OFFICE MEMORANDUM

Subject:- Grant of Transport Allowance to Central Government employees.

Reference is invited to Ministry of Finance, Department of Expenditure O.M. No.21(2)/2008-E.II(B) dated 29th August 2008 regarding grant of Transport Allowance to Central Government employees, consequent upon implementation of the recommendations of the Sixth Central Pay Commission (6th CPC).


2. The Government has since considered the re-classification of cities/towns/localities as per Census-2011 (population criteria) for the purpose of Transport Allowance. Accordingly, the President is pleased to decide the revised classification of cities, towns and localities, for the purpose of grant of Transport Allowance at higher rates to Central Government employees, as per Annexure-1.

Therefore, the table below Para ‘1’ of O.M. dated 29.08.2008 stands partially modified as under :-





The revised classification of cities/towns/localities for the purpose of grant of Transport Allowance shall take effect from 1st April, 2015.

4. The orders will apply to all civilian employees of the Central Government. The orders will also be applicable to the civilian employees paid from the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and the Ministry of Railways, respectively.

5. All other conditions mentioned in Department of Expenditure O.M. No.21(2)/2008-E.II(B) dated 29.08.2008 shall remained unchanged.

6. In so far as the persons working in the Indian Audit and Accounts Department are concerned, this Order issues in consultation with the Comptroller and Auditor General of India.

With reference to the above mentioned subject the under signed is directed to state that the situation arising out of issue of office memorandum NO 2-2/2014/CGHS(HQ)/PPTY/CGHS(P) dated the 25th August, 2014 has been engaging the attention of government for quite some time. Although the guidelines were modified subsequently vide Office Memorandum of even number date 01.10.2014 and 23.12.2014, this Ministry is in receipt of representations seeking clarifications. The matter has been reviewed and it has now been decided to withdraw the OM of even no. dated 25.08.2014.

Shortlisting of HCOs under continuous empanelment scheme in Delhi/NCR

Following Health Care Organizations have technically qualified for consideration of their empanelment under CGHS Continuous empanelment scheme in Delhi/NCR.

Technically qualified HCOs which were empanelled under CGHS earlier are now required to submit letter of acceptance of CGHS rates, MoA & Performance Bank Guarantee of requisite amount (where PBG already submitted has expired) for consideration of their empanelment with CGHS within a period of 10 days but not later than 30 days from issuance of this order. The remaining HCOs which were not on CGHS panel earlier would be inspected by CGHS for physical amenities before further processing of their application for empanelment.

(iii) Dr. Rathin Roy – Member (Part time)
(iv) Smt. Meena Agarwal, – Secretary

(c): In terms of the aforesaid Resolution dated 28.2.2014, the Commission is required to make its recommendations within 18 months from the date of its constitution.

Digital Life Certificate for Pensioners; More Than One Crore Pensioners May be Benefitted by the Scheme

Under the ‘Digital India Mission’, Government has launched ‘Jeevan Pramaan – an Aadhaar based Digital Life Certificate’ for pensioners on 10.11.2014. This facility provides an option to the pensioners to submit their life certificate digitally by authenticating biometrically using UIDAI Database. The pension disbursing agencies integrated with the Jeevan Pramaan Portal will get access to digital life certificate. The pensioners need not go to the pension disbursing agency in person.

Aadhaar numbers is used for bio-metric authentication of pensioners. All pensioners having Aadhaar number may avail this facility. More than one crore pensioners may be benefitted by the scheme.

Government has taken a number of steps to bring awareness among the pensioners regarding the digital life certificate scheme such as publicity through leading newspapers, organization of camps for pensioners, regular meetings with pension disbursing agencies etc.

This was stated by Shri Jayant Sinha, Minister of State in Ministry of Finance in written reply to a question in the Lok Sabha today.

