the area where the institution is situated.

14. What constitutes “Fee” as per para 1(e) of the O.M. dated 2/9/2008 and whether fee paid for extra-curricular activities to some other institute and reimbursement of, school bags, pens/pencils, etc., can be allowed? Is there any item- wise ceiling?

“Fee” shall mean fee paid to the school in which the child is studying, directly by the parents/guardian for the items mentioned in para 1(e) of the O.M. dated 2/9/2008. Reimbursement of school bags, pens/pencils, etc., may not be allowed. There is no item-wise ceiling. O.M. No.12011/07(i)/2011-Estt.(AL) dated 21.02.2012 refers.

15. Whether reimbursement can be allowed in case the original receipts are misplaced and duplicate receipts are produced by the Government servant?

Are the original receipts required to be attested/ countersigned/ rubber stamped by the school authorities? In case of misplacement of receipts given by the school/institution towards charges received from the parents/guardian, reimbursement may be allowed if the Government servant produces a duplicate receipt, duly authenticated by the school authorities. Receipts from private parties, other than the school, if misplaced shall not be entertained, even if a duplicate receipt is produced. Original receipts from school authorities need not be attested/ countersigned/rubber stamped by the school authorities.O.M. No.12011/07(i)/2011-Estt.(AL)dated 21.02.2012 refers.

16. Whether Development Fee/Parents’ Contribution charged by the school/institution is reimbursable?

Reimbursement of Development Fee/Parents’ Contribution is allowed w.e.f. 21st February,2012, vide O.M. No.12011/07(ii)/2011-Estt.(AL) dated 21.02.2012, on pro-rata basis, subject to the condition that the Government servant will have to certify that the school does not charge tuition fee. However, in respect of children studying in Kendriya Vidyalaya, the Vidyalaya Vikas Nidhi is reimburseable as it forms part of para 1(e) of O.M. No.12011/3/2008-Estt.(Allowance) dated 2.9.2008. O.M. No.12011/16/2009- Estt.(Allowances) dated 13.11.2009 refers.

17. Whether reimbursement of fee charged directly by the school for catering to the special needs of the child with disabilities duly certified by the concerned school authorities, in addition to items mentioned in para 1(e) of O.M. dated 2.9.2008, is permissible?

Reimbursement of fee charged directly by the school for catering to the special needs of the child with disabilities duly certified by the concerned school authorities, in addition to items mentioned in para 1(e) of O.M. dated 2.9.2008, is allowed w.e.f. 21st February, 2012.

OFFICE MEMORANDUM

Subject: Children Education Allowance/Hostel Subsidy-Clarification-

The undersigned is directed to refer to Department of Personnel & Training’s O.M.No.1201 I/03/2008-Estt.   ( AL) dated 2 September, 2008 and subsequent clarification No.l2011/08/2010-Estt.(AL) dated 30th December, 2010 on the above subject and to say that this Department has been receiving various references seeking clarification whether fee charged by schools for teaching through audio-visual aids can be reimbursed. 

It is clarified that fee paid to the school for the use of any aid or appliances by the child is reimbursable.
Hence,  if fee is charged by the school for teaching through audio-visual tools, the same is reimbursable as “fee” mentioned in para 1(e) of the O.M. mentioned above.

Sub: Children Education Allowance/Hostel Subsidy- clarifications thereon.

In terms of Railway Board’s letter No. E(W)/2008/ED-2/4 dated 01-10-2008 revised instructions were issued on Grant of Children Education Allowance to Railway employees based on the recommendations of Sixth Central Pay Commission. These instructions provide that Children Education Allowance shall be admissible to Railway servants up to a maximum of two children at the maximum rate of Rs.12,000 (since revised to Rs.15,000/-) per annum per child to cover expenses on education of children under various heads of fee as mentioned in the said letter. In respect of aforesaid policy it was further clarified under Board’s letter No. E(W)2008/ED-2/4 dated 10/06/2009 based on the advice received from Department of Personnel and Training and adopted by Railway Board, that reimbursement of Children Education Allowance is admissible for eldest two surviving children studying in schools affiliated to Board of Education.


