Sub:- Sanction of Dearness Allowance @ 10% to State Government Employees with effect from 01.07.2013.

   Ministry of Finance, Government of India, Department of Expenditure in their Office Memorandum No-1-8/2013-E-II(B).,dtd.25.09.2013 have enhanced the Dearness Allowance payable to the Central Government employees from existing 80% to 90% w.e.f. 01.07.2013.

   2. Now, considering the overall financial resources and fiscal targets stipulated under Odisha Fiscal Responsibility and Budget Management Act, 2005, the State Government have been pleased to release additional dose of DA @ l0% enhancing the same from the existing rate of 80% to 90% on the Basic Pay and Grade Pay taken together w.e.f. 01.07.2013 in case of the State Government employees, who are covered under the ORSP Rules, 2008. This additional dose of DA will be paid in cash and can be drawn in the Pay Bill of October, 2013 payable in November, 2013 and onwards. Arrear from the month of July, 2013 to September, 2013 on account of the enhanced DA will be drawn and disbursed latest by 31.03.2014.

   3. Payment of enhanced DA in cash @ 90% w.e.f. 1st July, 2013 to the State Government employees and employees of Aided Educational Institutions, drawing pay under ORSP Rules, 2008 will be at par with DA sanctioned by Government of India in Ministry of Finance, Department of Expenditure O.M. No.1-8/2013-E-II(B), dated 25.09.2013.

   This additional dose of DA of 10% on basic Pay and Grade pay taken together w.e.f. 01.07.2013 and the manner of payment to the State Government employees as above is also applicable to the following category of employees covered under the ORSP Rules, 2008.

   All India Service Officers serving in the affairs of the State Government, for which G.A. Department will issue orders separately;

   The teaching and non-teaching staff of Universities who are in receipt of regular scale of pay for whom the State Government is bearing full salary cost. These also include Teachers of Universities who enjoy AICTE/UGC scale under ORSP (College Teachers) 2010 and Medical College Teachers under ORSP (Medical College Teachers) Rules, 2010;

   Subordinate Judicial Officers drawing their pay in accordance with Law Department Resolution No.8318/L dated 02.08.2010;

   Work-Charged employees drawing pay in regular scale of pay under the ORSP Rules, 2008; and

   Job Contract Workers of Consolidation and Settlement Organisation who are in receipt of fixed pay in regular scale of pay under ORSP Rules, 2008 and DA sanctioned thereon from time to time.

   5. DA in accordance with this Memorandum will also be admissible to the State Government employees who were in service on the 1st July, 2013 but have ceased to be in service at the time of sanction of this enhanced DA.

   6. The bill for drawal of enhanced DA @ 10% w.e.f. 01.07.2013 to the State Government employees and employees of Aided Educational Institutions, drawing pay under ORSP Rules, 2008 will be submitted to the Treasuries/Special Treasuries/Sub-Treasuries along with the Pay Bill for the month of October, 2013 payable in November, 2013 onwards.

The rate of Dearness Allowance payable to central Government Employees is arrived from a prescribed formula. In which the main component is the Average AICPIN for Industrial Workers for twelve months prior to every January and July of every year. So it is quite obvious that everyone wants to know the Consumer Price Index Numbers for Industrial Workers of every month. So they can calculate the rate of Dearness Allowance approximately after every six months.Expected DA from January 2014

The AICPIN for Industrial workers for the month of July has been released by Labour Bureau to day. As this is the seventh month’s AICPIN , we need still five months AICPIN to calculate the rate of Dearness Allowance to be paid to central Government Employees from January 2014. But with these 7 months CPI points, the expected DA from January 2014 can be arrived approximately.

If we look at the increase rate of the AICPIN for the 12 months starting from January 2012 to December 2012, the AICPIN for the month of January 2012 was 198 and for the month of December 2012 was 219. The total increase for the year was 21 points.

For the next twelve months starting from July 2012 to June 2013, the AICPIN for July 2012 was 212 and June 2013 was 231 and the total increase was 19 points.