Use of Postal Stamps for Payment of RTI Fees not Feasible - DOPT

Postal Stamps as RTI Fee

The Government has constituted a committee consisting of representatives of Department of Personnel & Training, Central Information Commission, Department of Posts and Office of Controller of Accounts (Department of Personnel & Training) to examine whether postal stamps can be used for payment of RTI fees under the Right to Information Act, 2005. The Committee has given its report on 24.02.2015. The Committee has observed that the use of postage stamps as mode of payment for RTI fee/costs is neither legally feasible nor feasible from the accounting point of view. Moreover, it would not be in line with the Government initiatives towards Digital India. Hence, the Committee has recommended that postage stamps may not be used as mode of payment for RTI fee/costs. The report of the Committee has been accepted by the competent authority.

The Central Government has already launched RTI Online portal for online filing of RTI applications, including online payment of RTI fee/costs. Moreover, the facility of eIPO (electronic India Postal Order) has been launched for purchase of IPOs electronically by online payment.

Sub : Relaxation in minimum education qualification norms for recruitment of sportspersons in Group-C against sports quota, both through Talent Scouting and Open Advertisement, against the Non-Technical Popular Categories.

Ref.: Railway Board’s letter No.E(NG)II/2-12/RR-1/16/Pt.A dated 17.12.2014 (RBE No- 145/2014).
In the aforesaid letter it has been stipulated that the minimum educational qualification for recruitment to the post of Office Clerk, Account Clerk, Ticket Collector, Commercial Clerk and Train Clerk under Non-Technical Popular Categories (NTPC), should be 12th (+2 Stage) pass or equivalent, with not less than 50% marks in the aggregate.

2. The question has been raised to whether in the case of sportsperson to be appointed against the post mentioned in pre-para, has to possess minimum of 50% marks in 12th (+2 Stage). The matter has been considered and it has been decided that for recruitment to said posts against sports quota, both through Talent Scouting and Open Advertisement, the candidate having minimum a pass certificate in 12th Class (+2 Stage) need not be insisted upon and candidates possessing a pass certificate in 12th class (+2 Stage), may also be considered for appointment, provided the other prescribed conditions are satisfied in their case.

3. This issues with approval of Board (MS).

No proposal under consideration for including more places under the conversion of Home Town LTC to All India LTC

LTC to Some Countries

A proposal to provide Leave Travel Concession (LTC) to Government employees to visit some SAARC countries is in its initial stage of consideration. The details are yet to be finalized.

The purpose behind the proposal is to enhance people-to-people contact and bilateral ties in the SAARC region through increase in tourism in the region.


As per the Government’s order dated 26.09.2014, the Government has extended the facility of conversion of home town LTC to visit the states in the North East Region, Jammu & Kashmir and the UT of Andaman & Nicobar Islands for a period of two years up to 25.09.2016. This facility was first introduced in the year 2008.

Presently, no other proposal is under consideration for including more places under the conversion of Home Town LTC to anywhere in the country.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri M. Raja Mohan Reddy in the Lok Sabha today

No Curtailing of Public Holidays for government employees

       As per the existing policy, the Central Government Administrative Offices observe up to 17 holidays in a year on specified occasions which consist of 3 National Holidays (on 26th January, 15th August and 2nd October) and 14 other holidays to celebrate festivals of different regions/religion in a diverse country like India.

At present there is no proposal under consideration of the Government to curtail the public holidays for government employees.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri S. Thangavelu in the Rajya Sabha today.

Cadre Management in the CSS

The Department of Personnel & Training has taken various measures to fill up the total vacancies of 2633 in Assistants’ Grade and 478 in Section Officers’ Grade in all the participating Ministries and Departments of Central Secretariat Service, existing as on 1st January, 2015.

Around 1250 of the 2633 vacancies in the Assistants’ Grade have been filled up on an adhoc basis in February, 2015 after successful conclusion of the litigation concerning seniority list of Upper Division Clerks in the High Court of Delhi on 21st January, 2015.