2. It has come to the notice of Railway Board that reimbursement of Children Education Allowance has been allowed in certain cases prior to 10-06-2009 in respect of any two children of the Railway employees. Clarifications have been sought from Railway Board as to whether the Children Education Allowance paid prior to issue of Board’s guidelines dated 10-06-2009 in respect of any two children other than the eldest two children may be recovered. This issue has been examined in consultation with associate finance in Railway Board and it has been decided that no recovery need be made from such Railway employees where Children Education Allowance has been paid in respect of any two children other than eldest two surviving children prior to 10/06/2009.

3. This issues with the concurrence of Finance Directorate of Ministry of Railways.

The Department of Personnel and Training,(DOP&T), has been issuing clarification regarding Children Education Allowance time to time. The  FAQs (Frequently Asked Questions) and replies for the same relating to Children Education Allowance payable to Central Government Employees are given below

                                   FREQUENTLY ASKED QUESTIONS   

(1). Whether CEA is admissible to a Government Servant who ceases to be in service due to retirement, discharge, dismissal or removal from service in the course of an academic year ?

CEA/hostel subsidy shall be admissible till the end of the academic year in which the Government servant ceased to be in service due to retirement, discharge, dismissal or removal from service in the course of an academic year.


The payment shall be made by the office in which the Govt. servant worked prior to these events and will be regulated by the other conditions laid down under CEA scheme.

(2). Whether Children of a Government servant who dies while in service are still eligible for reimbursement under the new CEA scheme?

If a Government servant dies while in service, the Children Education Allowance or hostel subsidy shall be admissible in respect of his/her children subject to observance of other conditions for its grant provided the wife/husband of the deceased is not employed in service of the Central Govt., State Government, Autonomous Body, PSU, Semi-Government Organization such as Municipality, Post Trust Authority or any other organization partly or fully funded by the Central Govt/State Governments. In such cases the CEA/Hostel Subsidy shall be payable to the children till such time the employee would have actually received the same, subject to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the Govt. servant was working prior to his death and will be regulated by the other condition laid down under CEA Scheme

3) Whether any upper age limit of the children has been prescribed for ciaming CEA?

Whether CEA can be allowed in case of children studying through “Correspondence or Distance Learning”? If so the age limit prescribed for the same. The upper age limit for disabled children has been set at the age of 22 years. In the case of other children the age limit will now be 20 years or till the time of passing 12th class which ever is earlier. Cases where reimbursement have been already made, in respect of children above this age may not be reopened. It has also been decided that CEA may henceforth be allowed in case of children studying through “Correspondence or Distance Learning” 5ubject to other condition prescribed

4) What is the definition of the terms ‘two sets 0f uniform’ which occur in para1(e) of our O.M. dated 2.9.08. What is the definition of ‘one set of shoes’?

It is clarified that ‘one set of shoes’ would mean one pair of shoes and ‘two sets of uniform’ would mean two sets of uniform prescribed by the school in which the child is studying. A set of uniform will include all items of clothing prescribed for a day, as uniform by the school. Reimbursement may be allowed for two sets of such uniform irrespective of the colours /winter/ summer/ PT uniform

(5) What is the definition of ‘station’ for the purpose of hostel subsidy ?

It is clarified that for the purpose of hosted subsidy, station would be demarcated by the first three digits of the PIN Code of the area where the Government Servant is posed and/or residing’. ‘The first three digits of the PIN Code indicate a Revenue District

(6) Whether fee paid to organizations/institutions other than the school or fee paid to private tutors for purposes mentioned in para 1(e) of the OM dated 2.9.2008 is reimbursable?

No. It is clarified that the term ‘fee’ contained in the para 1(e) of the OM dated 2.9.2008 would mean the fee charted by the school directly from the student

7. Whether Reimbursement of Children Education Allowance (CEA) for 3rd child is permissible if CEA has not been claimed for 1st and or 2nd child. As per OM dated 2.9.2008 CEA is admissible for two school going children. Does it mean any two school going children?

As per OM No. 12011/03/2008- Estt.(AL) dated 11 .11.2008, Children Education Allowance would be admissible for more than two children in case the number of children exceeds two as a result of the second child birth resulting in twins or multiple birth. This implies that the CEA will be admissible only in the cases of two eldest surviving children and CEA for third or subsequent child will only be permissible if there is a case of multiple birth at the time of second child birth. Further, reimbursement of CEA for the 3rd child is admissible in case of failure of sterilization operation.

i) Whether Children Education Allowance would be admissible beyond two children due to failure of sterilization operation.

The re-imbursement of Children Education Allowance is admissible only for the first child born after failure of sterilization operation.