So we can expect that for these twelve months from January 2013 to December 2013 the increase will be more than 20 points. It should be noticed that the AICPIN is increased by 4 points for the month of July 2013. This trend is expected to be continued as the Rupee is falling against Dollar consistently. It will have a considerable impact on the prices of basket of essential commodities and Consumer Price Index too. The month of January has been started with 221 points, and this July 2013 touched 235 points level. Up to this month the total increase is 14 points. As this is the seventh month of these twelve months, the remaining 5 months will have a increase of 10 to 15 points level. So the total increase for this year will be of 24 to 29 points. According to this summary the Average AICPIN for these twelve months will be from 233 points to 234 points.

Taking all the above factors into consideration, if we apply this in the formula prescribed for calculating the rate of Dearness Allowance, the answer is as follows:

The Expected DA from January 2014 will be at 100% to 102% level

It is now confirmed that the rate of Dearness Allowance from July 2013 will be increased by 10% according to the AICPIN average for the past twelve months starting from July 2012 to June 2013.The Consumer Price Index Number for the month of June 2013 is released on 31st July 2013 by Labour Bureau, Ministry of Labour and Employment  in its Official site.Dearness Allowance from July 2013

All the central government employees will not be interested to know about the CPI numbers if it has no role in the calculation to obtain the rate of dearness allowance paid to central government employees. Since the dearness allowance is paid to central government employees to compensate the price rise, the AICPI numbers is the only factor to measure the increase in the prices of essential commodities. So the AICPIN for Industrial Workers is obviously inevitable part of the formula prescribed for calculating the rate of dearness allowance to be paid to central government employees.

It is not only for central government employees, but all the state government employees have also been paid the same rate of dearness allowance. Once it is declared by the central government, all the state governments have no other go than to fallow it. That is why the AICPIN for Industrial workers has been watched keenly by all the central Government Employees and state government employees every month.

To calculate the rate of Dearness Allowance from July 2013, we need AICPIN for Industrial Workers for the past twelve months


The average AICPIN for past 12 months is 220.67

The Formula to calculate the DA  
                                                            = ( Avg of AICPIN for the past 12 months – 115.76)*100 /115.76                                                                    
   The rate of DA from July 2013  =  (220.67-115.76)*100/115.76
               
                                                            = 90.618  (As per the instruction fraction if any to be ignored)
So the rate of DA to be paid to central government employees from 1st July 2013 will be 90%. It is expected that formal announcement on this will be made by government after the decision taken by the cabinet committee on economic affairs in its meeting by the first week of September 2013 positively.

Subject : Re-Constitution of Departmental Peer Review Committee for considering the cases for extension of service of Scientists beyond the age of superannuation.

The Prime Minister has approved the composition of the Standing Peer Review Committee in respect of Defence Research and Development Organisation with the following compositions for considering the cases for extension of service of Scientists beyond the age of superannuation under FR 56(d).


i. Secretary, Department of Defence R&D - Chairman
ii. Secretary, Ministry of Earth Sciences - Member
iii. Prof. P.B.Sharma, Vice-Chancellor, DTU - Member
iv. Chairman, Recruitment and Assessment Centre (DRDO) - Member
v. Secretary, DOPT or representative of Secretary not below the
rank of Additional Secretary - Member

2. The tenure of the Committee will be two years.

3. The Committee will hold biennial meetings, three to four months in advance to consider the proposals for extension of service coming up in the six months block i.e. April-September and October-March so that the ACC gets sufficient time to consider the proposals. The recommendation  of the Peer Committee for extension of service beyond 60 years and upto 62 years may be submitted to the EO Division of DOP&T for obtaining approval of the ACC.


4. The Committee will also consider the cases of extension of service beyond 62 years and upto 64 years and the recommendation of the Committee may be submitted to the Establishment Division for placing the same for consideration by the Screening Committee headed by the Cabinet Secretary before obtaining the approval of the ACC.

Consumer Price Index for Industrial Workers (CPI-IW)-May, 2013

The All-India CPI-IW for May, 2013 rose by 2 points and pegged at 228 (two hundred and twenty eight). On 1-month percentage change, it increased by 0.88 per cent between April and May compared with 0.49 per cent between the same two months a year ago.

