Grade Pay Rs.4200 to MCM:Issuance of Order will be delayed

          The sources close to the South Block told that the proposal approved by the Finance Ministry (Department of Expenditure) regarding granting Grade Pay Rs.4200 to MCM in Ministry of Defence, facing a surprising twist in its non ending long journey.


         It has been told that all the three federations (AIDEF, INDWF, and BPMS) are opposing this proposal as it was not the same as they accepted in Fast Track Committee. Hence it is believed that the Defence Ministry now sent the file back to MOF for the approval of the proposal accepted in Fast Track Committee.

           In the old proposal it has been recommended that there will be 4 Grade Structure, in which Skilled-45%, Highly Skilled II-20.5%, Highly Skilled I-20.5%and MCM will be 14%and the Grade Pays are Rs.1900 to Skilled,Rs.2400 to HS-II,Rs.2800 to HS-I and Rs.4200 to MCM.

Subject:- CCS (LTC) Rules, 1988 - Relaxation for travel by air to visit NER.

                The undersigned is directed to say that in relaxation of CCS (LTC) Rules, 1988, the Government have decided to permit Government servants to travel by air to North Eastern Region on LTC as follows:-

(i) Group A and Group B Central Government employees will be entitled to travel by Air from their place of posting or nearest airport to a city in the NER or nearest airport ..

(ii) Other categories of employees will be entitled to travel by air to a city in the NER from Guwahati or Kolkata.

(iii) All Central Government employees will be allowed conversion of one block of Home Town LTC into LTC for destinations in NER.

2. These orders shall be in operation for a period of two years from the date of issue of this O.M.

3. Data regarding number of Government employees availing LTC to NER may be maintained.

4. In their application to the staff serving in the Indian Audit and Accounts Department, these orders issue after consultation with the Comptroller and Auditor General of India.

Combined Defence Services Examination (II), 2010

                 The Union Public Service Commission will hold the Combined Defence Services Examination (II), 2010 on September 19, 2010 for admission to Indian Military Academy, Naval Academy and Air Force Academy for the Courses commencing in July 2010 and Officers Training Academy, Chennai for the Courses (Men and Women) commencing in October, 2011.


                For details regarding the eligibility conditions, syllabus and scheme of the examination, centers of examination, guidelines for filling up application form etc. aspirants must consult the detailed notice of the examination published in the Employment News/Rozgar Samachar dated April 17, 2010. Details are also available on UPSC website i.e.http://www.upsc.gov.in.

              Candidates can apply Online using the link www.upsconline.nic.in. Details instructions for filling up on line applications are available on the website.

             Candidates, who wish to apply off-line, must apply in the Common Application Form devised by the Commission for its examinations, which can be purchased from the designated Head Post Offices/Post Offices (specified in Appendix-III of the notice) throughout the country.

             In case of any difficulty in obtaining application forms from the designated HPOs/Pos, the candidates should contact the concerned Post Master or UPSC’s “FORMS SUPPLY MONITORING CELL” over Telephone no.011-23389366/Fax No.011-23387310.

Entitlement of Employees for 2nd Class Ac

                     As per recommendations of the 6th Central Pay Commission as accepted by the Government, the Central Government employees drawing Grade Pay of Rs. 4200 are entitled to travel by 2nd AC by train while on official tour. So far as LTC is concerned, the entitlements are the same as for tour.


                  However, Railway employees are not governed by Central Government LTC provisions as far as travel entitlements are concerned. They are governed by Railway Servants (Pass) Rules, 1986 which entitle them to train journeys on duty/leave. Revision of entitlements for travel including travel in 2nd AC as per revised scales of pay/grade pay arising out of implementation of recommendations of the 6th Central Pay Commission are under examination.

                  This information was given by the Minister of State for Railways, Shri E. Ahamed in a written reply in Rajya Sabha .