(ii) whether the admissible amount per annum per child (annual ceiling of Rs.15000/-) on account of CEA can be reimbursed in fill in the first quarter of the financial/academic year itself.

i) It is clarified that a Government servant is allowed to get 50% of the total amount subject to the overall annual ceiling in the first quarter and the remaining amount in third and or fourth quarter. Frontloading of the entire amount in the first and second is not allowed.

(ii) A Government servant can claim full amount subject to the annual ceiling of Rs.15000/- in the last quarter

Fee charged directly by the school/institution for catering to the special needs of the child with disabilities, duly certified by the school authorities, shall be reimbursed in addition to items mentioned in para 1(e) of O.M. dated 2-9-2008.


The school/institution shall be aided or approved by the Central/State Government/UT Administration or whose fees are approved by any of these authorities


14. Whether any age limit has been prescribed for reimbursement of CEA in respect of children studying in nursery classes?


There is no minimum age prescribed for reimbursement of CEA in respect ol children admitted in nursery classes. However, with regard to physically challenged children the minimum age of 5 (five) years has been prescribed. Henceforth, there will be no minimum age for any child for claiming reimbursement of Children Education Allowance/Hostel Subsidy


15. Whether the school/Institution should be recognized?


The school/Institution has to be recognized by the Central or State Government or U’T administration or by University or a recognized educational authority having jurisdiction over the area where the institution is situated.

Subject: Children Education Allowance.

Subsequent to issue of Department of Personnel & Training’s O.M. No.12011/03/2008—Estt.(Allowance) dated 2nd September, 2008 and clarifications issued from time to time on the subject cited above, a number of references have been received on certain aspects of Children Education Allowance / Hostel Subsidy. After due consideration of the references, in consultation with the Ministry of Finance, Department of Expenditure, the following modifications/alterations are carried out with effect from the date of issue of this O.M. on pro-rata basis:

i. Development Fee/Parents’ Contribution charged by the school/institution in lieu of tuition fee shall be reimbursed. The Government servant will have to certify to the effect that tuition fee has not been charged by the school/institution.

ii. Fee charged directly by the school/institution for catering to the special needs of the child with disabilities, duly certified by the school authorities, shall be reimbursed in addition to items mentioned in para 1(e) of O.M. dated 2-9-2008. The school/institution shall be aided or approved by the Central/State Government/UT Administration or whose fees are approved by any of these authorities.

iii. The minimum age of 5 years, stipulated in O.M. No.12011/03/2008—Estt.(Allowance) dated 11th November, 2008, for disabled children, pursuing non-formal education or vocational training stands removed. Henceforth, there will be no minimum age for any child for claiming reimbursement of Children Education Allowance/Hostel Subsidy.

Subject: Children Education Allowance-Clarification-

The undersigned is directed to refer to Department of Personnel & Training’s O.M. NO.12011/03/2008-Estt.(Allowance) dated 2nd September,2008, and subsequent clarifications issued from time to time on the subject cited above, and to state that various Ministries/Departments have been seeking clarifications on various aspects of the Children Education Allowance/Hostel Subsidy. The doubts raised by various authorities are clarified as under:

What constitute “Fee” as per para l (e) of the O.M. dated 2/9/2008 and whether fee paid for extra-curricular activities to some other institute and reimbursement of, school bags, pens/pencils, etc., Can be allowed? Is there any item-wise ceiling?
“Fee” shall mean fee paid to the school in which the child is studying, directly by the parents/ guardian for the items mentioned in para l (e) of the O.M. dated 2/9/2008. Reimbursement of school bags, pens/pencils, etc., may not be allowed. There is no item-wise ceiling.

Whether reimbursement can be allowed in case the original receipts are misplaced and duplicate receipts are produced by the Government servant?
In case of misplacement of receipts given by the school/institution towards charges received from the parents/guardian, reimbursement may be allowed if the Government servant produces a duplicate receipt, duly authenticated by the school authorities. Receipts from private parties, other than the school, if misplaced shall not be entertained, even if a duplicate receipt is produced. Original receipts from school authorities need not be attested/countersigned/rubber stamped by the school authorities.