The largest upward contribution to the change in current index came from Food group which increased by 1.22 per cent, contributing 1.64 percentage points to the total change. At item level, Rice, Arhar Dal, Fish Fresh, Poultry (Chicken), Milk, Chillies Green, Garlic, Ginger, Tomato, Root & Green Vegetables, Tea Leaf, Tea (Readymade), Cigarette, Country Liquor, Electricity Charges, Medicine (Allopathic), Repair Charges, etc. are responsible for the rise in index. However, this was compensated by Petrol putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 10.68 per cent for May, 2013 as compared to 10.24 per cent for the previous month and 10.16 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 13.24 per cent against 12.39 per cent of the previous month and 10.61 per cent during the corresponding month of the previous year.

At centre level, Chennai and Nagpur recorded the largest increase of 8 points each followed by Nasik (7 points) and Warrangal, Coonoor, Hubli Dharwar, Madurai and Tripura (6 points each). Among others, 5 points rise was registered in 2 centres, 4 points in 14 centres, 3 points in 6 centres, 2 points in 12 centres, and 1 point in 12 centres. On the contrary, a decline of 6 points was reported in Delhi, 5 points in Ghaziabad, 4 points in Srinagar, 3 points in 2 centres, 2 points in 2 centres and 1 point in 7 centres. Rest of the 10 centres’ indices remained stationary.

The indices of 38 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Jabalpur and Haldia centres remained at par with all-India index.

The next index of CPI-IW for the month of June, 2013 will be released on Wednesday, 31 July, 2013. The same will also be available on the office website www.labourbureau.gov.in.

Sub:- Implementation of the Cadre Restructuring of Income Tax Department : Constitution of the Core Committee

1. Restructuring proposal of the Income-tax Department has been approved by Government on 23.05.2013 for the creation of a total 20,751 additional posts, and various measures to increase the effectiveness of the Department.

2. The steps required to be taken to implement the Cadre Restructuring have been considered by the Board and it has been decided that its roll-out needs to be carried out in a planned and time-bound manner. It has therefore been decided to constitute a Core Committee as detailed in Para 6 to facilitate the implementation of the Cadre Restructuring.

3. The Board has also decided to Constitute various other Sub-committees, consisting of representatives from CCAs, field formations and other stakeholders that would undertake the task of analyzing the issues and data, preparing roadmaps as well as assisting in the implementation of the various components of the Cadre Restructuring. The tasks for the Sub-committees would include ensuring modalities for earliest implementation for items such as promotion/recruitment at various levels, conducting DPCs/up-gradations, considering operational/functional/jurisdiction issues for allocation of posts in different regions, restructuring/establishment of Directorates, required amendments in RRs and the creation of necessary infrastructure required for the posts.

4. The Core Committee would be responsible for the overall implementation of the Department’s restructuring. It would process the constitution/approval of the Sub-committees, co-ordinate efforts of all the Sub-committees, keep the CBDT abreast of all the developments; seek necessary clearances/approvals, wherever required, and assist the Sub-committees in their functions including seeking intervention wherever required to ensure that the work of the Sub-committees remains on schedule.

5. It would also be directly responsible for facilitating/ ensuring the DPC for grant of Apex grade to CCsIT, submission of analyses and reports to the CBDT; making recommendations on policy issues with regard to promotions/upgradations and inductions at various levels in consultation with the Sub-committees as may be required.

6. The Core Committee as detailed below, is accordingly constituted with the approval of Competent Authority:-

A. Facts of the case

Shri.T.K.R.Pillai vide appeal dated 29.04.2013 received in this Division on 02.05.2013 has stated that he is not satisfied by the reply given by the CPIO of CS Division of DOPT on his application. The applicant had sought the information regarding revision of the Grade Pay of LDCs and UDCs in the Administrative branch of the Government of India. Further CS-II Division deals only with LDCs and UDCs of Central Secretariat Clerical Service (CSCS) and as such as per the records available in CS-II Division, there is no proposal to upgrade the Grade Pay of LDCs and UDCs of CSCS cadre. The application of Shri.A.H.Lokhande has not been received in this Division.

B. ORDER

2. Therefore, the reply furnished by the CPIO is in order. The appeal accordingly stands disposed of.
