MPs Quota for Admission in KVs

Kendriya Vidyalaya Sangathan (KVS), with the approval of Board of Governors has implemented a new scheme of Special Dispensation Admission for Members of Parliament in Kendriya Vidyalayas (KVs) with effect from 20.7.2012. Under the scheme, the dispensation admission quota on the recommendations for each MP has been raised to 6 admissions in an academic year. Such recommendations would be for admissions in Kendriya Vidyalayas located in his/her constituency only. In case there is no Kendriya Vidyalaya in the constituency of the Member of Parliament(Lok Sabha), he/she may recommend these admissions in the KVs located in any neighboring contiguous constituency. 


However, for Members of the Rajya Sabha, the state from which the Member has been elected would be deemed to be his/her constituency for this purpose. Nominated Members of the Rajya Sabha and Lok Sabha can recommend 6 cases for admission in any one or more KVs of the country. 

This information was given by the Minister of State for Human Resource Development, Dr. D. Purandeswari, in written reply to a question in Lok Sabha today.

Service chiefs meet Cabinet Secy on pension anomalies

Three Services chiefs met Cabinet Secretary Ajit Seth here on Wednesday regarding anomalies in salaries and pension of soldiers and long pending demand for ‘one-rank, one-pension’. The meeting came about after they complained that no Services representative was there in the high-powered panel set up by Prime Minister Manmohan Singh last month to look into the grievances of the men in uniform.

The panel headed by the Cabinet Secretary and comprising Defence Secretary, Principal Secretary to the Prime Minister, Secretary Department of Expenditure, Secretary Department of Ex-Servicemen’s Welfare and Secretary Department of Personnel and Training will submit its report including the issue of ‘one-rank, one-pension’ to the Prime Minister on Wednesday. He is expected to announce some welfare measures for ex-servicemen in his address to the nation on August 15.

Admiral Nirmal Verma, General Bikram Singh and Air chief Marshal NAK Browne had written a letter to Defence Minister AK Antony in the last week of July about the absence of a Services representative on the panel.

Interacting with reporters here on Tuesday, Verma said there was no Service representation in the committee. However, there was interaction with the panel and Service had briefed the committee about the anomalies.

Meanwhile, the terms of reference of the committee were to look into the issues like common pay-scale for in-service JCOs and other ranks, initial pay-fixation of Lt Col/Colonel and Brigadier/equivalent, review and enhancement of grade pay, placing of all Lts General in Higher Administrative Grade (HAG)+ scale and grant of non-functional upgradation (NFU) to armed forces personnel.

As regards ex-servicemen, the committee was directed to look into the issue of ‘one-rank, one-pension’, enhancement of family pension, dual family pension and family pension to mentally/physically-challenged children of armed forces personnel on marriage.

National Anomaly Committee-Meeting of the Joint Committee on MACPS Anomalies

Sub: – Meeting of the Joint Committee on MACPS Anomalies



As decided in the National Anomaly Committee Meeting held on 17/07/2012,the Dop&T held separate meeting with the Leaders of Staff Side at North Block, New Delhi, Room No.190 on 27/07/2012. Shri M.Raghavaiah, General Secretary, NFIR has participated in the meeting.

Discussion were held on the following  issues

1. Grant of MACP in the promotional hierarchy: 
The Staff Side (NFIR) insisted that option be given to individual employee in this regard to facilitate him/her to opt for availing benefit of financial upgradation.

After discussion it was agreed to examine in depth for finding solution



2. Date of effect of MACP Scheme 
The desirability of giving effect to the MACP Scheme w.e.f.01/01/2006 will be examined.



3. Counting of total temporary status Casual Labour service for reckoning 10/20/30 years under MACP Scheme: 
Official Sides tated that this will be processed separately.



4. Treatment of employees selected under LDCE/GDCE Scheme: 
In the light of the instructions issued when the ACP Scheme was introduced,the same policy be adopted and accordingly orders will be issued.In other words,those inducted through LDCE/GDCE Scheme, such induction may be counted as appointment and will not be reckoned as promotion.



