Announce the Dearness Allowance from January 2015: BPMS to FM

The BPMS has requested Finance Minister to declare the Dearness Allowance from January 2015. Since this federation is affiliated to BMS which is a trade union wing of Bharatiya Janata Party, bapus believe, its prayer would be answered positively by the central government.

BPMS in its letter dated 1.4.2015, invited the attention of the Finance Minister that the Ministry of Finance has not yet announced the rate of dearness allowance payable from 01.01.2015. This was not only creating financial hardships but creating discontentment amongst the employees also. It has been mentioned in the letter that it was the practice of the Finance Ministry to declare the Dearness allowance hike payable from January to central Government employees, in the month of March. Therefore it requested finance ministry to declare the dearness allowance without any delay. The copy of the letter is given below

With due regards, it is submitted that on the basis of Consumer Price Index for Industrial Workers, it has been the previous pratice of the Finance Ministry that it declares the Dearness Allowance upto the last week of March payable to Central Government employees with effect from 1st January of the year.

But this year the Ministry of Finance has not yet announced the rate of dearness allowance payable from 01.01.2015. This is not only creating financial hardships but creating discontentment amongst the employees also.

Therefore, you are requested to take appropriate action so that all the Central Government employees may get their legitimate justify of cuurent rate of DA without further delay.

Delay in Announcement of DA Hike from January 2015

Since the implementation of the recommendations of the 4th central pay commission in 1986, the announcement of approval and the order for granting Dearness Allowance to government employees were issued in March and September itself until it was violated once under UPA regime. In 2013, the approval for granting DA hike due from January 2013 was delayed inordinately. All the central government employees had waited patiently up to 31st March 2013. Even 1st and 2nd week of April 2013, there was no signs announcing the DA hike by the Central government. Then, the federations like AIRF and Confederation of central government employees and workers have raised objection over the inordinate delay of announcing DA. And they wrote letters to the Central Government to declare the Dearness Allowance immediately to avoid the confrontation.

While briefing the situation, the Confederation of central government employees and workers has mentioned in the editorial of their blog on 17th April 2013 that ‘This naturally is quiet disturbing, especially in the time of galloping price line. The employees have, in the past, fought bitterly for grant of DA and the 3rd CPC gave a definite formula for DA in the aftermath of the one day strike on 19th September 1968. We cannot allow the hard won DA to be tampered with.’

The next day, ie on 18th April 2013 the union cabinet approved the DA hike which is due from January 2013.

This time the NDA Government started repeating the same story in its first year itself. As we mentioned earlier the DA hike from July 2014 has been announced un expectedly on 4th September 2014. So there was huge expectation this time that the present government would not make any delay in announcing the Payment dearness allowance from January 2015. But it seems that the government finds no time to take any decision over the issue of 50 Lakh Central government employees and Pensioners. Whether the central government expects the federations to plead for announcing DA hike? Or it really has no time to decide on this issue?

However, yesterday the Ministry of Finance issued a clarification dated 1st March 2015, in which it has been clarified that a fake order for payment of Dearness Allowance was being circulated in Government Departments/offices and all Ministries/Departments and Central Government offices were advised not to take cognisance of these fake instructions being circulated in Government offices.

To avoid confusion and frustration among central government employees, it is expected that the central government should announce its approval for Payment of Dearness Allowance from January 2015 immediately.

Subject:- Payment of Dearness Allowance to Central Government Employees – Revised Rates effective from 01.01.2015 – Fake Order/Instructions – Clarification regarding.

It has come to the notice of the Department of Expenditure, Ministry of Finance that Office Memorandum bearing F. No. 1/2/2015-E.II(B) dated 30th March, 2015 under the signature of Shri A. Bhattacharya, Under Secretary, Department of Expenditure, regarding Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 01.01.2015, is being circulated amongst Government Departments/Offices.

2. It is clarified that the O.M. dated 30.03.2015, purportedly issued by the Ministry of Finance, is a fake and that no such instructions have been issued by the Department of Expenditure, Ministry of Finance. Accordingly, all Ministries/Departments and Central Government offices are hereby advised not to take cognisance of these fake instructions being circulated in Government offices.

Subject: Revision of Special Allowance and Cash Handling Allowance as a result of enhancement of Dearness Allowance w.e.f. 1.1.2014

References are being received from various Ministries with regard to the amount of Special Allowance and Cash Handling Allowance admissible consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 100% w.e.f. 1st January, 2014 announced vide Ministry of Finance, Department of Expenditure O.M. No.1/1/2014-E-II (B) dated 27th March, 2014.