MCM - Grade Pay Rs.4200(in MOD) is approved by Ministry of Finance

                  INDWF sources revealed that the proposal submitted by MOD on the approval of Fast Track Committee to create Four grade structure for industrial employees has been now approved by Ministry of Finance,(Department of Expenditure) on 22.04.2010.According to the approval the following proposal has been granted.

6. After getting approval from Defence (Finance) necessary orders will be issued by Ministry of Defence by next week

                Subject: Below Benchmark grading in ACRs prior to the reporting period 2008-2009 and objective consideration of representation by the competent authority against remarks in the APAR or for up gradation of the final grading.

                   The undersigned is directed to say that prior to the reporting period 2008-09, only the adverse remarks in the ACRs had to be communicated to the concerned officer for representation, if any to be considered by the competent authority. The question of treating the grading in the ACR which is below the benchmark for next Promotion has been considered in this Department and it has been decided that if an employee is to be considered for promotion in a future DPC and his ACRs prior to the period 2008-09 which would be reckonable for assessment of his fitness in such future DPCs contain final grading which are below the benchmark for his next promotion, before such ACRs are placed before the DPC, the concerned employee will be given a copy of the relevant ACR for his representation, if any, within 15 days of such communication. It may be noted that only below benchmark ACR for the period relevant to promotion need be sent. There is no need to send below benchmark ACRs of other years.

                 2. As per existing instructions, representations against the remarks or for up gradation of the final grading given in the APAR (previously known as ACR) should be examined by the competent authority in consultation, if necessary, with the Reporting and the Reviewing Officer, if any. While considering the representation, the competent authority decides the matter objectively in a quasi-judicial manner on the basis of material placed before it. This would imply that the competent authority shall take into account the contentions of the officer who has represented against the particular remarks/grading in the APAR and the views of the Reporting and Reviewing officer if they are still in service on the points raised in the representation vis-a-vis the remarks/gradings given by them in the APAR. The UPSC has informed this department at the Commission has observed that while deciding such representations the competent authorities sometimes do not take into account the views of Reporting/Reviewing Officers if they are still in service. The Commission has further observed that in a majority of such cases, the competent authority does not give specific reasons for upgrading the below benchmark ACR/APAR gradings at par with the benchmark for next promotion.

                   3. All Ministries/Departments are therefore requested to inform the competent authorities while forwarding such cases to them to decide on the representations against the remarks or for up gradation of the grading in the APAR that the decision on the representation may be taken objectively after taking into account the views of the concerned Reporting/Reviewing Officers if they are still in service and in case of up gradation of the final grading given in the APAR, specific reasons therefore may also be given in the order of the competent authority.

Subject: Expenditure Management - Economy measures and Rationalization of Expenditure.

                In consonance with economy instructions issued by Department of Expenditure vide O.M. No.7(1)E.Coord./2009 dated 7th September, 2009, this Department extended the appropriate economy measures applicable for Central Public Sector Enterprises (CPSEs) vide O.M. No. DPE/3(4)/2008-Fin dated 8.10.2009 through which, inter alia, following instructions regarding domestic and foreign travel were covered:-

               (i) No travel on Government account by air will take place by First Class; and

               (ii) All domestic travel on Government account by air will take place only by economy class, irrespective of the entitlement.

2. The matter has been reviewed by the Department of Expenditure and it has been decided vide O.M. No. 7(1)/E.Coord/2009 dated 23.3.2010 (copy enclosed) that w.e.f. 1st April, 2010 travel on Government account by air both domestic and International may take place by the entitled class. However, the austerity measures will remain in place for travel by air (where admissible) on LTC, which would continue to be restricted to economy class irrespective of the entitlement.

3. The partial withdrawal of austerity instructions vide O.M. referred above will also be applicable to CPSEs.

4. It is requested that the above relaxation may kindly be brought to the notice of Public Sector Enterprises under the administrative control of Ministries/Departments.

45% of IAF air crashes due to human error

                       A whopping 45 per cent of IAF air crashes in the last six years have taken place due to human error.