5. Problems faced in the identical Grade Pay:

It was agreed to issue instructions for granting additional increment for fixation of Pay in case of promotion to the same Grade Pay. Instructions in this regard will be issued to Ministry of Railways etc..



6. Financial Upgradation under MACPS, in the case of staff who joined another Unit/Organisation on request:

The Staff Side (NFIR) has pointed out that OM dated 01/11/2010 should be suitably amended covering the staff who were transferred on request on reversion to the Unit/Organisation so that the total service rendered in the previous Unit/Organisation may be counted for MACPS. It was agreed to consider

7. Extension of benefit of MACPS to an employee appointed in Grade where direct recruitment element is there while ignoring service and promotion rendered prior to his appointment in that post:

Official Side reiterated that suitable clarification N o.5 of OM dated 09/09/2010 was already issued.staff side stated that this will be checked up.



8. Stepping up of Pay of Senior incumbents at par with Junior incumbents as a consequence of ACP/MACPS:

Staff Side (NFIR) has explained the case of gross injustice done, more particularly in the Accounts Department of Indian Railways wherein the incumbents who cleared the Appendix examination are drawing less pay than those who could not qualify the said examination and got the benefit of MACPS. The staff side (NFIR) insisted that this situation is leading to de-motivation among the qualified staff and urged for rectifying the anomalies is. It was agreed to consider and Ministry of Railways advised to send the proposal



9. Employees who got one promotion prior to 01/09/2008 and completed over two decades of service without benefit of promotion and are denied third ACP under MACPS:

After discussion Official Side agreed that this is a peculiar situation and assured to take action for remedying the situation. The Staff Side (NFIR) has insisted that in such cases third ACP should be straight away given to the staff from the date subsequent to the date of completion of two decades of service after first promotion. 
Official Side appreciated the logic and reasonableness and agreed to consider.



10. Modification of recruitment rules particularly in Railways and upgradation granted by abolition of Pay scale – Implementation of MACPS:

The Staff Side (NFIR) explained that in the Railways the lower Pay Scales were abolished and posts were upgraded to the higher Pay Scales with revision of recruitment qualification and designation. In such cases the Staff Side insisted that entry Grade Pay as a result of upgradation subsequent to abolition of lower Pay Scale  s should be taken into consideration for reckoning 10/20/30 years of service for granting MACP Official Side has agreed to obtain details from Ministry of Railways for issuing appropriate clarification. In the mean while,Railway Board will have discussion with the Staff Side separately so that appropriate proposal could be sent to the DoP&T.



11. Placement of staff as a result of upgradation of posts: 
The Staff Side (NFIR) insisted that such placements should not be considered as promotion for the purpose of grant of financial upgradation under MACP Scheme. Official Side stated that this will be examined.

12. In the course of discussion the Official Side also stated that MACP Scheme should be a fall-back option and the Ministries should conduct Cadre Restructuring for ensuring that the staff could be promoted within the reasonable time i.e. within 10 years. When the Staff Side pointed out that the Ministry of Railways is citing the 
instructions of Ministry of Finance issued some years back that only one third of the Cadre could be disturbed,for revising the percentages the Official Side clarified that necessary clarificatory instructions will be issued to the Ministry of Railways etc.,so that the Cadre Restructuring can be done without problems.

Subject :  Grant of Honorarium to Inquiry Officers (IO)/Presenting Officers (PO) - Consolidated instructions regarding.

The undersigned is directed to say that the Department of Personnel and Training have issued instructions vide NO 1344/99-AVD-I dated 29th June 2001 and 7th April 2003  on the subject of honorarium to the Inquiry Officers and Presenting Officers covering the aspects of rates of honorarium, appointment of retired officers as Inquiry Officer, terms and conditions for payment of honorarium etc from time to time. The rates of honorarium payable to IO/PO were last revised vide this Department's OM no 142/20/2008-AVD-I dated 27th July 2009. [copy attached]. 

2. A Committee of Experts set up to review the procedure of Disciplinary Nigilance inquiries and to recommend measures for their expeditious disposal under the chairmanship of P.C Hota, former Chairman of UPSC in May 2010 had made a series of recommendations in July 2010 including the rates of honorarium. The detailed recommendation of the expert committee is available on the website of this Department. It can be accessed through the Link.

