Central Government is in the process of revising the CGHS Rates

In a good news for lakhs of beneficiaries under the Central Government Health Scheme (CGHS), the Government is in the process of revising the rates of medical procedures offered by empanelled hospitals and diagnostic centres and giving them early payment assurance to encourage more medical institutions join the scheme.

The Ministry of Health and Family Welfare has floated e-tenders for empanelment of hospitals and decided that the rates of various medical procedures would be fixed by an average of rates quoted in e-tenders instead of the old system where the lowest quotation became the rate.

Rates of all medical procedure centres under CGHS would be revised by April next year.

Not just that, the Government is also revising its policy by providing empanelled hospitals assured upfront payment of 70 per cent of the total bill within five days of its presentation and balance admissible amount within a maximum period of 30 days.

The direction for a 10 per cent deduction in case of early/cash payment to hospitals under CGHS has also been done away with, highly-placed sources in the Ministry told PTI.

“These measures will put an end to the problems of delayed payments which discourage hospitals from getting empanelled under the scheme,” a Health Ministry official said.

Under the new policy finalised by the Ministry, the category of super specialty hospitals empanelled under the CGHS has also been done away with.

“Now, hospitals, exclusive eye hospitals/centres, exclusive dental clinics and diagnostic centres shall be empanelled for all facilities available in the health care organisation as approved by National Accreditation Board for Hospitals/National Accreditation Board for Labs and the Quality Council of India and shall not be empanelled for selected specialities/facilities,” the new policy says.

The changes will help rope in more hospitals, clinics and diagnostic centres under the CGHS as many renowned and big hospitals were shying away from being empanelled under the scheme due to pending payments and low rates for medical procedures.

Sources said payments of bills amounting to around Rs 100 crore of private hospitals are pending with the government under CGHS alone, even though hospitals are crying hoarse that pending payments are to the tune of over Rs 400 crore.

Officials, however, say this huge amount is not pending under CGHS and it may include payments under ECHS, ESI and health bills of other big departments like Delhi Police and others.

Consumer Price Index Numbers for Industrial Workers (CPI-IW) November 2013

According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for November, 2013 rose by 2 points and pegged at 243(two hundred and forty three). On 1-month percentage change, it increased by 0.83 per cent between October and Novembert compared with 0.46 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food group contributing 2.23 percentage points to the total change. At item level, Rice, Wheat, Wheat Atta Milk, Pure Ghee, Garlic, Potato, Tomato and other vegetable items, Tea Readymade etc. are responsible for the rise in index. However, this was compensated to some extent by Groundnut Oil, Fish Fresh, Poultry, Onion, Ginger, Electric Charges, Medicine (Allopathic), Petrol, putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 11.47 per cent for November, 2013, as compared to 11.06 per cent for the previous month and 9.55 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 16.17 per cent against 15.02 per cent of the previous month and 10.85 per cent during the corresponding month of the previous year.

At centre level, Bokaro recorded the highest increase of 11 points each followed by Giridih, Kodarma and Angul-Talcher (9 points each), Munger-Jamalpur (8 points) and Rourkela, Sholapurand Raniganj (7 points each). Among others, 6 points rise was registered in 5 centres, 5 points in 5 centres, 4 points in 8 centres, 3 points in 15 centres, 2 points in 14 centres and 1 point in 12 centres. On the contrary, Surat centre reported a decline of 6 points followed by Amritsar, Bhavnagar and Vadodara (4 points each), Coonoor and Nagpur (2 points each) and Ahmedabad centre I point. Rest of the 4 centres’ indices remained stationary.

The indices of 40 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Tiruchirapally centre remained at par with all-India index.

The next index of CPI-IW for the month of December, 2013 will be released on Thursday, 31 January, 2014. The same will also be available on the office website www.labourbureau.gov.in

With reference to the empanelment of hospitals under CGHS vide Ministry of Health and family Welfare Office Memorandum No: S.1011/23/2009-CGHS D.II/Hospital Cell (Part IX) dated 14.02.2013 and subsequent CGHS Directorates Office Order of even no. dated 27.08.2013 vide which Paras hospital was categorized as Super-Specialty hospital under CGHS, the undersigned is directed to convey that It has been decided to withdraw Super specialty status of Paras Hospital Gurgaon under CGHS with immediate effect till further orders.

You are required to treat COilS beneficiaries and raise the bills as per CGHS approved rates of NABH accredited hospitals. Overcharging if any would be recovered from the pending bills of the hospital.

This issues with approval of competent authority.