Whether a Government servant is allowed to get 50% of the total amount subject to the overall annual ceiling in the first quarter and the remaining amount in third and or fourth quarter?
Reimbursement of 50% of the entitled amount for the academic year could be allowed in the first and/or second quarter and the remaining amount could be reimbursed in the third and/or fourth quarter. However the entitled amount can be reimbursed in the last quarter.
4.
It is provided that whenever the DA increases by 50% the CEA will increase by 25%. What shall be the date of effect of such enhancement?
Any enhancement in the ceiling of reimbursement per annum due to increase in DA by 50%,shall be applicable on pro-data basis from the date of increase in DA, subject to actual expenditure during the quarte

Subject: - Clarification on Children Education Allowance.

The undersigned is directed to refer to DOP&T O.M. No. 1201 1 /03/2008- Estt(Al1owance) dated 02-09-2008 and clarificatory OM No.12011/16/2009-Estt.(AL) dated 13.1 1.2009 on the Children Education Allowance(CEA)Scheme, this Department has been receiving references from various Departments seeking further clarifications. The doubts raised are clarified as under:-


i) Whether Children Education  Allowance would be admissible beyond two children due to failure of sterilization operation.

The re-imbursement of Children Education Allowance is admissible only for the first child born after
failure of sterilization operation.

(ii) whether the admissible amount per annum per child (annual ceiling of Rs.15000/-) on account of CEA can be reimbursed in fill in the first quarter of the financial/academic year itself.

It is clarified that a Government servant is allowed to get 50% of the total amount subject to the overall annual ceiling in the first quarter and the remaining amount in third and or fourth quarter. Frontloading of the entire amount in the first and second is not allowed.

(ii) A Government servant can claim full amount subject to the annual ceiling of Rs.15000/- in the
last quarter.

Clarification on increase in certain allowances by 25% as a result of enhancement of Dearness Allowances w.e.f. 1.-1.-2011

Subject: Clarification  on  increase  in  certain allowances  by  25% as a  result  of enhancement of Dearness Allowances w.e.f. 1.-1.-2011

On  the  above  mentioned  subject,  it  is  stated that  consequent  upon enhancement of Dearness Allowance payable to Central Government employees @ 51% w.e.f.  1st  January, 2011  vide Ministry of Finance, Department of Expenditure O.M.  No.1(2)/2011-E-I1  (l3)  dated  24th    March, 2011,  the following points  are clarified: 

a) The annual ceiling limit for reimbursement of Children Education Allowance  shall  be Rs.15,000/-  per  child.  Accordingly,  the  quarterly  claim  could  be more than Rs.3750/- in one quarter and less than Rs.3750/- in another quarter subject to the annual ceiling of Rs.15,000/- per child and Hostel Subsidy shall be Rs.3750/- per month per child; 

b)  The  rates  of  Special Allowance  for  Child  Care to  women  with disabilities stands revised to Rs. 1250/- per month; and 

c) The  annual  ceiling for  reimbursement  of  education  allowance  for  disabled children of Government employees shall be treated  as revised to Rs.30,000/- per  annum per  child and the rates of Hostel Subsidy for disabled children of  Government employees shall  be treated as revised  from Rs.6000/-  per  child per month to Rs.75001- per child per month. 

2.   These revisions are applicable with effect from 1st  January, 2011 

3 .   These revisions shall be subject to other terms and conditions mentioned in this Department's  O.M. No.12011/03/2008-Estt  (Allowance)  dated  2.9.2008  and O.M. No  1201 1/04/2008 dated  11.9.2008.

Subject: Clarification on Children Education Allowance

The undersigned is directed to refer to DOP&T O.M. of even No. dated 2.9.2008 on the above subject. Para l(c) of the said O.M. says
"Reimbursement will be applicable for expenditure on the education of school going children only i.e. for children from classes nursery to twelfth including classes eleventh and twelfth held by junior colleges or schools affiliated to Universities or Board of Education".

Various clarifications are being sought with regard to the definition of 'nursery' as the same is being called by different names in different institutions. This matter was considered in consultation with Ministry of Finance. It is clarified that 'classes nursery to twelfth' will include classes I to XII + 2 classes prior to class I irrespective of the nomenclature.

It is further clarified that in respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Govt. school or any educational institution whether in receipt of Govt. aid or not, recognized by the Central or State Govt. or Union Tenitory Administration or by University or a recognized educational authority having jurisdiction over the area where the Institution is situated.