2. This Departments O.M. 4/6/2008-Est(Pay II) dated 1.10.2008 provides that the rates of Special Allowance and Cash Handling Allowance will be increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.

3. All Ministries/Departments are therefore, again advised to take necessary action accordingly.

Cabinet Approval for increasing DA from January 2015 is expected this week

The proposal for enhancing the rate of Dearness Allowance to 113% to be paid from January 2015 may be approved by the Union Cabinet this week. The Additional installment of Dearness Allowance which is due from 1-1-2015 will be increased from existing 107 % to 113% with the increase of 6%. The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.

Last time, the proposal for increasing the DA from July 2014 got its approval from the Union Cabinet on 4th September 2014 . The Union Cabinet Chaired by Prime Minister gave its approval for the release of an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2014. That was an increase of seven percent over the then rate of 100 percent of the Basic Pay/Pension. Actually this announcement was left unnoticed by the Media until the PIB published this news. The Central Government made this decision without any hype and at the time of there was no expectation.

Likely it was expected that the proposal of increasing Dearness Allowance to 113% might be approved by Union Cabinet in the Last Meeting of CCEA, which took place on 4th March 2015. But no decision has been made on this proposal. So it is expected that the Approval for increasing rate of DA from January 2015 by the Union cabinet will be accorded in the next cabinet meeting by this week.

NMC urges FM to raise IT exemption limit to 5Lakh and for Merger of DA

JAMMU: The National Mazdoor Conference today asked Union Finance Minister Arun Jaitley to raise the income tax exemption limit to Rs 5 lakh.
“We urged Union Finance Minister to raise the Income Tax exemption limit to Rs five lakh,” National Mazdoor Conference (NMC) President Subash Shastri said while addressing a series of rallies at Kanjali and Bomyal in Nagrota Block here today.
Shastri also appealed he Finance Minister to announce non inclusion of amount of DA to calculating income tax as the DA instalments are released by the government from time to time to utilise the impact of price rise and inflation.
Shastri emphasised the need for immediate merger of 50 per cent DA into basic pay and pension as per the recommendations of the Fourth Pay Commission.
He added that all these burning issues impacting both the Central and State Governments Employees and pensioners should be addressed by the Union Finance Minister while presenting the budget for 2015-16 in the coming Budget Session of Parliament beginning on 23rd of this month.
He also demanded immediate release two DA instalment of 17 per cent in favour of State Government Employees and pensioners, pointing out that while Central Government is about to release another instalment 6 per cent DA in favour of its employees and pensioners from Jammu 2015 but it is unfortunate that the salaried class in the state has not got the benefit previous two DA instalments.
He also demanded early regularisation of the 62,000 daily rated workers beside release of their wages without any further delay.

 Central Goverment plans to merge DA with basic pay


Ahead of the Lok Sabha Elections 2014, the UPA government at the centre is planning to woo its central government employees and pensioners by merging DA with the basic pay.

According to the sources, the Union Cabinet may accept the proposal of merger of DA with basic salary as part of the terms of reference of the 7th pay commission. 

If accepted, the move will benefit around 50 lakh central government employees and 30 lakh pensioners in the country.

It is along pending demand of Central government employees unions that besides raising the DA 100 percent it should be merged with the basic pay. As per the rule, DA is merged with basic pay when it crosses the 50% mark. 

It will result in 30-35 per cent hike in salary if 50 percent DA is merged with the basic pay.

Earlier, the central government had constituted the 7th pay commission before the Model Code of Conduct comes into the force in view of Lok Sabha Elections 2014, scheduled to be held in April-May.

Dearness Allowance for Workmen and Officer Employees in banks for the months of February, March & April 2014 under IX BPS/Joint Note dt. 27.4.10 

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960-100) for the quarter ended December 2013 are as follows:
Oct 2013 – 5501.04
Nov 2013 – 5546.69
Dec 2013 – 5455.39
Consequently, dearness allowance to employees is payable for 666 slabs for the period February, March & April 2014 i.e. an increase of 25 slabs over the current level.
In terms of clause 7 of the 9th Bipartite Settlement dated 27.04.2010 and clause 3 of the Joint Note dated 27.04.2010, the rate of dearness allowance payable to workmen and officer employees for the months of February, March & April 2014 shall be 99.90% of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.
We advise banks to pay the difference between the old and revised salary and allowances to officers on an ad hoc basis, pending amendments to Officers’ Service Regulations.

Government employees have asked the Centre to consider merging dearness allowance with their pay, arguing that the Sixth Pay Commission — quite like the Centre — could not have anticipated the high inflation that has eroded real wages over the last decade.

