Subject:- Enhancement of rate of fixed medical allowance from Rs.100/- P.M. to Rs.250/-P.M. to the State Government employees/pensioners.

OFFICE MEMORANDUM

The matter regarding enhancement of rate of fixed medical allowance to the State Government employees was under consideration of the Government. In supersession of this department office memorandum dated 18.8.2007, it has been decided by the Government to enhance the rate of fixed medical allowance from Rs.100/-P.M. to Rs.250/-P.M. This would be applicable to only those Government employees/pensioners who have opted for fixed medical allowance.

These orders shall come into force w.e.f. 1.4.2012

The other terms and conditions of medical reimbursement etc. shall continue to be in force as per instructions issued by the department from time to time.

This issues with the prior concurrence of the Finance Department obtained vide their Dy. No. Dy. No.52148827 dated 23.6.2012.

OFFICE MEMORANDUM

Subject:- Mode of conveyance and entitlements on Leave Travel Concession.

The undersigned is directed to say that the matter regarding modification in the mode of conveyance on Leave Travel Concession was under consideration of the Government for some time past. After careful consideration, the Governor, Himachal Pradesh, in partial modification of this Department’s OM of even number dated 8th December, 1998, is pleased to order that the Government employees while availing Leave Travel Concession will also be eligible to perform journey by using own car or Taxi with the stipulation that the re-imbursement of claim for performing such journey by above mode shall be restricted to the actual entitlement of bus/train Fare.

This is further subject to the condition that the proof of journey shall be produced by the Govt. employee and the conditions prescribed in Para-3(i) of OM dated 8th December, 1998 referred to above are met with.

These instructions shall be applicable with immediate effect.

Himachal Pradesh HC seeks progress over implementation of reservation for disabled

2.9.2011 (UNI) The High Court of Himachal Pradesh today directed the Director (Elementary Education) to file an affidavit as to whether the policy of reservation for physically challenged persons has been implemented in the Directorate of Elementary Education. 

It has also directed to file affidavit as to how many persons have so far been appointed against three per cent quota available to the physically challenged persons under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. 

The orders of the Division Bench comprising Chief Justice Kurian Joseph and Justice Rajiv Sharma came on a petition taken up suo moto by the Court on the letter of one Mehar Singh working as a part time water carrier in a government school. 

The petitioner stated that many employees appointed after him had been regularised, but he was left out by the department. 

The Court also directed the Director (Elementary Education) to state as to why the petitioner was not granted the benefit of eservation in respect of three per cent quota available to the physically challenged persons since the petitioner was a blind person. 

The Court fixed next date for hearing on October 17. UNI

Adhoc service cannot be counted for seniority: HC

The Himachal Pradesh High Court today dismissed an appeal by a promoted Deputy Superintendents of Police (DSP) for counting their service as officiating DSPs for the purpose of seniority and upheld the decision of the single Bench which had disallowed the plea.

A Division Bench comprising Chief Justice Kurian Joseph and Justice Kuldip Singh said the "Departmental Promotion Committee only assesses the merit of candidates and unless and until the appointing authority accepts the recommendation of the DPC and issues order of appointment, the persons recommended by the DPC do not get any right of seniority based on that recommendation".
