Apply online for transfers in Haryana

The Haryana School Education Department has called for online requests from teaching employees for transfers, an official spokesman said here on Monday.

All those employees who want to be transferred and have stayed more than three years at the present place of posting could apply online for transfer on the website of the Department

General Guidelines for Transfers of Teachers in Haryana

Normal Tenure of an employee at any place of posting shall be a minimum of 5 years. Further–more, an employee shall not be transferred even after 5 years in case his results have been 100% during the last three years and he wishes to continue in that school. However, further an employee who has completed tenure of 3 years will be eligible to seek transfer against vacancy or on mutual transfer basis.

  Request of employees for transfer to their preferred stations shall only be entertained subject to administrative exigencies and keeping in view the interest of studies of school children.

The request faor mutual transfer would be entertained subject to the condition that both the applicants are not posted at the stations within 10 k.m. of each other.

Transfer of an employee during the academic year disturbs studies of the students. No transfers therefore, will be made after 30th June, 2011 except in circumstances of administrative exigencies.

Preferably female teachers or male teachers aboved the age of 50 years will be posted in the girl schools. If available, female teachers would be preferred over male teachers of age more than 50 years. This provision would also be applicable to ministerial staff.

In case of displacement/ transer of the following categories of Teachers, efforts will be made to adjust them in the same Block or within a radius of around 10 k.m. from the desired place of posting in the following order of preference:

Blind (100%)

Handicapped (70% or more)

Those suffering from serious ailments/diseases like cancer etc.or whose wards are sufering from any chronic disease like Thelesemia etc. (in case of medical ground, the certificates issued by All India Institute of Medical Science, New Delhi, PGI, Chandigarh and Medical College, Rohtak will be considered).

Widow

Legal Divorcee

Wives of serving soldiers.

Female teacher having only 2 unmarried minor daughters.

An endeavour would be made to accommodate the lady teacher on the stations posted by her. In any case, if it will not possible, then she would be adjusted on the station readily accessible by approach road with facility of Bus Service.

Those who are retiring in next one year will not be transferred except on their own request.

Tranfers of officers in the administrative capacity i.e. Block Education Officers, Deputy District Edcuation Officers, Aditional District Education Officers and the District Education Officers will not be covered under this policy.

The Principals and the Headmasters would also submit their applications online.

No TA/DA will be given if the transer is done at the request of the employee himself or if he is being given choice posting.

Transfer orders would be implemented within one week of its issue. DDOs would ensure relieving/ joining of respective teachers within stipulated time. No salary can be drawn in case of non-compliance of transfer orders after stipulated period of one week. DDO will be personally held responsible for any neglect in this regard.

DEOs shall submit consolidated report of relieving/ joining of employees to update the computer data within a fortnight.

Mere applying for transfer does not confer any right to transfer.

Are you producing teachers or rowdy elements? SC

Taking strong exception to their unruly behaviour, the Supreme Court today wondered whether teachers' training institutes in Haryana are producing "thugs, wrestlers and rowdy elements" to intimidate the authorities against conducting inspections of their colleges.

"Are you producing wrestlers, boxers or musclemen and thugs or teachers"? a vacation bench comprising Justices G S Singhvi and C K Prasad asked the counsel representing some of the colleges.

The bench made the remarks while expressing anguish over an incident in which a mob of about 100 persons, including students, had barged into the NCTE Chairman's office in New Delhi and created a ruckus to oppose inspection of their premises.

Haryana government to issue biometric cards to pension holders

In order to check siphoning off government funds, Haryana government has decided to install biometric enabled funds in banks to disburse pension in the state.  

Haryana has entered into a collaboration with a Mumbai-based company to install such machines.

Initially 16 districts have been identified where the project would be launched. 15,24,204 people would benefit from the scheme.

A sum to the tune of Rs 89, 66, 36,400 will be disbursed among the beneficiaries in these districts.

In order to bring in the technological change, the state government has tied up with different banks in these districts. Axis Bank has been assigned the task in Kaithal, Karnal, Palwal and ICICI has been assigned the job for Ambala and Panipath.

Vijay Kumar, bank manager of Kaithal branch said, “One machine will be provided to 1000 users to ensure smooth distribution of pension.”

It is also reported that for proper distribution of allowances, biometric cards will be given to the pension holders. Pension holders would be able to withdraw their pension using these cards from April, 2011.

Director of Social Welfare Department has already issued an order to the concerned officials to ensure a smooth distribution of pension and allowances from April.

Haryana increases DA for state govt employees to 51 pc

Haryana Finance Minister Ajay Singh Yadav today announced to enhance the rate of Dearness Allowance (DA) payable to the State Government employees from existing 45 to 51 per cent and it would be given in cash with effect from January 1, 2011. Yadav said an increase of six per cent has been made in the dearness allowance of Haryana Government employees on the pattern of central Government employees. He said that by giving the dearness allowance from January 1, 2011, the state exchequer would bear a burden of Rs 30 crore per month and Rs 420 crore up to the close of next financial year.

CCTV cameras in the government hospitals in haryana

        In a bid to monitor interaction between the doctors and patients, the Haryana government today said that it would install CCTV cameras in the government hospitals.

       "These cameras would also record the behaviour of the doctors with the patients in the OPDs," Chief Parliamentary Secretary Ram Kishan Fouji said, while addressing a public gathering here.

          He said that a scheme was being proposed to provide round the clock services in all the Primary Health Centres of the state, which would also redress the grievances of people about hospitals remaining closed at odd hours.

             Mini dispensaries would also be opened for providing health facilities to the poor people residing in the slums of urban areas, he said.

Haryana Teachers Resigned from Additional Assignments

University teachers in Haryana today resigned en masse from additional assignments held by them in protest against the failure of the state government to implement the new UGC scales in totality. They also continued their strike.

A spokesperson for the teachers said here today that senior teachers of all universities today resigned from the assignments they held in addition to their original posts. These included posts of chairman, proctor, hostel warden and dean. Kurukshetra University teachers had quit such posts yesterday.
He said teaching remained suspended in all universities and teachers staged dharnas on their respective campuses.
Rakesh Lohchab, president of the GJU Teachers Association, said the teachers would make up the academic loss to students as and when teaching resumed. He appealed to various sections of society to support the university teachers’ agitation.
He sought the intervention by the Governor and the Chief Minister in resolving the crisis.

KURUKSHETRA: Supporting the demands of university and college teachers, INLD state president Ashok Arora said here on Tuesday that it was a matter of pity that the teachers were compelled to take to the streets for getting their demands accepted.

SIRSA: Teachers of Chaudhary Devi Lal University here on Tuesday submitted their resignations from additional assignments being handled by them.
The teachers, who have been on strike for the past one week, submitted their resignations through a joint note to the university authorities.
“As many as 26 senior teachers of the ranks of Professor, Reader and Lecturer have resigned from 62 additional assignments,” said Dr Deepti Dharmani, Reader in the department of English and spokesperson for the striking teachers.
The teachers have also decided that they will not attend meetings of the academic council, the executive council, the university court, the postgraduate board of studies and the departmental research committee till their demands are met.