                      The IAF has informed the Parliamentary Committee on Defence that it had recorded a total of 74 air mishaps between April 2004 and March 2010, of which a high of 42 per cent was due to technical faults in the aircraft and a mere six per cent due to bird-hit.

                     The figures in percentage would mean the IAF has suffered 33 crashes out of 74 due to human errors, 31 due to technical errors in the aircraft and another 4 due to bird hit. Reasons for the remaining six crashes have not been given to the Committee.

Government have taken several steps to restore the public confidence in the IAS & IPS.  These inter-alia, include, speedy trial of corruption cases through setting up of Special CBI Courts, conducting disciplinary proceedings against  the delinquent officers in a time bound manner, inculcating appropriate values, introducing mid-career mandatory training programme for IAS officers, recognizing and rewarding the good performers by instituting the PM’s awards of excellence etc.

This information was given by the Minister of State in the Ministry of Personnel, Public Grievances & Pensions, Shri Prithviraj Chavan in written reply to a question in Rajya Sabha.

               In supersession of this Department's O.M. of even number dated 12th January, 2010, the undersigned is directed to say that it has been further clarified by Establishment (D) Assistants/DR Grade 'C' Stenographers who have got Non-functional grade (NFG) in the grade pay of Rs.5400/- would only be entitled for 3rd financial upgradation in the immediate higher grade pay of Rs.6600/- on completion of 30 years of continuous service or on completion of 10 years stagnation in a single grade pay, whichever is earlier.. No further financial upgradation would be admissible to such officials.

ULIP crisis resolved; SEBI, IRDA agree to MoF formula

               The government on Monday said the two regulators SEBI and IRDA have agreed to maintain the status quo that existed before market regulator's ban on 14 life insurers from raising funds for unit-linked schemes.

              The status quo will be maintained till a court decides who can regulate ULIP schemes, Finance Minister Pranab Mukherjee told reporters here.

             ULIP is an insurance product in which a bulk of the premiums is invested in equities and bonds.

            "To resolve any ambiguity and to ensure smooth functioning in the market, the regulators have agreed to jointly seek a binding legal mandate from an appropriate court," Mukherjee said.

            "Meanwhile, status quo ante is being restored," he told reporters outside the finance ministry.

            Mukherjee's comments came after a series of meeting between Finance Ministry officials and IRDA Chairman J Hari Narayan SEBI chief C B Bhave.

            SEBI last Friday banned 14 life insurance companies from raising funds through unit-linked insurance policies.

             A day later, insurance sector regulator IRDA asked the companies to ignore the SEBI order and do business as usual.

             The ball had since gone into the Finance Ministry's court. Bhave and Hari Narayan held separate meetings with Finance Secretary Ashok Chawla on the ongoing tussle between the two regulators.

             The life insurance companies against whom SEBI passed the order are SBI Life, ICICI Prudential, Tata AIG, Aegon Religare Life, Aviva Life, Bajaj Allianz, Bharti AXA, Birla Sunlife, HDFC Standard Life, ING Vysya Life, Kotak Mahindra Old Mutual Life, Max New York Life, Metlife India and Reliance Life.rore (little over $20 billion).

Terminated IIT students seek intervention of Prez,PM

                   Terminated for "bad performance", 38 students of IIT Kanpur have taken the issue to President Pratibha Patil and Prime Minister Manmohan Singh with a plea that the institute reconsider the decision.

                    The students have written to Prime Minister and the PMO has forwarded the matter to the HRD Ministry for "appropriate action". The Ministry has again forwarded it to the institute for action, a ministry official said.

                     The 38 students, including 24 from under-graduate and 14 post-graduate levels, were denied admission into fresh semester in January this year for "bad academic record".

                    Prof V N Pal, who is an alumni of the institute, has taken the students' issue to President Patil, who is the Visitor of the institute.

                 Prof Pal met the President on April one at Rashtrapati Bhawan and discussed the issue of termination of students of IIT Kanpur at length.