Since 2006 – when the recommendations of the last pay commission came into force – the dearness allowance has increased to 90%, a reflection of the high inflation environment that employees have to cope up with.

The demand was made at a preliminary meeting held between the department of personnel and the employee representatives to discuss the proposed Seventh Pay Commission announced by Prime Minister Manmohan Singh in September.

Congress media department chief Ajay Maken had asked the Prime Minister to announce the next pay commission in March this year. Writing in his capacity as a cabinet minister, Maken had also argued for a liberal increase in the salaries of government officials to attract and retain talent.

Representatives of government employees weren’t as optimistic.

Umraomal Purohit, secretary, staff side, however, did stress on the merger of dearness allowance (DA) with the basic pay. Purohit said that the sixth pay commission did not recommend merger as they could not have anticipated a high rate of inflation which resulted in employees being granted a 90% rate of DA.

Purohit and other representatives also emphasised that a system should be put in place to ensure that anomalies created due to recommendations of pay commissions should be resolved within a year of the implementation of the report.

Government sources said the pay commission could be notified over the next two months or so, well before the model code of conduct for the general elections kicks in. Also, the Centre is expected to give the panel enough time to prepare its report in the hope that the government would be a lot more comfortable vis-a-vis the fiscal deficit by the time the panel submits its report

It is now confirmed that the rate of Dearness Allowance from July 2013 will be increased by 10% according to the AICPIN average for the past twelve months starting from July 2012 to June 2013.The Consumer Price Index Number for the month of June 2013 is released on 31st July 2013 by Labour Bureau, Ministry of Labour and Employment  in its Official site.Dearness Allowance from July 2013

All the central government employees will not be interested to know about the CPI numbers if it has no role in the calculation to obtain the rate of dearness allowance paid to central government employees. Since the dearness allowance is paid to central government employees to compensate the price rise, the AICPI numbers is the only factor to measure the increase in the prices of essential commodities. So the AICPIN for Industrial Workers is obviously inevitable part of the formula prescribed for calculating the rate of dearness allowance to be paid to central government employees.

It is not only for central government employees, but all the state government employees have also been paid the same rate of dearness allowance. Once it is declared by the central government, all the state governments have no other go than to fallow it. That is why the AICPIN for Industrial workers has been watched keenly by all the central Government Employees and state government employees every month.

To calculate the rate of Dearness Allowance from July 2013, we need AICPIN for Industrial Workers for the past twelve months


The average AICPIN for past 12 months is 220.67

The Formula to calculate the DA  
                                                            = ( Avg of AICPIN for the past 12 months – 115.76)*100 /115.76                                                                    
   The rate of DA from July 2013  =  (220.67-115.76)*100/115.76
               
                                                            = 90.618  (As per the instruction fraction if any to be ignored)
So the rate of DA to be paid to central government employees from 1st July 2013 will be 90%. It is expected that formal announcement on this will be made by government after the decision taken by the cabinet committee on economic affairs in its meeting by the first week of September 2013 positively.

Please refer to this Ministry’s letter of even number dated 03.10.2012 (S.No PC-VI/303, RBE No.112/2012) on the subject mentioned above. The President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 72% to 80% with effect from 1st January, 2013.

2. The provisions contained in Paras 3, 4 & 5 of this Ministry’s letter of even number dated 09.09.2008 (S.No.PC-VI/3, RBE No 106/2008) shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all railway employees. The arrears may be charged to the salary bill and no honorarium is payable for preparing separate bill for this purpose.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Subject: Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.1.2013.

The undersigned is directed to refer to this Ministry’s Office Memorandum No.1(8)/2012-E-II (B) dated 28° September, 2012 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 72% to 80% with effect from 1 January, 2013.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

Sub:- Grant of Dearness Allowance to Work-charged employees. 

The Governor is pleased to order that the existing rate of Dearness Allowance payable, to the work-charged employees governed under the Rajasthan Public Works Department (B&R) including Gardens, Irrigation, Land Development (Programme), PHED, CAD Chambal Department, Kota, Ayurved and Forest Department Work charged Employees Service Rules, 1964 or under corresponding provisions of standing orders, where such employees are governed by specific standing orders and are drawing pay in the running pay bands and grade pays prescribed under the Rajasthan Work-charged Employees (Revised Pay) Rules, 2008 shall be revised from 72% to 80% with effect from 01.01.2013. 

The term ‘Pay’ for the purpose of calculation of Dearness Allowance shall be the basic pay i.e. sum of pay in running pay band and grade pay drawn. 