Sub: Children Education Allowance/ Hostel Subsidy - Clarification.
The undersigned is directed to refer to DOP&T OM No.120111312008-Estt. (Allowance) dated 2" September, 2008 on the above subject and to say that this Department has been receiving various references from Government servants, Ministries/ Departments seeking clarification whether Vidyalaya Vikas Nidhi (VVN) charged by Kendirya Vidyalayas is reimbursable
as per items detailed in para l(e) of the above mentioned OM. The matter has been considered in consultation with Ministry of Finance. It is clarified that Vidyalaya Vikas Nidhi charged by Kendriya Vidyalayas will also form part of para l(e) of the said OM and can be claimed for reimbursement under the scheme of Children Education Allowance subject to the annual
ceiling of Rs. 12000 per child. Where Vidyala Vikas Nidhi has not been admitted for reimbursement in past cases, the same may now be considered for reimbursement, subject to the other conditions.
This Department has also been receiving references seeking clarification whether Children Education Allowance can be claimed in respect of any two children by Government Servants who have more than two children. It is clarified that Children Education Allowance is admissible for the two eldest surviving children only, except when the number of children exceeds two due to second child birth resulting in multiple births.

Children Education Allowance- Are the Procedures very simple?

Before September 2008, the Assistance for education of children was available to all Central Government employees without any pay limit . The assistance was in the form of :-
i) Reimbursement of Tuition Fee of upto Rs.40 per month for students in Class I to X and Rs.50 per month for students in Class XI & XII. In case of physically handicapped and mentally retarded children, the maximum limit is Rs.100 per month.
ii) Children’s Education Allowance is payable at the rate of Rs.100 per month in case the Government employee is compelled to send his child to a school away from the Station of his posting.
iii) Hostel subsidy at the rate of Rs.300 per month is paid in case the employee is obliged to keep his children in a hostel away from the Station of his posting and residence on account of transfer.
In all these cases, the benefit is available up-to 3 children in respect of children born upto 31/12/1987 and 2 children born thereafter.

The Sixth Pay Commission recommended merger of Children Education Allowance and Reimbursement of Tuition Fee which will henceforth be reimbursement upto the maximum of Rs.1000 per child per month subject to a maximum of 2 children. Hostel subsidy may be
reimbursed up to the maximum limit of Rs.3000 per month per child. The limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay bands goes up by 50%.Everybody felt happy about this recommendation.

But after the implementation of Children Education Allowance on September 2008, claiming the CEA is not that much easy as told in 6CPC recommendation and the DOP&T order. Bills submitted by the Govt staffs were rejected by some Govt establishments on various reasons. As a result of this the CEA for the Academic Year 2008-2009 was not paid properly.

The DOP&T order OM. No. 12011/03/2008-Estt.(Allowance) says that, ‘In order to ensure that Government servants have no difficulty in claiming reimbursement, the procedure under this scheme is being kept simple. Reimbursement should henceforth be made on the submission of original receipts on the basis of self certification by the Government servant.’

Since the RTF is named after an ALLOWANCE (CHILDREN EDUCATION ALLOWANCE), why shouldn’t it be paid as other Allowances like HRA, TA and DA?
Where ever procedure comes, Difficulty will enter there without invitation
. So
‘In order to ensure that Government servants have no difficulty in claiming CEA, the procedure must be removed.’. Will the Government do the necessary amendments in the CEA order?

Children Education Allowance- Clarification
Subsequent to issue of DOP&T OM No. 12011/3/2008-Estt(Allowance) dated 2nd Sept, 2008 allowing Children Education Allowance / Hostel Subsidy, clarifications on certain points have been sought by Govt. servants / Ministries / Departments.The doubts raised by various authorities are clarified as under:
1."Year" means academic year i.e. twelve months of complete academic session.
2.The amount of reimbursement of Children Education Allowance may be calculated on prorata basis @ maximum of Rs. 1000 per month per child w.e.f. 1st September, 2008.
3.In cases where minimum qualifications for admission in the two years Diploma course in Polytechnic is 10th class and the student joins the polytechnic after passing 10th class, the reimbursement of tuition fees shall also be allowed for the 1st and 2nd year classes of the above course.
4.Restriction of classes Nursery to class Twelfth as applicable for Children Education Allowance is also applicable for drawing hostel subsidy.
5.The Children Education Allowance is admissible, if the number of children exceeds two as a result of second child birth resulting in twins or multiple births.6.The Children Education Allowance shall be admissible to a Govt. servant while he/she is on duty or is under suspension or is on leave (including extra ordinary leave)
