Subject: Allowances and Special Facilities to Civilian Employees of the Central Government serving in the States of the North Eastern Region (including Sikkim) and in the Union Territories of Andaman & Nicobar, Lakshadweep group of Islands — Extension of the benefits related to Travelling Allowance to Civilian Employees posted in Ladakh region of the State of Jammu & Kashmir- Implementation of the recommendations of the Sixth Central Pay Commission- reg.

With a view to attracting and retaining competent officers for service in the North-Eastern Region(NER), Andaman & Nicobar(A&N) Islands and Lakshadweep group of Islands, consolidated orders relating to Allowances and Special facilities to the Civilian Central Government employees posted in those areas were issued vide this Department’s OM No. 1 1(2)/97-E.I1(B) dated 22.07.98 as amended from time to time.

2. The Sixth Central Pay Commission had inter-alia recommended that all concessions allowed to Government employees in NER be also extended to the Government employees posted in Ladakh. On acceptance of the recommendations of the Sixth Central Pay Commission, the President is now pleased to decide that concessions related to Travelling Allowance on First Appointment, Travelling Allowance for Journey on Transfer, Road Mileage for Transportation of Personal Effects on Transfer as per para 2(v) and (vi) of this Department’s OM No. 11(2)197- E.II(B) dated 22.07.98, as amended from time to time, shall extend to the Civilian Central Government employees posted in Ladakh region of the State of Jammu & Kashmir also.

3. This Order will take effect from September 1, 2008.

4. In respect of persons serving in the Indian Audit & Accounts Department, this Order issue in consultation with the Comptroller and Auditor General of India.

Jammu and Kashmir Govt Employees held a protest demonstration to increase Retirement Age

 Government employees of Jammu and Kashmir today held a protest demonstration at the Raj Bhavan here demanding an increase in retirement age and regularisation of daily wagers.

The demonstration was led by Joint Consultative Committee (JCC) of Jammu and Kashmir Government employees and attended by over 300 government employees associated with several employees’ organisations, federations and committees.

The Joint Consultative Committee (JCC) of J-K Government employees has announced a three-day strike from May 24 to press for their demands.

Employees are demanding enhancement in retirement age from 58 to 60 years, payment of pending 6th pay commission arrears, removal of pay anomalies, regularisation of daily wagers and contractual employees, JCC member Subhash Verma told reporters.

Over 4.5 lakh Government employees will go on a strike and make it successful so that the government fulfils our long-pending demands which they had agreed earlier but not implemented, he said.

There will be a total pen down strike for three days and on May 25, employees will ghearao the civil secretariat and march to Raj Bhavan in Srinagar on May 26 to hold protest demonstration in support of the demands

LTC to visit Jammu&Kashmir by Air-last date to avail this relaxation is 17-06-2011

Last date to avail the relaxation of travel by air on LTC to visit Jammu&Kashmir is 17.6.2012.

The fantastic opportunity to travel by air with family members to visit Jammu&Kashmir will be ended on 17.6.2012 and the relaxation to travel by air with family members to visit North East Region area to avail upto 30.4.2012 only. There is no confirmation to further extension of the relaxation to travel by air to Jammu&Kashmir and NER to Central Government serving employees.

CCS(LTC) Rules, 1988-Relaxation for travel by air to visit J&K.

The undersigned is directed to refer to the 0M. of even number dated the 18.6.2010 and to state that the Ministry of Finance (Department of Expenditure) have clarified that the term ‘Entitled class” mentioned in para 1(u) of the above quoted O.M.refers to “Economy class” only. All LTC claims for travel by air may accordingly be restricted to LTC80 Economy class air fare of Air India from the date of issue of this Office Memorandum.

2. Past cases already settled will not be re-opened.

Regulation of journeys by private airlines while availing Leave Travel Concession to Jammu & Kashmir.