The payment on account of Dearness Allowance involving fraction of 50 paisa and above may be rounded oft to the next higher rupee and the fraction of less than 50 paisa may be ignored. 

The amount of increase in Dearness Allowance for the period from 01.01.2013 to 31.03.2013 shall be credited to the General Provident Fund Account of the respective employees and cash payment shall be admissible from 01.04.2013 i.e. salary for the month of April, 2013 payable on 01.05.2013.

Sub:- Grant of Dearness Allowance to State Government employees. 

The Governor is pleased to order that the existing rate of Dearness Allowance payable to the State Government employees, drawing pay in Rajasthan Civil Services (Revised Pay) Rules, 2008, under Finance Department Order No., F.6(1)FD(Rules)/2008 dated 27.09.2012 shall be revised from 72% to 80% with effect from 01.01.2013. 

The term ‘Pay’ for the purpose of calculation of Dearness Allowance shall be the Basic Pay i.e. sum of pay in running pay band and grade pay drawn and shall not include any other type(s) of pay like Special Pay or Personal Pay, etc. 

The payment on account of Dearness Allowance involving fraction of 50 paisa and above may be rounded off to the next higher rupee and the fraction of less than 50 paisa may be ignored. 

The amount of increase in Dearness Allowance for the period from 01.01.2013 to 31.03.2013 shall be credited to the General Provident Fund Account of the respective employees and cash payment shall be admissible from 01 .04.2013 i.e. salary for the month of April, 2013 payable on 01:05.2013. 

The arrear of DA from 01.01.2013 to 31.03.2013 to the employees recruited to the Civil Services on or after 01.01.2004 and who are governed by Contributory Pension Scheme, shall be paid in cash.

          The Union Cabinet today in its meeting, gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2013  representing an increase of 8% over the existing rate of 72% of the Basic Pay/Pension, to compensate for price rise. The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.

           Necessary order for increasing Dearness Allowance will be issued by Finance Ministry soon. The resultant arrears amount on account of the increased Dearness Allowance for the month of January , Febraury and March will be paid to central government employees by the respective Ministry/Department after the issuance of the order for granting dearness allowance by  Ministry of Finance .

Cabinet may consider hiking dearness allowance by 8% today


The Union Cabinet is likely to consider today a proposal to hike the dearness allowance (DA) by 8 per cent to 80 per cent of the basic pay for all central government employees, sources said.

But, with Finance Minister P Chidambaram in Washington, there is a possibility the decision on the matter may be deferred.

The decision has been pending before the Cabinet for about a month now, as Mr Chidambaram has been travelling and not been able to attend Cabinet meetings in the past few weeks.

The move, if approved, will benefit about 50 lakh serving employees and 30 lakh pensioners.

The government had raised the DA by 7 per cent in September last year to 72 per cent of the basic pay, effective July 1, 2012.

The government periodically hikes the DA which is linked to the consumer price index (CPI) for industrial workers.

The Confederation of Central Government employees and workers has decided to hold protest demonstration on 23rd April 2013 against the delay in granting dearness allowance . Also it writes letter to Prime Minister to Grant dearness allowance immediately.

DELAY IN GRANT OF DA - HOLD PROTEST DEMONSTRATION ON 23RD APRIL 2013

            Since the implementation of the recommendations of the 4th central pay commission in 1986, the Dearness Allowance (DA) is paid in two six-monthly installments – in March and September of every year. The practice followed since then is that the order granting DA to government employees is issued in March and September itself.

            This time the practice in force since 1986 is violated. Our enquiries with concerned Ministries informed us that the file is already moved for Cabinet approval. But it is nearly a month now. The cabinet has found no time to take a decision on this.

            This naturally is quiet disturbing, especially in the time of galloping price line. The employees have, in the past, fought bitterly for grant of DA and the 3rd CPC gave a definite formula for DA in the aftermath of the one day strike on 19th September 1968. We cannot allow the hard won DA to be tampered with.

            Confederation has written to Prime Minister conveying the disquiet amongst the amongst the employees over the inordinate delay in the grant of additional installment of DA due from 1st January 2013 and urging the Prime Minister to take immediate steps to assuage the feelings of the employees. Copy of the letter is given along with this Circular.

            The Secretariat of Confederation therefore calls upon every affiliate as well as State Committee of Confederation to organise lunch hour demonstration in the work place on 23rd April 2013, Tuesday and send the following telegram to the Prime Minister of India.

            Subject: Grant of Dearness Allowance to Central Govt Employees and Officers – Reg.

            I am to invite your kind attention to the delay in the grant of additional installment of Dearness Allowance to Central Government employees and officers and the consternation it is causing amongst the employees.