To fill up the vacancies in the Section Officers’ Grade (seniority quota), zones for promotion have been issued for Select Lists upto 2014. Limited Departmental Competitive Examination for Section Officers’ Grade for the year 2014 has also been held for which 333 vacancies have been reported to Union Public Service Commission.

The shortfall in the Assistants’ Grade occurred as the Combined Graduate Level Examination (CGLE) 2013 had to be re-conducted by Staff Selection Commission (SSC) on the directions of Hon’ble Central Administrative Tribunal, Principal Bench, New Delhi. 1267 direct recruitment quota vacancies for the year 2013 and 756 (tentative) vacancies for the year 2014 have been reported to SSC for filling up through CGLEs. Final results of CGLEs 2013 and 2014 have not yet been declared.

Stamps as RTI Fee

The Government has constituted a committee consisting of representatives of Department of Personnel & Training, Central Information Commission, Department of Posts and Office of Controller of Accounts (Department of Personnel & Training) to examine whether postal stamps can be used for payment of RTI fees under the Right to Information Act, 2005. The Committee has given its report on 24.02.2015. The Committee has observed that the use of postage stamps as mode of payment for RTI fee/costs is neither legally feasible nor feasible from the accounting point of view. Moreover, it would not be in line with the Government initiatives towards Digital India. Hence, the Committee has recommended that postage stamps may not be used as mode of payment for RTI fee/costs. The report of the Committee has been accepted by the competent authority.

The Central Government has already launched RTI Online portal for online filing of RTI applications, including online payment of RTI fee/costs. Moreover, the facility of eIPO (electronic India Postal Order) has been launched for purchase of IPOs electronically by online payment.

(a)whether it is a fact that as per the valuer appointed by the Employees” Provident Fund Organisation (EPFO), the net liability or deficit was Rs. 10,855 crore as on March 31, 2012, Rs. 6712.96 crores as on March 31, 2013 and Rs. 7832.74 crores as on March 31, 2014;

(b)whether it is also a fact that raising the age limit for pension under EPS 95 would reduce the deficit in pension fund and increase the pension benefits for members;

(c)whether it is also a fact that increasing the age limit would reduce the shortfall in the pension fund to the extent of Rs. 27,067 crore; and

(d)if so, the details thereof?

(a): Yes, Sir.

(b) to (d): The reduction in deficit of the pension fund to the extent of Rs.27,067 crore on account of increase in age limit for pension under Employees’ Pension Fund, 1995 was estimated by the Actuary for the Expert Committee on Employees’ Pension Scheme, 1995 which was appointed by the Government in 2009. The estimation of the reduction in deficit by the Actuary, which was done in 2010, was based on data and conditions existing as on that date.

If the member continues to contribute during the period of enhanced age limit, the pension amount would increase proportionately.

In context of E.C.Railway’s letter under reference, it is stated that the matter has been examined and it is clarified that:-

(a)The employees joining a post in Grade Pay of Rs 4600, on direct recruitment basis may be considered for grant of financial upgradation in Grade Pay of Rs 4800, Rs 5400, of PB-2 and Rs 5400 of PB-3, provided that no two successively grade i.e feeder promotional are in same Grade Pay.

(b)Similarly, the employees joining a post in Grade Pay of rs 4200, on direct recruitment basis may be considered for grant of financial upgradation in Grade Pay of Rs 4200, Rs 4600, and Rs 4800 of PB-2, provided that no two successive grade i.e. feeder and promotional are in same Grade Pay.

(c) Accordingly the employees joining a post in Grade pay of Rs 2800, on direct recruitment basis may be considered for grant of financial upgradation in Grade Pay of Rs 4200, Rs 4600 and Rs 4800 of PB-2, provided that no two successive grades i.e. feeder and promotional are in same Grade Pay.

2. Further the grant of financial upgradation under MACP Scheme is subject to fulfillment of terms & conditions contained in Board’s letter dt.10.06.09 (RBE No.101/2009) and clarifications issued in context thereof and the same may please be ensured while considering cases for financial upgradation under MACP Scheme.