            

After issue of DOPT O.M. No.31011/2/2003-estt.(A) dated 18/6/2010 regarding relaxation for travel by air to visit J&K, clarifications have been sought by Government servants/various Ministries/Departments from time to time. The doubts raised by various authorities have now been clarified by Ministry of Finance (Department of Expenditure) as under:-

Point raised    

1.Whether entitled officers can travel by Private airlines to J&K ?    

Clarification 

Yes. Travel by private airlines is available to all the categories of Government employees including those entitled in travel by Air. 

Point raised 

2.Whether the restriction of LTC 80 fare of Air India will apply in these cases ?    

Clarification 

LTC 80 fare would apply to all cases including those entitled to travel by air irrespective of their airlines.

3.This issues in consultation with Ministry of Finance (Department of Expenditure) vide their I.D. No.821838/SO-E.IV/2010 dated 3rd August, 2010

CCS (LTC) Rules, 1988 – Relaxation for travel by air to visit J&K

The undersigned is directed to say that in relaxation of CCS(LTC) Rules. 1988, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following scheme:-

(i) All officers/employees of Government of India will be allowed to avail LTC to visit J&K against conversion of one block of their Home Town LTC.

(ii) Officers/employees of Government of India entitled to travel by air can avail this LTC in their entitled class.

(iii) All other employees of Government of India can travel by air in economy class from Delhi and Amritsar to any place in J&K by any airlines subject to their entitlement being limited to LTC-80 fares of Air India. Journey from their place of posting up to Delhi/Amritsar will have to be undertaken as per their entitlement.

(iv) Restriction of air travel only by Air India on LTC to other places shall continue to remain in force.

(v) This scheme shall be effective from the date of issuance.

2. These orders shall be in operation for a period of two years from the date of issue of this O.M.

3. In their application to the staff serving in the Indian audit and Accounts Department, these orders issue on consultation with comptroller and Auditor General of India.

Special Scholarship Scheme for Jammu & Kashmir

The Cabinet Committee on Economic Affairs approved a Special Scholarship Scheme for Jammu & Kashmir to encourage the youth of J&K to pursue higher studies outside their State. The total cost of the scheme will be Rs.1200 crore of which Rs.88 crore will be incurred in the current financial year. 

It is proposed to provide 5000 fresh scholarships every year over the next five years. Of these 4500 scholarships will be for general degree courses, 250 for engineering and 250 for medical studies. Every scholar will get upto Rs.30,000 per annum for tuition fees for general degree courses, upto Rs.1.25 lakh per annum for engineering course and upto Rs.3 lakh per annum for medical studies. In addition to these, hostel fees and incidentals will also be given for all categories of courses upto a ceiling of Rs. one lakh per annum. 

Only those students belonging to the State of Jammu & Kashmir, who pass the Class XII or equivalent exam from the J&K Board and pursue general degree courses, engineering, medical studies and other professional courses in Government colleges/ institute/ other reputed institutes, located outside the State of Jammu & Kashmir would be eligible for scholarship under this scheme. The income ceiling will be Rs.4.5 lakh per annum.

Pay arrears to employees: Karra to Govt

Urging upon the state government to address the ‘genuine’ demands of state and other PSUs, former Finance Minister and PDP leader, Tariq Hameed Kara Sunday said the agreement reached upon earlier between the parties should be implemented in letter and spirit without any further delay.

He said the government had entered into an agreement with the representatives of the government employees on payment of their arrears, removing pay anomalies etc, which is yet to be implemented.

Kara said, “When on one hand, the government claims to have earned the largest ever plan size of sixty six thousand crore, it cannot and should not put the just and genuine demands of the employees on back burner which is likely to hamper the growth and developmental activities in the state.”

The government, Kara said, owes an explanation whether it has projected the demands of the employees before the Planning Commission in its recent meeting. “On one hand government says that it can’t resolve the issue unless central government steps in to bail out the state from its financial implications and rightly so but how can it forget projecting these demands before the central government” Kara said adding further that the government itself claimed that whatever projected before the planning commission, it earned that, then should it be deemed that it (government) simply forgot its employees. “if it is so, then it is criminal negligence on part of the state government” added Kara.

