Domicile must for kids of central govt staff

9:32 AM Posted by Unknown No comments

While the state government’s policy on making domicile certificates mandatory for admissions into all professional courses is affecting all students, children of central government employees are no exception to the rule.

A government order states that even for children of central government employees, who are transferred regularly in different states, a domicile certificate is mandatory.

A student, whose father is a central government employee, is seeking admission to JJ School of Arts for a course in design was told that she would need to produce a domicile certificate. “My daughter wanted a seat in the interior designing course. I work for the central government and have been in the state for around six years. My daughter has completed education till std XII from Mumbai. However, we will not be eligible for a domicile certificate,” said Ramesh Singh (name changed).

With no seats available in Maharashtra, due to non-availability of domicile certificates, Singh’s daughter has been forced to apply in the outside Maharashtra state (OMS) category. “There is only one seat available in the OMS quota in this particular college. She has already appeared for the entrance exam to the college, but is uncertain about securing a seat in the OMS category. I do not understand how domicile certificates matter, if the student has completed her std X and XII from the state,” he added. While children of defence personnel and also children of citizens’ displaced by terror activities in Jammu and Kashmir are exempt from the domicile rule, no exemption is provided to the kin of central government employees.

Though a proforma asking a signature of the authority where the person is employed in the central government is sought, the rule exempts children of defence personnel and also children of citizens displaced by terrorists’ activities in J&K, but no exemption is provided to central government employees.

“The domicile certificate is mandatory for students seeking admissions to professional courses in the state,” said Sanjay Kumar, principal secretary in the higher and technical education department. He said, “In January 2010, the state government

Prime Minister reviews Railways, gives direction for stepping up safety, punctuality and cleanliness

10:39 PM Posted by Unknown , No comments

In a meeting attended by Sh Mukul Roy, Sh KH Muniyappa, and Sh Bharatsinh Solanki, Ministers of State in the Ministry of Railways, Chairman Railway Board and members of the Railway Board, Prime Minister Dr Manmohan Singh took a detailed review of the Indian Railways.

Expressing concern at recent accidents at unmanned level crossing gates, Prime Minister directed that the signage and road surface at the level crossing gates should be in accordance with laid down norms. The Railways will launch a publicity drive to educate the road users also.

In view of the summer holiday season in full swing, Railways assured Prime Minister that punctuality is receiving utmost attention, while amenities at stations are being stepped up to provide greater convenience to the traveling public. While appreciating on-line ticketing as a good initiative, Dr Manmohan Singh mentioned that there were complaints of the system becoming slow at peak times. Railways will move to ensure that the capacity for on-line ticketing is increased by an additional one lakh tickets per day within this summer.

Prime Minister also asked the Railways to give special attention to the supply of fertiliser for farmers, and to expeditiously move foodgrains for the public distribution system from Punjab and Haryana, for consumption in the rest of the country. There should be no slackening in movement of coal to power plants, so that sufficient stock can be built up before the monsoon.

While the Railways apprised the Prime Minister of the record completion of new lines last year, Dr Manmohan Singh said that creation of Railway infrastructure must not slow down. Railways must fast track the setting up of locomotive factories, and other initiatives being taken to attract investment under the public-private partnership framework. This will also send a positive signal about investment climate to potential investors, both at home and abroad.

While appreciating the good work done by the Railways under Kum Mamata Banerjee, Prime Minister said that the tempo should be further quickened to carry the initiative forward. Dr Manmohan Singh made specific mention of the need to speed up work on the Dedicated Freight Corridor, J&K Railway Project, and the national railway projects in the North Eastern states. While Railways had successfully absorbed the additional staff costs after the 6th Pay Commission, Prime Minister mentioned the critical need to improve the operating ratio by increasing revenues and decreasing operating costs.

Mentioning that Indian Railways was the lifeline of our nation, Prime Minister appreciated the dedication of Railway staff and officers, and exhorted them to aim to achieve beyond laid down targets.

HC flays Army Medical College for reserving 100% seats

10:37 PM Posted by Unknown , No comments

The Delhi High Court today came down heavily on an Army Medical college for not complying with the judicial orders by going ahead with reserving 100 per cent seats for the wards of defence personnel.

The court also sought the assistance of the Attorney General to examine the feasibility of take over of the Army Medial College run by Guru Govind Singh Indraprashtha University (GGSIPU).

"We request the Attorney General to assist the court on the issue," a bench comprising Chief Justice Dipak Misra and Justice Sanjeev Khanna said while pulling up the college for running it according to their "whims and fancies".

"On perusal of the affidavit filed by the college, it appears that they have all the powers on the earth to close the college at their whims and fancies and no authority can compel them to run the college," the bench said.