                He explained the socio-economic condition of these students.

Online Database of Board of Directors of Central Public Sector Enterprises (CPSES)

                  The Department of Public Enterprises (DPE) has taken the initiative to build and maintain a database of incumbents of Boards of Directors of CPSEs. In its Results Framework Document for the year 2009-10, DPE had committed to launch an online portal for database of Directors of CPSEs by 15th March, 2010.

                  Towards achieving the above initiative and fulfilling the commitment under RFD, DPE launched the Online Database on 9th March, 2010 which is available on DPE website (www.dpe.nic.in). This system has been developed with the help of DPE-NIC and has latest information regarding all three categories of Directors, viz. functional, official and non-official, on the Boards of CPSEs.

                   In order to keep the database updated and current, all CPSEs have been advised to nominate a nodal officer (preferably Company Secretary) in order to inform DPE about change in incumbency position of Board of Directors of respective CPSEs. To date, 145 CPSEs have nominated nodal officers who are regularly keeping DPE informed of any change in the incumbency of their respective Boards.

                  This database would help in maintaining and disseminating proper information regarding incumbency of Directors of CPSEs. It will also help administrative Ministries better plan for early filling of existing and future vacancies on the Boards of CPSEs.

Stop strike, serve people: Abdullah to employees

              Union Minister for New and Renewable Energy, Farooq Abdullah, today appealed to the striking government employees to call off their stir for the sake of people.

           The people are suffering because of the ongoing strike, which needs to be called off as the government is promise-bound to address the grievances of its employees," he told party workers here.

            Abdullah, also the president of ruling National Conference, asked party leaders to take up services to the people as a religious obligation. "Treat it (helping the masses) as your religious duty," he said.

             Government employees in the state are on a strike for over one week demanding arrears as per the 6th Pay Commission recommendations and raising of retirement age.

To resolve any ambiguity and to ensure smooth functioning in the markets, the regulators have agreed to jointly seek a binding legal mandate from an appropriate court. Meanwhile, status-quo ante is being restored.”

DoT Reduces call charges of Satellite phones for Para Military Forces in Border Areas

             The Department of Telecommunications, Ministry of Communications & Information Technology has decided to reduce the call charges from Rs. 5 per minute to Rs. 1 per minute for Satellite Phones for all Para Military Forces serving along the border outposts throughout the country. This decision has been taken in follow up of the visit of Shri Sachin Pilot, Union Minister of State for Communications & Information Technology to the North Eastern border areas where it was brought to his notice that jawans were required to pay Rs. 5 per minute for using the Satellite Phones to make calls to their families.

             In this context, Shri Pilot has said, “To combat terror and to maintain the security and integrity of the nation, our paramilitary forces despite being posted in the harshest of conditions, have provided unmatched services with dedication and valour. They have for the sake of the country not hesitated in even making the ultimate sacrifice of laying down their lives in order to keep our borders secure. Therefore, to make it easier and cheaper for these brave jawans to keep in touch with their loved ones, we have decided to reduce the call rates for satellite phones used in the border areas, from Rs. 5 to Rs 1. We felt this was the least we could do to boost their morale and mark our respect and appreciation towards our brave jawans”.

             The decision came in appreciation of the fact that the Central Paramilitary Forces like ITBP, BSF and SSB are charged with protecting our international borders with their jawans posted at border outposts in most difficult and inhospitable terrain comprising high mountain ranges, dense forests and vast stretches of desert. To ensure that these brave jawans’ enjoy access to telecom services, BSNL has been providing them with Satellite Phones.

ULIP insurance policies safe: IRDA on SEBI's ban order

             Insurance regulator IRDA on Saturday said that ULIP policies, under which a portion of funds is invested in the stock markets, are "safe and secure"

          "Policy holders of the Unit Linked Insurance Products (ULIPs) offered by different insurance companies are assured that these policies are safe and secure", said IRDA chairman J Hari Narayan in a release that followed market regulator Sebi banning such schemes of select companies last night.