At item level, Rice, Wheat Atta, Fish Fresh, Goat Meat, Milk (Cow & Buffalo), Pure Ghee, Onion, Vegetable items, Tea Readymade, Electricity Charges, etc.. are responsible for the rise in index. However, this was compensated to some extent by Groundnut Oil, Ginger, Petrol, putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 11.06 per cent for October, 2013 as compared to 10.70 per cent for the previous month and 9.60 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 15.02 per cent against 13.36 per cent of the previous month and 9.91 per cent during the corresponding month of the previous year.

At centre level, Bhavnagar recorded the highest increase of 9 points each followed by Ahmedabad, Labac Silchar and Kodarma (8 points each) and Vadodara and Surat (7 point each). Among others, 6 points rise was registered in 8 centres, 5 points in 10 centres, 4 points in 8 centres, 3 points in 9 centres, 2 points in 10 centres and 1 point in 11 centres. On the contrary, Belgaum and Chhindwada centres reported a decline of 3 points each followed by Mercara (2 points) and Salem, Hubli Dharwar and Puducherry (1 point each). Rest of the 15 centres’ indices remained stationary.

The indices of 39 centres are above All-India Index and other 38 centres’ indices are below national average.

The next index of CPI-IW for the month of November, 2013 will be released on Tuesday, 31 December, 2013. The same will also be available on the office website www.labourbureau.gov.in

Central Government Employees ask Centre to Consider Merger of 50 percent DA

Government employees have asked the Centre to consider merging dearness allowance with their pay, arguing that the Sixth Pay Commission — quite like the Centre — could not have anticipated the high inflation that has eroded real wages over the last decade.

Since 2006 – when the recommendations of the last pay commission came into force – the dearness allowance has increased to 90%, a reflection of the high inflation environment that employees have to cope up with.

The demand was made at a preliminary meeting held between the department of personnel and the employee representatives to discuss the proposed Seventh Pay Commission announced by Prime Minister Manmohan Singh in September.

Congress media department chief Ajay Maken had asked the Prime Minister to announce the next pay commission in March this year. Writing in his capacity as a cabinet minister, Maken had also argued for a liberal increase in the salaries of government officials to attract and retain talent.

Representatives of government employees weren’t as optimistic.

Umraomal Purohit, secretary, staff side, however, did stress on the merger of dearness allowance (DA) with the basic pay. Purohit said that the sixth pay commission did not recommend merger as they could not have anticipated a high rate of inflation which resulted in employees being granted a 90% rate of DA.

Purohit and other representatives also emphasised that a system should be put in place to ensure that anomalies created due to recommendations of pay commissions should be resolved within a year of the implementation of the report.

Government sources said the pay commission could be notified over the next two months or so, well before the model code of conduct for the general elections kicks in. Also, the Centre is expected to give the panel enough time to prepare its report in the hope that the government would be a lot more comfortable vis-a-vis the fiscal deficit by the time the panel submits its report

A Meeting on 7th Pay Commission is convened by DOPT


The central government employees will be happy to see some progress in the announcement made by central government on setting up of 7th Pay commission. The General Secretary, NFIR –National federation of Indian railway men, informed his leaders through his letter dated 20/10/2013, that a meeting with JCM Members has been convened under the Chairmanship of Secretary,DOP&T at 1500 hours on 24th October, 2013 in Committee Room No. 190, North Block,New Delhi.

According to the General Secretary, NFIR, the Core Issue to be discussed in the meeting will be ‘Terms and reference of 7th Pay commission.’ So it is believed that National Council JCM Members will share their views in the meeting regarding Terms and reference of 7th Pay Commission. Already lot of suggestions has been poured by netizens on 7th pay commission and the terms and reference of 7th pay commission.

What is Terms and Reference?

The term represents mainly two things
1.Purpose
2.Structure

So the purpose and structure of 7th pay commission will be discussed and most probably defined in the meeting to be held on 24/10/2013 at North Block with Staff Side Members of National Council JCM.

Some suggestions on Terms and reference on 7th Pay commission are compiled and produced here for inviting the Readers opinion.

Structure of the 7th Pay Commission


1) As the practice fallowed before ,7th pay Commission should be headed by a Retired or serving Judge of the Supreme Court;

2) Members of the Commission should have a representation from each Pay Band

3) Commission should have one Member each from Defence , Railways and Postal

4) It should be assisted by a Consultative Body of Ex-Defence and Railway Personnel to project the special conditions prevailing there in – being the largest employers.

1) 1: 12 Ratio between Minimum and Maximum PAY to be reduced

2) Rationalizing Promotion Policy (No reservation in promtion)