The Reconunendations of the Committee on the proposed increases in Honorarium relating to IO/PO are contained in paras 37, 42-44 of the report of the Committee. 

3. The recommendations of the Expert Committee on the aspect of revision of rates of honorarium along with some other related measures were examined in the Department and was placed before the Group of Ministers on Corruption, set up for examining measures, including legislative and administrative, to tackle corruption and improve transparency. The Group of Ministers while considering the Terms of Reference also considered the recommendations of the HOTA Committee and recommended that the remuneration of the 
IOs and POs may be fixed, keeping in mind the recommendations of the HOTA Committee. These recommendations of the GOM have been accepted by the Government. 

4. It has therefore been decided to revise the existing rates of honorarium payable to IO/PO in line with the recommendations of the Expert Committee. The revised rates of Honorarium and other allowances payable to IO both serving and retired officers and PO(serving) and the terms and conditions governing the same is indicated in Annexure -1 to this OM. The rates of Honorarium stated therein are ceilings and the concerned 
ministry/department where the misconduct was committed may decide the exact quantum of honorarium to be paid keeping in mind the volume of work involved in specific cases and the terms and Conditions indicated in the Annexure -1. 

5. The revised structure of rates of honorarium and allowances as indicated in Annexure-I are intended to be made applicable to Departmental Proceedings including inquiry proceedings undertaken by the committee on Sexual Harassment, by Ministries /Department in respect of officials /officers serving under different cadres of services under their administrative control. However, in case a cadre of a service or organisations such as 
autonomous bodies have a separate set of rules and instructions for regulating honorarium to IO/PO in existence they may choose to continue with their own set of instructions. Fully or partially funded autonomous bodies may retain their own provisions so long as they are not more beneficial than what has been proposed in this OM. 

6. This orders will take effect from tie date of issue of this OM and will also apply to all inquiries in progress. 

7. The services of serving officers may be used as IO and PO to the extent possible in the conduct of departmental inquiries. However, Central Vigilance Commission has been requested to create and maintain a panel of retired officers/officials willing to serve as IO for conducting departmental inquiries and for this purpose also design a procedure for inviting applications from the retired Government Servants to be followed by the Ministries and Departments. Till such time such a panel of retired officers become available from CVC, the concerned ministries /departments may, where it is not possible to use the services of a 
serving officer as Inquiry Officer for conducting departmental inquiries, use the services of officers who have retired from Ministries/Departments, for conducting such departmental inquiries. 

8. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their UO no.14(4)/2009-E-II(B) dated 26.3.2012 and 5.6.2012.

Disbursement of salary/wages/pension to the Central Govt. Employees and Pensioners in the State of Kerala for the month of August, 2012 on account of ONAM festival

OFFICE MEMORANDUM

Subject: Disbursement of salary/wages/pension to the Central Govt. Employees and Pensioners in the State of Kerala for the month of August, 2012 on account of ONAM festival.

        In view of the “ONAM” festival, the Government have decided that the salary of all Central Government Employees in the State of Kerala for the month of August, 2012 may be drawn and disbursed by the Central Government Offices (including Defence, Posts and Telecommunications) on 27th August, 2012.

2. The wages for August, 2012 of the industrial Employees of Central Govt. serving in the State of’ Kerala may also be disbursed in advance on 27th August, 2012.

3. The pension for August. 2012 of all Central Government pensioners in the State of Kerala may also be disbursed by Bank/PAO’s on 27th August, 2012.

4      The salary/wages/pension so disbursed is to be treated as advance payment and subject to adjustment after the lull month’s salary/wages/pension of each employee/pensioner is determined. The recovery, if any, will be made without exception from the salary/wages/pension, as the case may be, for the month of September, 2012.

5. The concerned Ministries/Departments are requested to bring these instructions to the notice of their offices located in the Slate of Kerala for necessary action immediately.

6. Reserve Bank of India is requested to bring these instructions to the notice of all paying branches of all Banks located in the State of Kerala for necessary action immediately.