             He further said that IRDA will take up the matter "expeditiously in the appropriate forum in accordance with the law."

             Securities and Exchange Board of India (SEBI) in an order issued on Friday evening banned 14 life insurance companies, including those belonging to Tatas, SBI, ICICI, HDFC and Reliance Anil Ambani group from raising funds through unit linked schemes.

               Market regulator SEBI has barred 14 private life insurance companies from selling unit-linked insurance plans without its approval, giving a fresh twist to the turf war between SEBI and insurance watchdog IRDA.

             “We expect some companies to move the court” said the CEO of a life company. “It is unfortunate that this dispute has been allowed to reach this stage. It is time for the finance ministry to intervene” he added.

              In an order signed by Prashant Sharn, wholetime director, SEBI, said, “I hereby direct the entities mentioned in this order not to issue any offer document, advertisement, brochure soliciting money from investors or raise money from investors by way of new and/or additional subscription for any product (including Ulips) having an investment component in the nature of mutual funds, till they obtain the requisite certificate of registration from SEBI”

               The 14 companies mentioned in this order include Aegon Religare, Aviva, Bajaj Allianz Life Insurance, Bharti AXA, Birla Sun Life, HDFC Standard Life, ICICI Prudential, ING Vyasa Life, Kotak Mahindra Old Mutual Life, Max New York Life, Metlife India, Reliance Life, SBI Life, TATA AIG Life.

         A few months back, SEBI had questioned individual life companies why they were selling investment products without its approval. Companies had responded individually that insurance laws permit them to offer an investment component within a life insurance policy. They also said that they were regulated by SEBI who had cleared all these products. The life companies were supported by the market regulator, who reiterated the stand taken by life companies.

110 private companies requested for CISF cover'

                About 110 private sector companies across the country have requested for security cover from the Central Industrial Security Force, CISF Director General N R Das said today.

               "Nearly 110 private organisations have applied for getting the CISF security cover including those in the areas of hotel business, education and iron and steel making," a release quoting Das said here.

               The practice to provide security cover of the paramilitary force to private sector companies began after an amendment to the Act related to CISF, following which it has provided security to Bangalore-based Infosys Technologies and later also covered its Mysore campus.

               The CISF is examining to provide security cover to 33 other organisations, Das said at a programme at Barwah near here.

               At present, the paramilitary force is handling security at 290 places in the country including 57 airports.

HC seeks counter-affidavit on transfer of policemen

           The Allahabad High Court today restrained Uttar Pradesh authorities from relieving hundreds of police personnel, who were recently transferred on the ground that they had been posted at or near their home districts, until further others

            Asking the Inspector General of Police (Establishment) to file his counter-affidavit on the petitions by the police personnel, Justice Shishir Kumar fixed April 23 as the next date of hearing in the matter.

            Earlier on March 30, the court had restrained the authorities from relieving the petitioners till April 09.

           The court today directed that the authorities will not relieve the transferred sub-inspectors and constables, who have approached the court, until further orders.

             The petitioners had moved the court with the plea that they had been transferred by their respective IGPs (Range) without taking due approval from the Police Establishment Board, set up in accordance with a Supreme Court order.

INDWF on granting higher pay scale to Master Crafts Man (MCM)

Sub:  Early finalization of the Fast Track Committee decision in granting higher pay scale to Master Crafts Man (MCM)


Sir,

    Master Craftsman in Defence were granted Rs.4500-7000 pay scale by Vth CPC where as in Railways, they were granted Rs.5000-8000 during 2000 w.e.f. 1.1.1996. This issue of parity in the pay scale of MCM was referred to VI CPC brought by bringing down the pay scale to MCM in Railways Rs.4500-7000 at par with Defence.

The demand was raised before the Govt. of India, and was agreed to refer to the Fast Track Committee to enhance the pay to PB-2 Rs.9300-34800 + 4200 Grade Pay. Accordingly Ministry of Defence, Department of Expenditure issued Gazette Notification by amending the CCS (RP) Rules, 2008 during july, 2009.

