NFIR Objects the Views of Committee on evolving New formula for PLB

Sub: Committee for evolving a new formula for Productivity Linked Bonus (PLB) on Indian Railways – reg.

Ref:

(i) Railway Board’s letter No. ERC-1/2014/23/15 dated 21/03/2014.
(ii) NFIR’s letter No. I/10/Pt. IV dated 09/04/2014.
(iii) Railway Board’s letter No. E(P&A)II-2013/PLB-8 dated 11/02/2015 and 03/03/2015.

         At the outset, NFIR invites kind attention of the Railway Board to Federation’s letter dated 09/04/2014 wherein Federation had conveyed its disagreement to the Railway Board’s decision for disturbing the bipartite agreement and proceeding with formation of a Committee of AMs for evolving new formula for calculation of Productivity Linked Bonus (PLB) in Railways.

2. NFIR also takes strong objection to the views of the AMs Committee who feel that the Scheme for PL Bonus for Railway employees was introduced in consultation with the two Federations. In this connection, NFIR desires to clarify that the bipartite agreement for payment of PL Bonus to Railway employees was signed jointly by the Railway Board and Federations on 22nd November 1979. Federations further desires to state that the agreement can only be modified with mutual consent of the stake holders.

3. From the above it could be seen that the PL Bonus agreement was reached in the year 1979 for providing substantial motivation to the workforce for achieving higher production by way of enhancing their output and improved quality of service. Over the years the freight loading has been improved as a result of dedicated efforts of workforce.

4. It is further stated that since the last two years, the Railway Board has been attempting to reduce the number of days of wages towards payment of PL Bonus in the name of Capital Input. There were strong protest and the Federations did not agree for any reduction of 78 days wages. The Railway Ministry had accordingly paid PL Bonus to Railway employees equivalent of 78 days wages with notional calculation of salary @ Rs. 3500 p.m. during two previous years. A bench mark “78 days wages” needs to be adopted in any case when a formula is required to be finalized in consultation with us. Equally the salary calculation ceiling should be removed as the payment of bonus for Railway employees is linked to the productivity as enunciated in the agreement dated 22 November 1979.

NFIR hopes that the Railway Board would give serious consideration to the above points and take steps towards reaching an agreement with the Federations in the interest of preserving healthy industrial relations in the Railways.

Sir,

I am directed to state that Ministry of Railways have constituted a Committee of Additional Members vide Board’s Letter No.ERB-I/2014/23/15 dt.21.3.2014 for evolving a new formula for productivity Linked Bonus on Indian Railways Keeping in view the recommendations of the Sixth Central Pay Commission and the views of the Ministry of Finance.

The Committee has held a number of meetings and deliberated on the issue and arrived at a proposed formula for calculation of PLB.

The Committee has been mandated by Board to discuss the issue with the Federations before submitting its recommendations for consideration/approval of appropriate authority. Accordingly, the draft report containing the proposed formula arrived at by the committee is sent herewith for furnishing your views within 15 days positively to enable the committee to finalize its recommendations.

Productivity linked Bonus for the employees of ESI Corporation – 2011-12 sanction regarding

MEMORANDUM

Sub: Productivity linked Bonus for the employees of ESI Corporation – 2011-12 sanction regarding.

Ref: This Office OM of even NO. dated 17.10.2012.

In continuation of this Office OM under reference, the approval of the competent Authority is hereby communicated for the payment of Productivity Linked Bonus equal to 60 (Sixty) days’ wages to the employees of the Corporation for the year 2011-12 as worked out on the basis of the existing scheme of Productivity Linked Bonus.

Accordingly, the advance already paid to the employees may be adjusted and no recovery is to be effected and the undertaking be treated as null and void. However, in case of employees who have not been paid the advance, action may be initiated for the payment of Productivity Linked Bonus (PLB) equal to 60 (Sixty) days’ wages subject to the maximum of Rs. 7,000/- (Rupees Seven Thousand Only) for the year 2011-12 as worked out on the basis of the existing scheme of Productivity Linked Bonus.

The other terms and conditions governing the PLB will remain the same.

Minister promises for 78 days bonus for Railway employees


Railways is planning to give Productivity Linked Bonus (PLB) equivalent to 78 days' wages to its 12 lakh employees.

In this connection, Railway Minister Mr.Dinesh Trivedi assured in a meeting with federations that 78 days’ productivity-linked bonus (PLB) would be given to employees in the grade pay ranging from Rs 1,800 to Rs 4,600.

The sanction of Bonus would result in additional burden of Rs 600-700 crore for Railways.

During previous year, Railway employees were granted bonus for 77 days. Out of total employees of 13.26 lakh railway employees, around 1.26 lakh employees will not be covered by productivity linked bonus on account of ceiling of pay received.

It is estimated that if PLB is granted as per the above calculations, the maximum amount of bonus an employee can get will be around Rs.8900 as the maxium bonus that can be sanctioned for 30 days is fixed at Rs.3500 in the bonus Act.

M Raghavaiah, General Secretary of National Federation of Indian Railwaymen, said, "We had demanded 80 days bonus this year because Railways have carried more loadings than last year. Loadings have gone up from the 876 million tonnes (MT) in 2010 to 924 MT till March 2011."

The union leader has also added that "It is true that Railways' financial position is not good. But its employees should not be deprived of their due because of that. We have suggested passenger fare hike to improve finances."