He said the state government must address the genuine demands of the employees to remove the discontent among the employees.

"Government should address the issues concerning the employees in a spirit of understanding and accommodation to avoid repetition of confrontation” Kara said adding further that it (government) cannot hope to serve the people if its entire administrative machinery is dissatisfied.

Terming the employees as the vehicles of change of the government, Kara said dissatisfied and dejected employees cannot ensure work culture and hassle free service to the people of the state.

Kara asked the Chief Minister to take personal interest in solving the demands of State employees so that confrontation between Government and employees could be avoided.

JK Govt approaches Centre for 6th pay commission arrears

The Jammu and Kashmir government today said it has approached the Centre for providing funds to pay the arrear of the Sixth Pay Commission to its employees. Replying to a question by M Y Tarigami in the Assembly, Finance Minister Abdul Rahim Rather said the government has approached the Centre for providing funds to pay the arrear of Sixth Pay Commission to the employees of J&K, adding that Prime Minister Manmohan Singh during his visit to Srinagar has agreed to look into issue. The Minister said that the issue was also taken up with Union Ministry of Finance to supplements the States requirement of Rs 4,200 crore to meet the demand regarding payment of 6th Pay Commission of the state employees. He said the Union Ministry of Finance in its communication has indicated that Centre has received requests from many other State Governments also for financial assistance to implement the 6th Pay Commission recommendations and it has been conveyed to the State Governments that the decision to adopt the recommendations of 6th Central Pay Commission for employees falls entirely within their domain and it is not possible for the Central Government to provide financial assistance to the States on this account.This position has also been reflected in reply to various Parliament questions and it would be difficult to take a decision for J&K only, he said.The Finance Minister said that Union Ministry of Finance has communicated that it is not possible to accede to any state's request for assistance to payment of salary arrears on account of adoption of 6th Central Pay Commission recommendations.

Kashmiri migrant teachers meet Sonia with grievances

Peeved at Delhi Government not regularising their services, a group of Kashmiri migrant teachers today approached UPA Chairperson Sonia Gandhi requesting her to intervene in the issue.

Around 300 Kashmiri migrant teachers, working in various Delhi Government schools on contractual basis for the last 20 years, have been demanding regularisation of their services and salary on a par with regular teachers.

A group of the teachers' representatives along with officials of S K Foundation, which has been fighting for the teachers' cause, requested Gandhi to impress upon Delhi Government to concede their demands.

The Kashmiri Pandit teachers on contract currently draw monthly salary in the range of Rs 8,000 to Rs 13,000 against the pay package of Rs 32,000 to Rs 40,000 for regular teachers.

JK Govt invokes ESMA against striking employees

Jammu and Kashmir government today invoked the Essential Service Maintenance Act (ESMA) against its Public Health Engineering department employees who are to begin a strike from tomorrow demanding higher wages.

"The government declared the strike call given by a section of Public Health Engineering (PHE) employees from February 15, 2011 as illegal and repugnant to the public interest. It has decided to invoke sections of ESMA against the employees to ensure that people do not suffer on account of the strike", an official spokesman said here.

A section of PHE employees has decided to go on strike for 72 hours from February 15 to press for the implementation of their demands.

Doctors' strike enters fifth day in Jammu

            Health services remained paralysed in the district as the indefinite strike by government doctors, demanding revision in their pay packages, entered the fifth consecutive day today.

          Work was badly affected in Government Medical College (GMC) and several hospitals in Jammu due to the strike.
          Emergency services, however, were being run by senior doctors.

                    The doctors held demonstrations and organised a rally within the complex of GMC hospital and several leaders addressed the medicos and demanded immediate fulfilment of their demands.

         The strike has affected the health care services in Primary Health Centres hospitals at Samba, Rajouri, Ramban, Poonch, Udhampur, Kathua, Billawar, Basholi, Bhaderwah, Doda, Kishtwar and Batote of Jammu region.
             At the government medical college, some patients and their relatives held demonstrations demanding immediate medicare facilities and urged the government to fulfil the demands of the doctors.