MCM – Rs.4500-7000 – Revised to Rs.5000-8000  -  Grade Pay Rs.4200

HS   – Rs.4000-6000  – HS – I        Rs.5000-8000  -  Grade Pay Rs.2800

HS   – Rs.4000-6000 –  HS – II       Rs.5000-8000  -  Grade Pay Rs.2400

The above revised 4 grades structure at par with Railways was worked out-by M of D by distributing ration between MCM, HS-I, HS-II of SK as 20.5%, 20.5% & 45% respectively. Also granting the revised enhanced pay scale effecting from 1.1.2006 and granting exemption for HS-I from Trade Test as one time relaxation.

The proposal was sent to Defecne (Finance) and in turn it was referred to DOP&T. The approval was received on 26.2.2010. The when referred to Defence (Finance), again the matter was referred to Department of Expenditure, Ministry of Finance. Now pending at Department of Expenditure, Ministry of Finance.

Due to delay even after granting higher scales to MCM and HS Grade-I, MACPs granting financial upgradation w.e.f. 1.9.2008 is also pending. Many people are retiring. It is therefore requested that Hon’ble RM may intervene in this matter to get the clearance both from Ministry of Finance and Defence Finance and to issue necessary orders for implementation in this, there are about 60 to 70,000 employees are involved and awaiting eagerly.

This is submitted with reference to our (INDWF) discussions held with RM on 26.1.2010 at 16.00 Hrs. along with Shri. Ashok Singh, President INDWF, at your Office.

Major Step to Improve Sanitation in Central Government Hospitals

            To improve the housekeeping and overall sanitation standards in the Central Government Hospitals viz. Safdarjung Hospital, Ram Manohar Lohia Hospital and Lady Harding Medical College Ministry of Health & Family Welfare has signed an MOU with Max Healthcare Institute Limited to provide training to the housekeeping and sanitation staff of all three Central Government hospitals. The training will be imparted in a phased manner over a period of 5-7 months. About 230 personnel in each hospital will be trained under this programme.

            Speaking at the launch of this training programme at Safdarjung Hospital here today, Ms. Sujatha Rao, Secretary (H&FW) exhorted the housekeeping staff to bring about the level of change so that it becomes a standard in housekeeping and sanitation of public hospitals. She made a mention of the Shaheed Hospital in Chattisgarh. This hospital was instituted and being run privately by the employees of Coal India for providing healthcare to people in the area who were not the employees of the public sector and did not have access to healthcare facilities. She said the enormous spirit and zeal to serve people around the area has resulted in Shaheed Hospital what it is today. When they can do it, we also can do it.

             Dr. Parvez, the Chief Executive Officer of the Max Healthcare remembered he had done his internship at Safdarjung Hospital 40 years ago. It is a privilege to be associated with the Government of India in such a path-breaking initiative. Max Healthcare will provide training to the staff in a systematic manner.

            The training will commence with assessment of initial baseline procedures and sanitation levels of each hospital by Max Healthcare staff consisting of housekeeping managers, HR personnel, Infection Control Nurses and Quality control personnel. Standard operating procedures and job descriptions for each member of the government hospital sanitation staff will then be developed and assigned, based on best practices which will be followed by these hospitals in the long run.

             A “Train the Trainer” programme will then commence for 30 Supervisory Staff, which will consist of Leadership Development and Technical Module, followed by training on the developed standard operating procedures. Thereafter assessment and training of 200 ground level staff will be undertaken on Technical Module and the developed standard operating procedures. Max Healthcare will conduct a comprehensive “Clean Hospital Campaign: with the support of hospital authorities. Government hospital sanitation staff will also be training on hand hygiene technique method, Needle Stick Injury precautions and proper usage of heavy industry gloves, masks etc.