            It would be apt to point out here that since the implementation of the 4th CPC recommendations with effect from 1st January 1986, the Dearness Allowance is paid to Central Government employees in two six monthly installments – along with the salary for March and September every year. The 5th and 6th CPCs also recommended the same principle for payment of additional installments of DA and since then the order granting additional installment of Dearness Allowance is being issued well in advance honouring the recommendations.

            The Central Government Employees were expecting the announcement of grant of additional installment of Dearness Allowance (8 % with effect from 1st January 2013) and Office Memorandum on that in the month of March 2013 itself. The delay of more than a month has led to disquiet amongst the employees.

            I shall be thankful if the fears of the central government of employees are allayed by immediately releasing the additional instalment of Dearness Allowance with effect from 1st January 2013 without any further delay.

DA from January 2013 : Central Govt. employees have to wait for a few more days for Dearness Allowance


Central staff have to wait for D.A

Central Govt. employees have to wait for a few more days for Dearness Allowance. The P.M is currently on a tour to Germany and cabinet meeting is most likely to be on the next week. The approval of D.A. from January 2013 is already delayed for some weeks for different reasons.

There is strong rumors that due to possible merger, the decision is being delayed but we could not ascertain the news from any reliable source so far. It is not expected that in the present financial situation, Govt. will not like to take additional burden of merging D.A., when there is specific negative recommendation of sixth CPC in this aspect.

The D.A. due from 1.1.2013 is 8% and it will take the total to 80%.

As the P.M. is on a three days visit to abroad and to be in home within this weekend, the cabinet meeting is likely to be in the next week. Till then, the employees have to wait, keeping their finger crossed.

Most of the state Govt. follow central D.A. pattern, so the state employees are also looking towards Delhi.

Payment of Dearness Allowance to Central Government Employees and Pensioners - AIRF to Finance Minister


DA from Jan 2013 : Two decades before, the trade unions are used to protest and demonstrate struggles to pressurize the government to declare the dearness allowance. Now we are back to the same old bad days. The same old days are coming back now. The trade union federations gave enough time to the government and waited patiently. Since the announcement for the payment of Dearness Allowance is being delayed ,the All India Railwaymen’s Federation writes to Finance Minister and demanded to declare it immediately. Sub: Payment of Dearness Allowance to Central Government Employees and Pensioners

It is very unfortunate that the announcement for the payment of Dearness Allowance is being delayed badly and is creating lots of frustration among the Central Government Employees as well as Pensioners. Particularly Railway Employees, who are the prime mover of the wheel of the development and growth of the nation, they also feel frustrated because of inordinate delay in the announcement for the payment of Dearness by the Government of India (Ministry of Finance).

In this connection, it is worth-mentioning that, it has never happened ¡n the past so many years when payment of Dearness Allowance has not been announced before 31st March.

All India Railwaymen’s Federation, representing more than 13 lakh Railwaymen as well lakhs of Central Government Employees and Pensioners (through the NC/JCM), strongly protests against the delay in announcement of Dearness Allowance and demands that it should be announced immediately to avoid any confrontation.

and move on to Expected dearness allowance from July 2013

It is really unfortunate that at the time of discussing about the rate of dearness allowance from July 2013, expectation on dearness allowance from January 2013 is not fulfilled even now. Actually the additional amount, that the central government employees may get, on account of hike in dearness allowance from January 2013 apart from their regular pay is not at all a matter for the people those who are dealing with lakhs and crores. But it is indeed a matter for 50 lakh central government employees and pensioners, In order to deal with abnormal price rise; they have no other option than expecting dearness allowance to be increased. It is expected that the central government has reached the saturation point and it has no other go than to announce it as soon as possible. Let us hope the dearness allowance supposed to be increased by 8% from 1st  January 2013′  will be announced very shortly.

At this juncture it is very hard to move on to the topic of dearness allowance from July 2013. But there is a saying.. “Sometimes It is very hard to move on, once you move on, you will realize it was the best decision you ever made” . So Let us move on to the topic of expected dearness allowance from July 2013.

As we all know that the Average AICPIN for Industrial Workers starting from the month of July 2012 to June 2013 determines the rate of dearness allowance to increased from 1st July 2013.

Let us see the All India consumer price Index numbers published by Labour Bureau website till date from July 2012

The AICPIN for the last four months are yet to be published. According to the 8 months average of AICPIN , if the same trend continues up to June 2013, the dearness allowance to be increased from 1st July 2013 will be around 9% to 10%. So it is estimated from the above AICPIN position that expected increase in dearness allowance will be around 9% to 10%