Subject:- Rates of Dearness Allowance applicable w.e.f. 1.1.2010 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre revised scale as per 5th CPC.

        The undersigned is directed to refer to this Department’s O.M. of even No. dated 29th September, 2009 revising the Dearness Allowance w.e.f. 1.7.2009 in respect of employees of Central Government and Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.

2       The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 73% to 87% w.e.f. 1.1.2010. All other conditions as laid down in the O.M. dated 3 October, 2008 will continue to apply.

3       The contents of this Office Memorandum may also be brought to the notice of the organizations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

Treat Military Nurses at par with regular Commissioned Officers-ARMED FORCES TRIBUNAL

                 In a major victory for women in the armed forces, the Armed Forces Tribunal has directed the Government to treat military nurses at par with regular commissioned officers of the three Services in terms of rank and entitlements.

               The order by the Tribunal, which enjoys judicial powers, was pronounced on a petition by former Military Nursing Service (MNS) officer Major General Usha Sikder who had sought restoration of status of Nursing Officers at par with all other officers.

                   "Respondents (central government) are directed to treat all the officers of Military Nursing Service as a part of the regular force of the Indian Armed Forces and extend all entitlements which are commensurate with the rank as equal to commissioned officers of Indian Army to her," the two-member Bench headed by Tribunal Chairman Justice A K Mathur said.

                    The undersigned is directed to refer to this Department's O.M. No.3/13/2008-Estt. (Pay II) dated ll th November, 2008 on the above-mentioned subject. Certain references have been received seeking clarification regarding the manner of fixation of pay of retired Defence Forces personnel/officers re-employed in Central Government Civilian posts, after the implementation of CCS (RP) Rules, 2008. This has
been considered in consultation with Department of Expenditure. The pay fixation of reemployed
pensioners on re-employment in Central Government, including that of Defence Forces personnel/officers, is being done in accordance with CCS (fixation of pay of re-employed pensioners) Orders, 1986, issued vide this Department's O.M. No. 3/1/85-Estt. (Pay II) dated 3lStJuly, 1986 (as revised from time to time).

Govt employees on stir over pay arrears

                  Functioning of government departments and public sector undertakings was affected in the entire Jammu province today as employees began a strike against the "failure" of the administration in fulfilling their demands like release of arrears as per the 6th Pay Commission recommendations.

             Employees struck work in response to a 4-day strike call given by the Employees Joint Action Committee (EJAC), official sources said here.

              They were demanding release of arrears of 6th pay commission, 20 per cent hike in HRA, enhancement of retirement age from 58 to 60 years, removal of pay anomalies and regularisation of adhoc/temporary employees.

              About 600 employees of different departments held a protest demonstration at SMGS Hospital here since 1000 hours.

             The EJAC said the strike would continue till April 6 though a cabinet sub-committee has called its leaders for talks this evening.

Subject: Guidelines for fixation of pay of candidates working in Public Sector Undertakings etc., recommended for appointment by the Commission by the method of recruitment by selection - regarding.

                 Reference is invited to this Department's OMS No. 12/1/88-Pay-I dated 7.8.89 and  12/1/96-Pay-I dated 10.7.98, whereby guidelines for fixation of pay of candidates working in Public Sector Undertakings etc., recommended for appointment by the Commission by the method of recruitment by selection through interview only, were issued.

2. Subsequent to the implementation of the recommendations of the 6Ih CPC and the issue of CCS(RP) Rules 2008, the system of Running Pay Bands and Grade Pays has been introduced. Accordingly, in partial modification of this Department's OM dated 7.8.89 and 10.7.98 referred to above, the method of pay fixation in respect of those appointed on or after 1.1.2006 will be as under:

                 "In case of candidates working in Public Sector Undertakings, Universities, Semi- Government Institutions or Autonomous Bodies, who are appointed as direct recruits on or after 1.1.2006 on selection through interview by a properly constituted agency including Departmental Authorities making recruitment directly, their initial pay may be fixed by granting them the Grade Pay attached to the post. Further, their pay in the Pay Band may be fixed at a stage so that the pay in the Pay Band +Grade Pay and DA as admissible in the government, protects the pay +DA already being drawn by them in their parent ofganisations. The pay in the Pay Band fixed under this formulation will not be fixed at a stage lower than Entry Pay in the Revised Pay Structure (corresponding to the Grade Pay applicable to the post) for direct recruits on or after 1.1.2006 as notified vide Section 11, Part A of First Schedule to CCS(RP) Rules, 2008. The pay in the Pay
Band fixed under this formulation will not exceed Rs. 67000, the maximum of the Pay Band PB-4."

3. The conditions for admissibility of pay protection shall be the same as stipulated in this Department's OMS dated 7.8.89 and 10.7.98 referred to above.

4. In so far as persons serving in the India Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

5. These orders will be applicable w.e.f. 1.1.2006

                   The  Department of Pensions & Family Welfare, Ministry of Personnel ,Public Grievances &pensions issued order Yesterday on Dearness Relief to Central Government Pensioners.
                 As per the  order it is decided that  the Dearness Relief payable to Central Government Pensioners shall be enhanced from the existing rate of 27% to 35% w.e.f.1st January,2010.

      Conclusions on important issues pertaining to Anomalies as a result of discussions in to-day’s meeting are mentioned below:-

1.Anomaly due to postponement of increment in the case of those whose increment has fallen from February to June, 2006:-:

After discussions, it was agreed to issue orders for rectifying the anomaly. We have suggested that in all those cases the annual increment may be pre-dated to 1.1.2006. We are hopeful that order as demanded will be issued.

2. Various aberrations in the Modified Assured Career Progressive Scheme (MACPS):-

The Chairman of the National Anomaly Committee has decided to constitute a Joint Committee to deal all such aberrations and submit its report for the Government to take decision. Very soon a Joint Committee will be constituted. Affiliates are free to furnish the deficiencies of the scheme to NFIR immediately.

3. Junior drawing higher pay than the Senior :-

The Chairman has advised Railways to collect data and furnish to DOPT and Ministry of Finance for taking appropriate corrective steps.

4. Health Insurance Scheme recommended by VI CPC – Implementation of the recommendations:-

The Chairman has assured that without prior consultations, the scheme shall not be finalised and allowances such as Risk Allowance, Patient Care Allowance etc. will continue till the final decision is taken.

5. VI CPC pay fixation – Grant of another option to the staff:-

The Chairman said that the proposal for delegation of powers is under process and very soon this will be finalised.

6. Revision of medical allowance to the Pensioners :-

Under consideration. The issue is now before the Committee of the Secretaries. The Chairman has assured to see that processing is speeded up.

7. Denial of increment due to absence without pay:-

We have explained the grave implications of the Government’s. decision and demanded that the increment should be granted when the employee has put in six months qualifying service in a year. It was agreed to consider and rectify the anomalous situation.

                   The Central Vigilance Commission disposed of 541 cases during December 2010 referred to it for advice. The Commission advised imposition of major penalty against 135 officers including 33 from M/o Railways, 30 from MCD, 25 from Public Sector Banks, 6 each from Ministry of Labour and Department of Defence Production, 5 each from New India Assurance Co.Ltd. and Bharat Sanchar Nigam Limited, 4 each from Central Coalfields Ltd. and Department of Science & Technology, 3 from Department of Health, 2 each from Central Board of Excise & Customs and Air India. Remaining 7cases pertained to different departments of the Government of India and PSUs.

                The Commission received 1556 ordinary complaints during the month. Of these, 1021 complaints were sent for necessary action/ATR whereas 122 complaints were sent for investigation and report. No action was required on 569 complaints.

                 On the Commission’s recommendations, the competent authorities issued sanctions for prosecution against 24 officers.

             Recoveries to the tune of Rs.79.98 lakh were affected after Commission conducted technical examination of some departments.
